The NAUK group (Advanced Learning Blocks group; http://www.nauk.si) is engaged in the development of theoretical and practical concepts of ICT use in all levels of education. Recently, the proposed introduction of electronic textbooks (e-textbooks) has become a major topic nationwide in Slovenia. There are multiple dilemmas to be solved, e.g. what a modern e-textbook is, what it should include, in what way should it differ from conventional textbooks, what tools and technologies should be used for its creation, etc. This paper attempts to make recommendations, which we believe should be followed by all the authors of e-textbooks.

In this article, Klaudia Słowik presents her recommendations for supporting the process of empowerment. The primary goal of the empowerment process is to prepare school graduates for independent life. According to the legislature on this subject, graduates should become active subjects in this process. Słowik’s article is a voice in the ongoing discussion on the trajectory of the process of gaining independence. In particular, she focuses on the fundamental issues faced by graduates and proposes a holistic understanding of the system of support in order to improve the efficiency and effectiveness of the process of their gaining independence.

Niniejszy artykuł przedstawia autorskie rekomendacje w zakresie wspierania procesu usamodzielnienia. Zasadniczym celem procesu usamodzielnienia jest przygotowanie wychowanka do samodzielnego życia. Zgodnie z założeniami ustawodawcy, wychowanek powinien być aktywnym podmiotem tego procesu. Artykuł stanowi głos w dyskusji dotyczącej przebiegu procesu usamodzielnienia, w szczególności skupia się na omówieniu zasadniczych problemów wychowanków, a także przedstawia próbę holistycznego ujęcia systemu wsparcia w celu poprawienia efektywności i skuteczności procesu usamodzielnienia.

As the research and observations conducted by the authors of the study show, management in the public sector is often determined by the struggle for domination between particular parties, politicians or persons performing public functions. If a few years ago you could meet representatives of public sector organizations at various levels at scientific conferences, now this phenomenon is an exception and the conducted research, results of these studies and recommendations that critically describe the surrounding reality are rejected. Therefore, showing the surrounding reality during classes in schools and universities, as well as relating it to history and emphasizing the resulting paradigms seems most appropriate.

The Banking Union will change the face of Europe. It will significantly deepen integration in what is arguably the key sector of the economy. For the Member States that join the Banking Union, this will mean signing up for ‘more Europe’. This will raise not only technical questions as to how Banking Union will actually work, but also political questions. These relate to how that deeper Europe should be governed and how the Banking Union will fit within the EU as a whole. Banking union consists of five elements: Regulation, Supervision, Deposit guarantees, Resolution and Liquidity provision from the Central Bank. All need to work together. Just as one needs a blueprint for the entire building before laying the foundation, so too would it be helpful to have a sense of Banking Union in its entirety before initiating the Single Supervisory Mechanism as the first instalment. Otherwise one runs the risk that Banking Union will remain partial, and that this will make things worse, not better.

Objectives: Musicians represent a very specific professional group, which due to some occupational hazards is exposed to different health problems known as playing-related musculoskeletal disorders (PRMDs). The aim of this study was to assess correlations between the level of physical activity, and the occurrence of musculoskeletal pain among young instrumentalists. Materials and Methods: Total of 225 Polish musical school students were investigated. To assess the study participants' physical activity level, the moderate to vigorous physical activity (MVPA) index was used. To assess pain complaints on the side of the musculoskeletal system, Nordic Musculoskeletal Questionnaire (NMQ) was applied. The NMQ questionnaire was complemented by adding a visual-analog scale (VAS), which also allowed to assess pain intensity on a numerical scale 1-10. Results: The pain localized in neck, shoulders, upper and lower back was reported significantly more often by the participants who did not meet standard criteria for the recommended or minimal physical activity level. Conclusion: Performing the recommended health-oriented physical activity may reduce the prevalence of musculoskeletal pain in young musicians.

