The article presents selected issues and political systems problems includes compe-tences of presidents of Poland, Germany and Russia. The research question was formu-lated as a question: what differences and similarities can be distinguish in the model of the Parliamentary Republic of Poland, the Democratic Federal Republic of Germany and the Democratic Russian Federation. The author is specifying the differences that affect the perception of the role of the president in all three countries and to find similarities in the way in which decisions are made, basing at the constitutions and main law act. The theoretical and cognitive goal of the article is to present the issues of the system of analyzed countries. The practical and implementation objective is to list positive practices contributing to the consolidation of democracy.
