The article characterises factors of location of the branches of three international corporations that have made direct investment in Polish industry: Swedwood Poland at Chlastawa, Volkswagen Motor Polska at Polkowice, and EXIDE Technologies in Poznań. The set of the most essential factors was obtained via survey questionnaires sent to the directors of those enterprises and then assessed in quantitative terms by each of four groups: market, cost, procurement, and ‘soft’ factors. Also offered is a survey of definitions of the location factor and theoretical approaches to the location motives of foreign investors.

W pracy scharakteryzowano czynniki lokalizacji filii trzech międzynarodowych koncernów, które dokonały inwestycji bezpośrednich w przemyśle polskim.: Swedwood Poland Sp. z o.o. w Chlastawie, Volkswagen Motor Polska Sp. z o.o. w Polkowicach i EXIDE Technologies SA w Poznaniu. Zestaw najważniejszych czynników uzyskano drogą wywiadu kwestionariuszowgo z przedstawicielami dyrekcji tych przedsiębiorstw, a następnie dokonano ich kwantytatywnej oceny w podziale na cztery grupy: rynkowe, kosztowe, zaopatrzeniowe i „miękkie”. Praca zawiera również przegląd ujęć definicyjnych pojęcia czynnik lokalizacji oraz podejść teoretycznych związanych z motywami lokalizacji inwestycji zagranicznych.

Application of Multi-Criteria Analysis in the Public Procurement Process Optimization

One of the key steps in the implementation of a public procurement process is the criteria selection that are associated with the bidders, which are intended to ensure that bidders will be able to meet the requirements from the contract. Implicitly, the criteria selection includes their evaluation in situations when the criterion of the lowest price is not applied, but instead the criterion of the most economically advantageous tender. The aim of the paper is to show that decision-makers in the public sector can use multi-criteria analysis for the efficient and fair public procurement process implementation and the establishment of objective conditions for the contract awarding in accordance with the general social interests. In this sense, the paper presents a comparative approach to the Analytic Hierarchy Process and Analytic Network Process as the methods of support in decision making, measurement and evaluation criteria for the selection of the best bids in the procurement process. Hierarchical model with five criteria and nine sub-criteria and the network model, which takes into account the mutual influences of criteria, were developed in a hypothetical public procurement selection procedure for the best performers for the construction of the infrastructure facility. Selection of the best bidder, i.e. bids for the realization of the work, is distinctive, multi-criteria problem which includes both qualitative and quantitative factors.

W związku z dynamiczną popularyzacją w ostatnich latach znaczenia zrównoważonego rozwoju pojawiło się wiele idei związanych z praktycznym zastosowaniem koncepcji środowiskowych i społecznych w zarządzaniu przedsiębiorstwem. Wiele z nich uwzględnia problematykę zarządzania łańcuchem dostaw, który jest również bardzo rozwojowy. Jednym z głównych obszarów zarządzania łańcuchem dostaw jest zarządzanie relacjami z dostawcami. Celem artykułu jest przedstawienie środowiskowych i społecznych aspektów zarządzania relacjami z dostawcami przy uwzględnieniu indywidualnego podejścia poszczególnych badaczy do tej kwestii oraz agregacja zebranych informacji. Jako narzędzie naukowe wykorzystano analizę literatury.

Due to the rapid growth of significance of sustainable development in recent years, there have been many ideas regarding the practical application of environmental and social concepts in business management. Many of these concepts include the field of supply chain management, which is also a very evolutionary issue. One of the main areas of supply chain management is supplier relationship management. Our goal is to present environmental and social aspects of supplier relationship management taking into consideration individual approaches of specific researchers and to aggregate the gathered information. As a research tool, we used literature analysis, taking into account current works of researchers.

Zmieniającą się rolę przedstawiono w kontekście innowacji2 i nowych technologii, zjawiska integracji zakupów w celu wspólnego tworzenia i wypracowania wartości. Wskazano także, z uwagi na nowe technologie, na możliwość automatyzacji procesu zakupowego oraz zjawisko cyfryzacji3 procesów zakupowych.

The authors face in the article the changes related to the industrial revolution 4.0, which has an impact on the procurement function within the company. The changing role is shown in terms of innovation and new technologies, the integration of procurement to achieve and create value added. Due to application of new technologies, also the ability of process automation and digitisation in purchasing processes is described.

В статье авторы, перед лицом изменений, относящихся к революции 4.0, указывают изменение роли закупочной функции на предприятии. Изменяющуюся роль они представляют в контексте инноваций и новых технологий, явления интеграции закупок для совместной разработки и развития ценностей. Они тоже указывают, имея в виду новые технологии, возможность автоматизировать процесс снабжения и явление оцифровки процессов организа- ции закупок.

This article gives a description of the significance of public -private partnership (PPP) in Poland both across sectors and partners involved in this type of projects. In this context, Author is also interested in the evolution of PPP in Poland, in particular from 2009 (after coming into force of the new regulations) and during recent financial crisis. PPP market in Poland is relatively young and conditioned by changes in the legal, economic, and political scene. Between 2009 and 2011 most PPP contracts were announced by the authorities of cities and municipalities. They concerned sport and recreation sector, urban infrastructure and health sector, while there are needs for transport investments, municipal construction, revitalization, waste management, education or energetics. PPP can present a number of advantages (provide additional capital, management and skills, improve efficiency and quality of services, share of risks), therefore the European Commission promotes combining PPP with EU fundsin new financial perspective to diversify sources of financing for development.

Przedmiotem artykułu są rozważania na temat „zbyteczności” transpozycji dyrektywy Parlamentu Europejskiego i Rady 2010/53/UE w sprawie norm jakości i bezpieczeństwa narządów ludzkich przeznaczonych do przeszczepiania. Przyjęta 7 lipca 2010 r. dyrektywa nakłada na państwa członkowskie UE obowiązek wdrożenia do 27 sierpnia 2012 r. Do upływu wskazanego terminu nie podjęto jednak w Rzeczypospolitej Polskiej działań prowadzących do wykonania tego obowiązku. W związku z tym zasadnicze rozważania koncentrują się na próbie udzielenia odpowiedzi na pytanie, czy ze względu na funkcjonujące w krajowym porządku prawnym przepisy ustawy z 1 lipca 2005 r. o pobieraniu, przechowywaniu i przeszczepianiu, komórek, tkanek i narządów, które właściwie już implementują dyrektywę, nie dokonano jej transpozycji formalnej.