The state of fundraising theory and research, legal trends affecting philanthropy and new patterns of educational fundraising development at the global, regional and institutional levels, as well as the comparison of foreign and national teaching experiences for the purpose of mutual enrichment of educational cultures can be considered a distinct subject of comparative education research. Fundraising in higher education is interdisciplinary in its nature, as it is placed within the subject fields of several branches of modern science such as economics, marketing, sociology, psychology, higher education management that assumes a multidimensional approach to its research. The analysis of numerous Ukrainian research papers shows that a holistic study, ascertaining the theoretical, contextual, and organizational principles of fundraising practices in public U.S. universities and examining issues of extramural funding sources in national Ukrainian higher education, has not been carried out. The relevance and significance of such research is endorsed by the provisions of a wide range of normative documents and regulations of Ukraine, especially such as the Concept of humanitarian development of the Ukrainian state until 2020, Decree of the President of Ukraine «On the National Doctrine of Education Development» (2002), Laws of Ukraine «On Priorities of Innovative Practices in Ukraine» (2012), «On Charity and Charitable Organizations» (1997, 2013), «On Higher Education» (2014), etc. State funding poses significant challenges for Ukrainian universities in times of neoliberal ideology of contemporary reformsin national higher education. The purpose of this paper is to provide some recommendations on how to implement the best fundraising practices of public U.S. universities in the area of higher education in Ukraine on the national, regional and institutional levels. The article focuses on the data published in a range of educational science journals to highlight the purposes, features and structure of university financial endowments. All things considered the proposed recommendations can help Ukrainian universities carry on their social mission, funding various activities relating to education, research and innovation. The national interests of Ukraine urgently require it to join the international community and become an integral and influential European state. Higher education institutions of Ukraine should take an active part in the implementation of this task.

The article deals with outlining guidelines for improving professional training of junior medical staff based on European experience. Consequently, guidelines and recommendations on enhancing the efficiency of medical education in general and junior medical specialists’ professional training, in particular, published by European Union of Medical Specialists, General Medical Council, World Federation for Medical Education have been studied, analyzed, justified and presented in the paper. According to European Union of Medical Specialists it has been concluded that general aspects of medical specialists’ training are based on the selection process for the access to the medical specialists’ training, duration of training, common trunk, training program and quality assurance; requirements for training institutions involve recognition, size, quality assurance and teaching infructructure; requirements for instructors encompass qualification, training program, teacher/trainee ratio; requirements for trainees cover experience, language and logbook. In addition, the components that define the quality of junior medical specialists’ professional training based on N. Novosolova’s ideas have been indicated. Finally, based on the positive aspects of the guidelines analyzed the appropriate ones that, in our opinion, may be of use in Ukraine, have been presented.

The article is aimed at bringing information on the scope and the level of use of talent management by organizations in one of the Czech Republic regions, in the Moravian-Silesian Region. On the basis of data acquired by a questionnaire survey it has been found out that organizations in the above-mentioned region are implementing the system of talent management on a small scale: this approach is used by 3.8% of organizations only that is 9 from 237 (100 %) of the approached respondents. The main reasons why this approach is not used is either that organizations have no knowledge of it or there is lack of financial and personnel resources. Recommendations suggested by the author can be found useful for a wider application of talent management in the Czech practice.

