Process management is an essential element of modern management models, at the enterprise level, but also at the supply chain level. However, the importance of process management is explicitly indicated by the process management maturity models, through analysis of the level of process orientation, or through analysis of the level of quality of process orientation components. Starting from the fact that competition in modern conditions often takes place between supply chains, process management maturity grows into supply chain management maturity. Some of the supply chain management maturity models are SCMAT model, S(CM)2 model and SCPM3 model. In this paper the framework of another supply chain management maturity is formulated, by upgrading the SCOR model with process orientation, or SCORBPO model. This model involves analysis of the presence of supply chain management best practice, on one hand, and the presence of process orientation components, on the other hand. The aim of the research was to identify the maturity of enterprises in Serbia in applying supply chain management best practice, as well as process orientation components that are potential sources of competitive advantage or constraints for enterprises and supply chains. Analysis of justification of hypotheses is done by using correlation and regression analysis. The general conclusion is that between the presence of best practices and process orientation components there is a positive correlation, and that most of the process orientation components affect the implementation of supply chain management best practices.

The purpose of this paper is to analyze the current state of Process Performance Measurement Systems (PPMS) by means of a systematic review of literature. The PPMS literature is reviewed using a systematic approach. Based on an extensive literature review only twelve articles that contain the term PPMS in the title were found. The literature analysis showed that PPMS is a relatively new topic in the area of performance measurement. In order to understand PPMS, it was crucial to explain the concepts of business process management, business performance measurement and Performance Measurement System (PMS) which are well known and used in the literature and practice. PPMS is a special type of PMS that should be used in process-oriented organizations. Limitations of this research lie in the fact that all the conclusions were derived only from the literature, not empirical research. The results presented in the paper continue towards providing an updated overview of the current state of performance measurement, especially PPMS in order to identify the existing research gaps on which ongoing and future research efforts regarding this topic can be focused.

Lokalna uprava na našim prostorima, sa birokratskom i hijerarhijskom strukturom, sa nedovoljnom stručnošću, nedovoljnim znanjem i pretjeranim procedurama koje koristi u svom radu, nije u stanju da prati stvaranje novog društva i njemu prilagođenog privrednog ambijenta. Nedostatak korisničke i ciljne orijentacije, nizak nivo razumijevanja i korišćenja principa i mehanizama dobre uprave (korisnička orijentacija, efikasnost, participativnost, nepristrasnost, transparentnost, profesionalizam itd.) za posljedicu imaju slab kvalitet usluga. Osjeća se potreba za većim promjenama i stvaranjem nove lokalne uprave koja će izvršavati osnovne upravne funkcije prema rastućim zahtjevima građana - korisnika i razvijati lokalnu zajednicu koja će biti konkurentna, i kao mjesto za život i kao mjesto za poslovanje.

Local self-government in the region, characterised by its bureaucratic and hierarchical structure, insufficient expertise, lack of knowledge and excessive procedures used in its operation, is simply unable to cope with the creation of a new society and an adequate economic environment. The lack of customer and target orientation, low level of understanding and poor utilisation of the principles and mechanisms of good governance (customer orientation, efficiency, participation, impartiality, transparency, professionalism, etc.) results in poor quality of service. It seems necessary to conduct major alterations and to create new local government or administration that would perform basic administrative functions in line with the growing requirements of citizens - users or customers and that would develop a community that would be competitive, both as a place to live and as a place to do business.
