This article reviews four books about the specifics of local democracy. Two of them focus on the Czech context only, the other two books present a large set of data from the comparative surveys of 15 European countries. The arguments of the review article are accompanied by preliminary findings of our own survey conducted in three selected Czech municipalities which represent (in our opinion) cases of progressive local governance. Structure, political culture and self-perception of local councillors across Europe are characterized by incredible variety. In comparison with the European average, the structure of local governance in the Czech Republic is extremely fragmented. European local politics is dominated by educated, nonpartisan and long-term residents; even more so in the Czech where local politics is also more masculine. The landscape of local councils in Europe oscillates between the idea of representative government (which slightly dominates), and the concept of participatory democracy. Czech councillors have a higher affinity with representative forms of democratic governance, but they also declaratorily support direct forms of public participation in decision-making.

Polish representatives in Bucharest in the interwar period were – what is obvious – executors of the Polish government’s foreign policy, formulated by the successive Ministers of Foreign Affairs. They had to act within that framework. In exceptional circumstances were Linde and Koźmiński, who happened to act in conditions of nonexistence of a single center shaping Polish foreign policy and they often had to demonstrate creativity, without any directives coming from the top. To a certain extent in a similar situation was Raczyński, who also had to act independently, in a state of necessity – as he claimed – ignoring the supremacy of the Minister of Foreign Affairs interned in Romania. Effective professionals efficiently performing the tasks allocated to them were Wielowieyski, Szembek and Arciszewski. Jurjewicz was perceived as much less energetic. His relatively low activity on the position of the envoy, however, was largely derived from minister Seyda’s passive policy towards Romania. Undoubtedly, the most prominent Polish diplomat in Bucharest was Alexander Skrzyński. He not only performed his duties of the representative of the Republic of Poland with the invention but he also showed his own initiative, when Poland was in extremely difficult war situation in 1919–1920.

Describing the functioning of the limited partnership, in which the joint-stock company is acting as the general partner is a purpose of the present article. Creating special forms of commercial partnerships or companies in which also other legal persons are appearing is possible through regulations of The Code of Commercial Companies. The article depicts being active of the joint-stock company as the unlimited partner in the limitedpartnership, as well as is exploring the issue two basic, on land of the conducting business activities of aspects - of representatives and managing the company’s affairs.

Celem niniejszego artykułu jest przedstawienie działania spółki komandytowej, w której jako komplementariusz występuje spółka akcyjna. Tworzenie szczególnych form spółek handlowych, w których występują również inne osoby prawne, jest możliwe poprzez regulacje Kodeksu spółek handlowych. Artykuł obrazuje działanie spółki akcyjnej jako komplementariusza w spółce komandytowej, a także zgłębia zagadnienie dwóch podstawowychna gruncie prowadzenia działalności gospodarczej aspektów – reprezentacji i prowadzenia spraw spółki.

The description of speech acts and linguistic cooperation rules in sports transmissions demonstrates that pragmalinguistic theories and tools do not allow to unequivocally describe the communication between journalist and viewer, listener or Internet user, because of the differences between interpersonal communication and media communication. The pragmalinguistics of direct communication is one-act pragmatics and relations pragmatics. However, the pragmalinguistics of media, society and public is two- or multi-act pragmatics. This way, in its intention bundle it includes constative/assertive/representative illocution, but also acts as an evaluative assertive, media assertive declarative, deliberative and modal act, comissive, expressive and directive. Nevertheless, depending on the kind of discipline, the participation of Polish sportsmen, the rank of competition and many different factors, their self-agency and conventionality of audience’s expectations or reactions happens to be, on the one hand, predictable and effective, but on the other hand it might be suspended, parenthetical or postponed, it might also end with communicational failure. That is why it is so hard for the senders of transmission to make the decision whether to be baroque in the broadcast or to be trite in a pragmatic and communicational sense. In the fear of losing even a fraction of this varied audience, journalists, editors and producers of programs try to find a communicational and pragmatic compromise, which translates into commentator duos. In each of them one sender is responsible for seducing with eloquence, being over-the-top and using excessively original metaphors; the other one carries the burden of the realization of the rite routine, giving the recipients a feel of security, verbalizing all the parts of the media skeleton anticipated by the audience. And that is what the pragmalinguistic recipe for a successful sport broadcast looks like for now.