Thearticledescribesthe essence of the theory of H. Gardner, developmentofitsmainprinciples, foreignexperienceof its realization in educational practices. H. Gardner suggested that each person had a plurality of types of intelligence. Each of these different types represents special ways of processing and interpreting information, thus informing in which way each person cognizes the world. Creation and dissemination of the theory of multiple intelligences began a revolution in understanding and developing of the thinking processes in learning. H. Gardner argued that intelligence was dynamic and multidimensional, beyond the limits of the capabilities of linguistic-logical abilities that had traditionally been diagnosed in the learning process. G. Gardner’s theoryofmultipleintelligences has generated doubts about sustainable concepts in the field of cognitive science and education. According to H. Gardner’s theory, every person has different types of mind, the so-called intelligences, which reflect different ways of cognitive interaction with the world. Initially, H. Gardnerdistinguishedsevenintelligences– verbal-linguistic, logical-mathematical, intrapersonal, visual-spatial, musical-rhythmic, kinesthetic, interpersonal, laterthescientistaddednaturalistic, existentialandpedagogical. These types of intelligence are used by each individual to varying degrees, but one or more can dominate. The theory was not unambiguously accepted by scholars in the field of psychology, since, according to critics, was not subjected to a detailed experimental test.In response to critical remarks H. Gardner argued that his theory was based solely on scientific data taken from psychology, anthropology and biology (neurobiology, genetics). H. Gardner emphasized that the theory was based on the evidence of science; it changed on the basis of new scientific evidence, for example, only fifteen years after the initial formulation of the theory pedagogical intelligence had been determined as a human potential that began to develop in the early years of human life and manifested itself in the ability to teach. The theory of multiple intelligences is developing successfully. In particular, based on an analysis of the intrapersonal and interpersonal types of intelligence, D. Goleman distinguished emotional and social intelligences. Although Gardner’s theory was the subject of many discussions, it became a kind of catalyst that stimulated educators to rethink educational practices in the last century. At present, the theory is realized in many educational projects. H. Gardner summed up the recommendations for teachers about the implementation of the theory of multiple intelligence in educational practices: • Individualizetheteachingstyle (accordingtothemosteffectivemethodofperceivingthe learningmaterialforeachstudent); • to pluralize the ways of teaching material (studying important material in multiple ways); • avoidtheterm “styles” usexperimentallyunverified. H. Gardner described ways to solve problems that may arise during the implementation of the theory of multiple intelligence in pedagogical activity. The introduction of the theory of multiple intelligence into the pedagogical practice of foreign countries changed the presentation of teachers about the essence of teaching and learning processes in such a way that they began to take into account the individual differences of students in the ways of perceiving the educational material, provided a wide range of different activities, enriching personal experience and accelerating and facilitating the process learning helped to improve the student’s learning achievements. Today, most foreign educators believe that the theory of multiple intelligences is an axiom that needs to be taken into account, first of all, when designing and conducting various educational classes.In the conditions of development of a new Ukrainian school, foreign experience of implementing the theory of multiple intelligence in educational practices becomes of special relevance for a broad pedagogical community.

More and more business customers use social media to express their opinions about products, services and brands. This study aims to make a step further in understanding consumer engagement in electronic word of mouth (eWOM) on Facebook and its impact on recommending and purchasing products. To test our conceptual framework, structural equation modeling techniques have been applied to data collected through a self-administrated survey addressed to 640 Facebook users from Romania. Our model shows that Facebook’s perceived usefulness infl uences customer brand engagement, which in turn has an important effect on the intention to purchase the brand and recommend it to others (word of mouth). Therefore, people who use Facebook as a source of information about products and services are top eWOM providers. A brand that seeks to build authority on Facebook should look for eWOM providers, convert them into fans and “feed” them with attention-grabbing information that is worth spreading. This way, most of the fans will provide free word-of-mouth advertising, becoming true brand ambassadors. Our study has established that Facebook’s perceived usefulness not only engages online users with brands, but also makes this medium a perfect eWOM tool: it builds trust in friends’ recommendations, and eventually, makes the users sincere supporters of the brands they like.

Na podstawie badań ewaluacyjnych prowadzonych dla województw dolnośląskiego, małopolskiego i podkarpackiego sformułowano rekomendacje, które odpowiednio wykorzystane pozwolą na lepsze programowanie rewitalizacji w kolejnym okresie 2014-2020.

Under their 2007-2013 Regional Operating Programmes, the regions enjoyed a lot of freedom to shape their revitalization policies. Based on evaluation research conducted in the Dolnośląskie, Małopolskie, and Podkarpackie Regions, certain recommendations were formulated. If well applied, they will allow for better revitalization programming in the next period of 2014-2020.

