In  the middle of the middle 19th cemtury, Cracow belonged to the Wustian Empire and was transformed intoa stronghold. Th ecity was encircled by forts at the back of witch military warehouses were created. On 5 June 1927, a catastrophic explosion occccurred in the gunpowdder and ammunition warehouse that was localed on the northern outskirts of Cracow's outlying village Witkowice. The explosion killed two pepole, however, hundreds were injured and immense material losses were caused in a extensive area of some of Cracow's districts and numerous nearby villages. The most damaged were Górka Narodowa and Witkowice with the hospital for children suffering from trachoma located right next to the warehouse. Help was immediately brought to the injured. Reconstruction of the damaged buildings (1794 altogether) was delegated to the Regional Direction of Public Works in Cracow. The repairs of the damaged residential and utility buildings were financed by the government. The buildings that couldbe no longer used were rebuilt according to a single design preserving their area.  The whole action was carried out so efficiently that reconstruction of the village was finished at the beginning of September. Well-designed pavilions were built in the place of wooden barracs that constituted the hispital. the little patients could return in it already in December. Only finishing works had to be carried out. A new chapel was completed in 1929, and a new administrative building in 1932.

Streszczenie Obok wielu funkcji, jakie w okresie republiki sprawowali cenzorzy, należała do nich również cura urbis. W jej ramach prowadzili między innymi aktywną działalność budowlaną i remontową w Rzymie. Doprowadzili do powstania wielu akweduktów, świątyń oraz dróg publicznych. Zajmowanie się tą dziedziną administracji było możliwe dzięki posiadanemu przez nich prawu do zawierania w imieniu państwa locationes z prywatnymi wykonawcami (redemptores), czyli kontraktów na roboty publiczne (najczęściej budowę i remonty obiektów publicznych) oraz ius publicandi, czyli prawu do wywłaszczania.

Summary Alongside their many other duties in Republican Rome, the censors were responsible for cura urbis, which included the building, repair and maintenance of public facilities. The censors were the founders of many of the Roman aqueducts, temples, and roads. They had the right to enter contracts for public works on behalf of the State with private companies, and they also held the ius publicandi, the right to expropriate land from private owners for these projects.

The aim of the article is to collect information regarding the implementation of public work projects by local labour offices in Polandin a comprehensive form and to research the effectiveness of this instrument in the activation of the unemployed. The scope of the analysis wasnarrowed down to the years 2015–2017 and due to the good economic situation, the participation of the long-term unemployed was particulartaken into account.

Celem artykułu jest zebranie w syntetycznej formie informacji dotyczących realizacji robót publicznych w Polsce przez powiatoweurzędy pracy oraz zbadanie skuteczności tego instrumentu w aktywizacji osób bezrobotnych. Zakres analizy został zawężony do lat 2015–2017,przy czym ze względu na dobrą sytuacje gospodarczą szczególnie brano pod uwagę uczestnictwo w nich osób długotrwale bezrobotnych.

The unprecedented unemployment rate in 1932, reaching almost 24%, entitled the 31st US president, Herbert Hoover, to take extraordinary measures with economic policy instruments. This article presents a catalogue of activities undertaken by the Republican administration in 1929–1932, intended to restore the economy to economic growth. Based on the President's memoirs and public speeches, his views on economics and his economic philosophy are defined. The extent to which they influenced the anti-crisis measures taken during the first phase is shown. The central part of the text focuses on specific political decisions: the wage maintenance policy, the consensus between employers and employees, and the public works program. The evolution of Hoover's views is shown, moving from an approach that rejects the need to interfere with the market mechanism towards systematically greater regulation of the economy (the establishment of the Reconstruction Financial Corporation and the adoption of the Emergency Assistance Act). The argument is accompanied by a presentation of key macroeconomic data which makes it possible to assess the effectiveness (or lack thereof) of Hoover's anticrisis policies. This article considers their reception in American society. To this end, the Harlan miners' protest, the building of barracks and housing estates for the unemployed (hooversvilles), and the veterans' march in 1932 were described. The personification of economic collapse and Hoover's poor communication policy resulted in a disastrous result in the November elections. He himself went down in history as a "crisis", "passive" and "inept" president. In particular, this narrative was propagated by supporters of the Democratic Party, discounting the political benefits of pitting Hoover against Roosevelt. This is even though the administration of F.D. Roosevelt continued numerous programs initiated by the Republicans, and only after World War II did the US emerge from the crisis.

Bezprecedensowy poziom stopy bezrobocia, sięgający niemal 24% w 1932 r., uprawniał 31. prezydenta USA Herberta Hoovera do powzięcia nadzwyczajnych środków z instrumentarium polityki gospodarczej. W artykule przedstawiono katalog działań podjętych przez administrację republikańską w latach 1929–1932, mających – w zamierzeniu – przywrócić gospodarkę na ścieżkę wzrostu gospodarczego. Na podstawie wspomnień prezydenta oraz wystąpień publicznych scharakteryzowano jego poglądy nt. ekonomii i filozofii ekonomii. Pokazano, jak bardzo wpływały one na działania antykryzysowe podjęte w pierwszej fazie kryzysu. Centralna część tekstu koncentruje się na analizie konkretnych decyzji politycznych: polityce utrzymania dotychczasowego poziomu płac, konsensusie pomiędzy pracodawcami i pracownikami oraz programie robót publicznych. Pokazano ewolucję poglądów Hoovera: od podejścia odrzucającego potrzebę ingerencji w mechanizm rynkowy do coraz większej regulacji gospodarki (przyjęcie Emergency Construction Appropriation Act oraz powołanie Reconstruction Finance Corporation). Wywodowi towarzyszy prezentacja kluczowych danych makroekonomicznych, co pozwala ocenić skuteczność (lub jej brak) polityk antykryzysowych Hoovera. Artykuł uwzględnia ich recepcję przez społeczeństwo amerykańskie. W tym celu scharakteryzowano protest górników w Harlan, budowę baraków i osiedli bezrobotnych (hooversvilles) oraz marsz weteranów z 1932 r. Wydarzenia te oraz personifikacja zapaści gospodarczej i słaba polityka komunikacyjna administracji Hoovera skutkowały katastrofalnym wynikiem w listopadowych wyborach. On sam zaś przeszedł do historii jako prezydent „kryzysowy”, „pasywny” i „nieudolny”. Narrację tę wspierali w szczególności zwolennicy Partii Demokratycznej, dyskontującej korzyści polityczne z przeciwstawiania Hoovera Rooseveltowi. I to pomimo tego, że Roosevelt kontynuował liczne programy zapoczątkowane przez Republikanów, a o wyjściu USA z kryzysu można mówić dopiero po wybuchu II wojny światowej.

The article analyzes the mechanism of „giving impetus” to economy that was used in the 1930s (the period of the Great Depression). The mechanism was worked out on the level of the theory of economy at the end of the 1920s and the beginning of the 1930s and in a sense was an alternative and a complement for J. M. Keynes’ theory. Representatives of the Austrian School played a significant part in working out this conception. In „giving impetus” to economy a great significance was attached not only to public spending financed by the budget deficit, but also to properly carried out monetary policy. In Poland elements of this conception were used in 1936-1939, when „giving impetus” was closely connected with E. Kwiatkowski, the then Minister of State Treasury, and Deputy Prime Minister responsible for economy, and with the major economic project carried out in that time, that is the Central Industrial Region.
