The article presents determinants and regional policy objectives pursued in the years 2004-2013 in Poland. Theoretical approaches to regional policy are discussed and models of the regional policy implementation presented. The political changes that have taken place in Poland since 1990 and their influence on regional policy are also discussed. The main part of the article is devoted to the presentation of the impact of Polish accession to the European Union on methods of formulating regional policy goals and working out a national model of development policy in general and at the regional level specifically. The article also discusses plans concerning national regional policy for the years 2014 - 2020 as well as an assessment of past experience related to the preparation of regional development policies and assessment of their results.

Artykuł poświęcony jest uwarunkowaniom i celom polityki regionalnej prowadzonej w Polsce w latach 2004-2013. W artykule przedstawiono teoretyczne podejścia do polityki regionalnej oraz stosowane w praktyce modele jej prowadzenia. Omówiono także zmiany ustrojowe jakie zaszły w Polsce od 1990 roku i ich wpływ na kształtowanie się polityki regionalnej. Główną część artykułu stanowi prezentacja wpływu wstąpienia Polski do Unii Europejskiej na sposoby formułowania celów polityki regionalnej i wypracowywanie krajowego modelu polityki rozwoju ogólnie i w wymiarze regionalnym. W artykule omówiono także zamierzenia na lata 2014-2020 oraz dokonano oceny dotychczasowych doświadczeń związanych z przygotowywaniem polityki rozwoju regionalnego i oceny rezultatów jej prowadzenia.

The regional policy is a priority of the European Union since too large disparities between and within its member states have been remaining over the past decades, which results in huge differences in regional competitiveness of the EU countries. This paper analyses the diverse impact of clusters on the competitiveness of highly developed and lesser developed regions on different stages of economic development in the world, EU and Latvia. The aim of this research is to evaluate the impact of clusters on regional policy and competitiveness. Methods used in the research include general and quantitative research methods. The methodological basis for defining the determinants of regional competitiveness is the three-stage system of economic development elaborated by the World Economic Forum. Firstly, the theoretical analysis of regional policies’ features is being conducted in the EU. It also includes the analysis of the development of theoretical approach of the regional policy and competitiveness, as well as the systematisation of structural elements, indicators and factors influencing regional competitiveness. Secondly, it analyses origin and nature of the cluster from the economic theory perspective, as well as provides an empirical assessment of the clusters’ impact on regional competitiveness from in the world, EU and Latvia. Finally, the paper provides conclusions on research findings about clusters’ interaction with regional policy and impact on competitiveness of regions in different stages of development.

The article deals with the analysis of mechanisms of public participation in the regional policy and determination of means of dialogue between the regions and community. In the first part of the article, the author defines the essence of the concept of political participation. The author also outlines the concepts of citizen participation and public relations. The next part of the text is devoted to the normative and legal regulation of institute of political participation in the development and implementation of regional policy. It defines the principles of cooperation between the executive power and institutions of civil society and reveals the main forms of citizen participation in the formulation and implementation of public policy. The researcher summarizes the reasons of inefficiency of regional self-government in Ukraine. The author thus asserts that implementation of the policy of partnership, transparency and accountability will help improve the system of self-government, increase the level of local democracy and consolidate the local community. Therefore, the main conclusion of the article is that the effectiveness of forms of political participation is an objective necessity for the development of the state in general, and for strengthening at the regional level.

Celem artykułu jest ukazanie roli klastrów w rozwoju regionu. Odwołując się do literatury przedmiotu analizie poddano trzy aspekty problematyki regionalnego wymiaru prorozwojowych funkcji klastrów. W pierwszej części artykułu scharakteryzowano czynniki i mechanizmy powstawania klastrów. Skupiono się zarówno na endo-, jak i egzogenicznych czynnikach warunkujących ten proces, akcentując zarazem ich wzajemne przenikanie się i uzupełnianie prowadzące do powstania zintegrowanej kooperacyjno-konkurencyjnej struktury klastrowej na poziomie regionu. W drugiej części przedstawiono warunki sprawnego funkcjonowania klastrów, podkreślając decydujące znaczenie relacji między głównymi regionalnymi aktorami gospodarczego układu sieciowego, tj. sektorem prywatnym a publicznym. W trzeciej części artykułu analizie poddano prorozwojowe oddziaływanie klastrów na poziomie regionalnym. Przedstawiono korzyści w zakresie zwiększania wydajności i zdolności do innowacji firm lub sektorów należących do grona, a także w zakresie generowania impulsów motywujących do tworzenia nowych form w regionie. W zakończeniu artykułu – odwołując się do klasycznego ujęcia przedsiębiorczości – ukazano stymulujący wpływ klastrów na rozwój regionu przezzwięzłą analizę ich roli w realizacji funkcji regionalnej przedsiębiorczości. W wymiarze praktycznych implikacji przeprowadzonych charakterystyk i analiz wskazano główne kierunki i sfery działań władz publicznych odnośnie realizacji polityki regionalnej wspierającej powstawanie i rozwój klastrów.

The purpose of this article is to show the role of clusters in the development of the region. Referring to the subject literature, three aspects of the regional dimension of the pro-development function of clusters have been analyzed. The first part of the article characterizes clustering factors and mechanisms. The focus on both the endogenous and exogenous factors determining the process, at the same time emphasizing their interpenetration and complementarity leading to formation of the integrated Cooperative-competitive cluster structure at the level of the region. The second part presents the conditions for the efficient functioning of clusters, underlining the decisive importance of relations