Crowdsourcing definiowany jest jako akt w działalności organizacji, polegający na wydzieleniu pewnych funkcji, wykonywanych tradycyjnie przez pracowników, i ich outsourcing do bliżej niezdefiniowanej, dużej grupy osób, w formie otwartego zaproszenia. Crowdsourcing przyczynia się do rozwiązywania problemów, zarządzania kryzysowego, poszerzania oferty organizacji, kreowania wizerunku organizacji, usprawniania komunikacji z otoczeniem, optymalizacji kosztów działalności organizacji. Umożliwia także dostęp do zasobów wiedzy i kreatywności. Najczęściej wykorzystywany jest przez organizacje komercyjne, jednak od kilku lat dostrzega się, że jednostki samorządu terytorialnego sięgają po pomysły i wiedzę społeczności wirtualnych. Celem artykułu jest identyfikacja możliwości i ograniczeń wykorzystywania crowdsourcingu przez jednostki samorządu terytorialnego, ze szczególnym uwzględnieniem obszarów zastosowania w działaniach tych jednostek.

Crowdsourcing is defined as an act of an institution taking a function once performed by employees and outsourcing it to an undefined, large group of people in the form of an open call. Crowdsourcing contributes to problem solving, crisis management, expanding an organisation’s offer, creating the organisation’s image, improving communication with the environment, optimising costs of the organisation’s activity. It also enables access to knowledge and creativity sources. It is most often used by commercial organisations; however, for the last few years it has been observed that local government units reach for ideas and knowledge of virtual communities. The aim of the article is to identify the possibilities and limitations of making use of crowdsourcing by local government units, with a particular inclusion of the areas of application in these units’ actions.

Краудсорсинг определяется как акт в деятельности организации, заключающийся в выделении некоторых функций, выполняемых традиционно работниками, и их аутсорсинг ближе неопределенной, большой группе лиц, в форме открытого приглашения. Краудсорсинг способствует решению проблем, кризисному управлению, расширению предложения организации, формированию облика организации, совершенствованию общения с окружающей средой, оптимизации издержек деятельности организации. Он тоже дает возможность доступа к ресурсам знаний и созидателоьности. Чаще всего он используется коммерческими организациями, но в течение нескольких лет можно заметить, что единицы местного самоуправления применяют идеи и знания виртуальных обществ. Цель статьи – выявить возможности и ограничения использования краудсорсинга единицами местного самоуправления, с особым учетом сфер применения в действиях этих единиц.

The paper aims at empirical evaluation of the impact of the market cycle on the performance of stock recommendations issued for the banks listed on the Warsaw Stock Exchange over the period 2000–2016. The research methods involved analyses of correlation and regression. The accuracy of each recommendation was assessed over 180 days since the date of its issuance. The examined sample covered 2801 recommendations and 347 121 observations of stock prices for 14 listed banks. The results of the research indicate that market cycle exerts impact on both directions and accuracy of analysts’ recommendations. The recommendations issued in the examined period were generally counteracting the extreme market sentiments, serving for stabilisation of banks’ stock prices around the intrinsic values estimated by analysts. The accuracy of target prices increased in the periods of bull market, and decreased in the periods of downturns.

Celem artykułu jest weryfikacja empiryczna wpływu wahań koniunkturalnych na trafność rekomendacji wydawanych przez analityków giełdowych dla akcji banków notowanych na Giełdzie Papierów Wartościowych w Warszawie w okresie 2000–2016. Badanie przeprowadzono metodami analizy korelacji i regresji. Dokładność każdej rekomendacji była oceniana w horyzoncie 180 dni od daty jej wydania. Badana próba objęła 2801 rekomendacji oraz 347 121 obserwacji kursów akcji dla 14 banków. Uzyskane wyniki wskazują, że wahania koniunkturalne wywierają wpływ zarówno na kierunki, jak i dokładność rekomendacji analityków. Rekomendacje wydawane w analizowanym okresie były zazwyczaj formułowane przeciwnie do skrajnych trendów rynkowych, służąc stabilizowaniu kursów akcji banków wokół szacowanych przez analityków wartości wewnętrznych. Dokładność rekomendacji wzrastała na ogół w okresach dominacji pozytywnych nastrojów, a obniżała się w okresach bessy.

The aim of the article is to analyse selected issues related to artificial intelligence (AI), its impact on the financial market, taking into account opportunities and challenges, and to present recommendations in the areas of stability, security, and transparency of its application. The research tool used included the analysis of secondary data sources such as the relevant literature (both domestic and international), a systemic analysis of legal acts, and a review of available reports on the use of AI in the financial market. The continuous development of AI in financial markets is influenced by many factors, and it can be both an opportunity and a challenge. The adopted methodology allowed for the identification and specification of the areas where barriers to the use of AI exist. Based on examples, solutions have been presented as recommendations in this regard.

Celem artykułu jest analiza wybranych zagadnień dotyczących sztucznej inteligencji – jej wpływu na rynek finansowy z uwzględnieniem istniejących szans i wyzwań – oraz przedstawienie rekomendacji w zakresie stabilności, bezpieczeństwa i przejrzystości jej zastosowania. Posłużono się w tym celu analizą danych wtórnych, takich jak literatura przedmiotu (krajowa i zagraniczna), analizą systemową aktów prawnych, a także przeglądem dostępnych raportów. Za nieustanny rozwój sztucznej inteligencji na rynkach finansowych odpowiada wiele różnorodnych czynników, co sprawia, że można go postrzegać zarówno jako szansę, jak i wyzwanie. Przyjęta w artykule metodologia pozwoliła na wyłonienie i sprecyzowanie obszarów, w których występują bariery utrudniające zastosowanie sztucznej inteligencji. Na podstawie wybranych przykładów przedstawiono rozwiązania będące rekomendacją w tym zakresie.

Systemy ratownictwa gwarantują bezpieczeństwo oraz właściwy poziom ochrony ludności. Jednym z przedsięwzięć ukierunkowanych na rozwój systemów ratownictwa jest ich ciągłe doskonalenie oraz wzbogacanie przez wykorzystanie specjalistycznych metod i narzędzi. Odpowiedni dobór nowych metod i narzędzi powinien być poprzedzony wnikliwą analizą obecnie funkcjonujących systemów w kraju i na świecie. Celem artykułu jest przedstawienie wybranych zagranicznych rozwiązań w zakresie ratownictwa, które zdaniem autorów warto włączyć do krajowego systemu ratownictwa. Wskazane rozwiązania są rekomendowane na podstawie analizy krajowego systemu ratownictwa i systemów działających w innych krajach.

Rescue systems determine safety and guarantee it is provided at an adequate level. One aspect of the development of rescue systems is their continuous improvement and enrichment through the application of specialised tools and methods. Selection of these tools and methods should be preceded by an analysis of currently operating systems both in country and globally. This article presents solutions used outside of Poland which the authors believe could be implemented in Poland’s national rescue system. They base their indication on the analysis of the national rescue systems in Poland and elsewhere.

Likwidacja garnizonów w regionach uzależnionych od wojskowych pieniędzy, w których mieszkańcy "żyli z wojska i przy wojsku", a jednostka wojskowa stanowiła dla nich często "jedynego pracodawcę", powoduje pojawienie się ogromnego problemu, regiony te bowiem muszą znaleźć sposób, by przezwyciężyć niekorzystną sytuację i wkroczyć na nową drogę rozwoju. Artykuł przedstawia przykłady udanej rekonwersji miast i regionów z Francji, Niemiec i USA oraz prezentuje zalecenia dla polskich gmin powojskowych.

As a result of broad demilitarization process, numerous military bases had been locked out in the last years all over the world. In the regions whose economies depended heavily on military orders, and large share of employment was in the army-oriented services, the closure of the military bases had huge negative impact on the economy, as finding new development path showed to be difficult. The article demonstrates the examples of successful demilitarization and conversion of the cities and regions in France, Germany and USA and formulates recommendations for the Polish communes experiencing military base closure.

Today the key task is to educate and form an independent creative character ‒ a new generation person who is able to link theory with practice in a proper way and to achieve different goals with the help of acquired knowledge. Thus, W. H. Kilpatrick’s pedagogical ideas are these that will help a teacher to encourage a studentto follow his/her subject. Besides, it should be noted that the American educator’s pedagogical heritage has a great value for medical education ‒ in teaching both professional and non-professional disciplines. It is of particular importance for foreign languagesat the medical university. The paper aims to reveal W. H. Kilpatrick’s pedagogical ideas and their use during foreign languages lessons at the medical university.In this research, the author deals with the system-structural analysis and synthesis of W. H. Kilpatrick’s pedagogical ideas ‒ to form a holistic view of their content and functional relationships, and observation method ‒ to present the approbation data of W. H. Kilpatrick’s views during foreign languages classes at the medical university.The article focuses onthree W. H. Kilpatrick’s fundamental works ‒ “The Project Method. The Use of the Purposeful Act in the Educative Process”(1918),“Foundations of Method. Informal Talks on Teaching”(1925) and“Education for a Changing Civilization”(1926). Having analyzed American scholar’s pedagogical works, the author outlines the following important postulates that recommends taking into account and using: education philosophy; teaching method, its peculiarities; formula “Stimulus – Reaction” and its connection with training; purposeful act and interest; сlassification of learning; learning components; types of initial goals; the project method; classification of the project method; advantages and disadvantages of the project method. Moreover, the article provides information about approbation of the above-noted pedagogical ideas in teaching foreign languages at the medical university. As for the future research, it will be the study of the practical use of W. H. Kilpatrick’s pedagogical ideas in the system of higher medical education – in the process of students’ professional training. All in all, W. H. Kilpatrick was a talented educator who made a significant contribution to world pedagogy, and the project method became one of the main means in education at different levels.

Demographic changes of the European societies cause the great enlargement of the needs for care services in the elderly population. The development of the care counseling services is therefore essential. The international project “Improving Access to Community-Based Services for older People Living at Home” was launched to help elderly people and their caregivers to find the appropriate health care services and to encourage them to take advantage of such services. Testing of the access strategies to care counseling targeted at older people enabled to prepare specific recommendations. The recommendations stressed among other the role of mediators during informing process and the necessity to tailor the services to the expectations of older people.

Przemiany demograficzne społeczeństw europejskich powodują, że znacznie wzrasta zapotrzebowanie na usługi opiekuńcze w populacji seniorów, stąd bardzo istotną sprawą jest rozwój poradnictwa w tym zakresie. Międzynarodowy projekt „Zwiększenie dostępu do środowiskowych form opieki dla osób starszych, mieszkających w gospodarstwach domowych” miał za zadanie uświadomić osobom starszym i ich opiekunom dostępne formy pomocy oraz zachęcić ich do korzystania z nich. Testowanie różnych strategii dostępu do poradnictwa ukierunkowanego na osoby starsze pozwoliło na wypracowanie zaleceń zawartych w rekomendacjach, które m.in. zwróciły uwagę na rolę pośredników w przekazywaniu informacji i konieczność dostosowywania oferty świadczeń do potrzeb osób starszych.

The article presents key issues relating to the methods of mobile termination rates calculation by the Polish National Regulatory Agency (NRA): the UKE President. It analyses the provisions of Polish telecommunications law of 2004 with respect to the rights and obligations of the UKE President. It invokes specific cases showing how problematic rates calculation is for mobile operators. The Polkomtel, PTK Centertel, PTC sp. z o.o. cases clearly show how unclear the calculation process may be in practice and illustrate how broad the discretionary powers of the UKE President are in this respect on the grounds of Polish telecommunications law. Highlighted is also the dispute between the Polish NRA and the European Commission. Even though the UKE President acts on the grounds of Polish law, its actions have to be compliant with the European telecoms package and take into utmost account the recommendations and comments issued by the European Commission.

L’article présent les questions clés concernant les méthodes du calcul des tarifs de terminaison mobile par l’Agence Nationale de la Régulation Polonaise: le Président de l’UKE. Il analyse les provisions du droit de la télécommunication polonais de 2004 par rapport aux droits et obligations du président de l’UKE. Il décrit des cas spécifiques pour montrer la complexité du calcul des tarifs par les opérateurs des réseaux de téléphonie mobile. Les cas de Polkomtel, PTK Centertel, PTC sp. z o.o. prouvent que le processus du calcul n’est pas claire en pratique et que le pouvoir discrétionnaire du président de l’UKE, fondé sur le droit de la télécommunication polonais, est très vaste. L’article souligne aussi la dispute entre l’ANR polonaise et la Commission Européenne.
