The sector of small and medium-sized enterprises (SME) is an important part of the insurance market. The growth of the economy and the changes occurring in Poland are the reasons for some changes in the behavior of entrepreneurs on the insurance market. The Authors of this article present the results of an annual survey carried out between 2010-2012 on a representative group of small and medium-sized enterprises. The data obtained during the surveys concentrates on entrepreneurs awareness of insurance and their opinions and behavior on the insurance market. Since the surveys are carried out in regular intervals it is possible to define the directions of changes in the usage of insurance products by small and medium-size enterprises.

Ubezpieczenia pełnią ważną rolę w zarządzaniu ryzykiem w przedsiębiorstwach, zwiększają bezpieczeństwo prowadzonej działalności oraz pozwalają na stabilizację sytuacji finansowej. Rola jaką pełnią małe i średnie przedsiębiorstwa w Polsce nie mogła zostać niezauważona przez zakłady ubezpieczeń. W ostatnich latach można zaobserwować wzrost konkurencyjności oraz poszerzenie oferty ubezpieczycieli skierowanej do sektora MSP. W artykule przedstawione zostały wyniki corocznych badań przeprowadzanych w latach 2010-2012 na reprezentatywnej próbie ponad tysiąca przedsiębiorstw z sektora MSP. W ramach badań zbierane były informacje o świadomości ubezpieczeniowej przedsiębiorców, ich opiniach i korzystania z produktów ubezpieczeniowych. Dzięki cykliczności badań możliwe stało się także określenie kierunków zmian w zakresie korzystania z ubezpieczeń przez małe i średnie przedsiębiorstwa.
Nowe technologie pozwalają zdobyć przewagę konkurencyjną. Przedsiębiorstwa, które wprowadzają innowacje do swoich produktów lub sposobu funkcjonowania mogą się szybciej rozwijać i są w mniejszym stopniu dotknięte zagrożeniem upadłości w czasie okresie spowolnienia gospodarczego. Od czasu wejścia Polski do Unii Europejskiej firmy mające nowe pomysły na rozwój mogły dofinansować ich realizację dzięki funduszom unijnym. Znaczna część tych środków trafiła do polskich małych i średnich przedsiębiorstw, aby zwiększyć konkurencyjność polskiej gospodarki. Przeprowadzone w roku 2007 oraz w 2009 badanie ankietowe na grupie losowo wybranych ponad 1300 małych i średnich przedsiębiorstwach w Polsce pozwoliło na ilościową ocenę innowacyjności i wykorzystania nowych technologii. Autorzy przedstawiają wyniki badań z uwzględnieniem podziału na branże działalności oraz wielkość przedsiębiorstwa, dzięki czemu możliwe jest wskazanie grup najbardziej innowacyjnych polskich MSP oraz czynników innowacyjność determinujących.
A high migration rate of a population causes the number of a country's residents to become extremely volatile, which negatively affects the quality of population frames. The aim of the paper is to present a method for estimating the number of residents included in a study population frame. The method involves the cross-classification of a population register with other databases which contain information relating to the activities of the population elements in a given country. The estimates from an ongoing sample survey are applied to some of the cells.
Survey statisticians have been dealing with the issues of nonresponse in sample surveys for many years. Due to the complex nature of the mechanism, so far it has not been easy to find a general solution to this problem. In this paper, several aspects of this topic will be elaborated on: the survey unit nonresponse bias has been examined alternatively by taking response amounts which are fixed initially and also by taking the response amounts as random variables. An overview of the components of the bias due to nonresponse will be performed. Nonresponse bias components are illustrated for each alternative approach and the amount of bias was computed for each case.
Estimating the size and places of residence of the population of Ukraine has been this country’s problem for the past decade, and is related to the lack of census data for the 2010 round, large-scale processes of external and internal labour migration, and Russia's armed aggression against Ukraine that started in 2014. This already disadvantageous situation has been significantly exacerbated by Russia’s full-scale war against Ukraine which began on 24th February 2022. Conducting statistical surveys, especially surveys regarding the population, turned out to impossible under war circumstances. Therefore, the task of developing effective approaches to estimating the population size using data from existing sources, in particular the data of mobile operators regarding the number, location and mobility of subscribers, has become even more pressing. The article highlights the results of a study on the use of data from mobile operators, data from administrative registers, and the results of a special population sample survey on the use of mobile communication for the purpose of estimating the population. It also provides the results of experimental calculations of the population size in Ukraine as a whole and in particular regions. The study moreover showed that the size of Ukraine’s population in November 2019, unlike the official estimate of 41,940.7 thousand people, was probably about 37,289.4 thousand people. The developed approaches can be used to estimate the number and location of the population of Ukraine during the intercensal period or significant population movements due to environmental disasters or military conflicts.
The author reviews theory and application of rotation methods in sample surveys in Poland. He begins with reviewing designs of the surveys across time, depending on different objectives, focusing on partial rotation of sub-samples, and considers estimation problems and data quality issues generally. Next, he refers to some articles and books about surveys published over time, starting with Wilks (1940), Patterson (1950), Eckler (1955), Woodruff (1963), Rao and Graham (1964), Bailar (1975), Duncan and Kalton (1987) and Kalton and Citro (1993). He mentions also early Polish papers on rotation methods (Kordos (1966, 1967, 1971, 1982); Lednicki, 1982; Szarkowski and Witkowski, 1994), and concentrates on Polish household surveys, mainly Household Budget Survey (HBS), Labour Force Survey (LFS) and EU Statistics on Living Conditions and Income (EU-SILC). Special attention is devoted to last research on rotation sampling done by Polish sampling statisticians: Ciepiela et al. (2012), Kordos (2002), Kowalczyk (2002, 2003, 2004), Kowalski (2006, 2009), Kowalski and Wesołowski (2012) and Wesołowski (2010). Concluding remarks are given at the end.
The basic aim of this article is the analysis of factors which shape the process of implementation of social research directed to employers; the subject of these studies are the characteristic of the demand for work of people with higher education. The assumption of the specificity of these kind of studies (social rank of their issues and abilities of application of acquired knowledge in social-economic and educational policies) is the starting point. However, the main place is occupied by relations of exchange between human subjects on the labour market, and considerations are concentrated on the importance of this context for the course of studies and achieved results. Representatives of employers and students participate in the research process in double roles. Relations that result from the fact of representing the part of the demand for work and supply (relation of value exchange) form one level; the other is the participation in studies (relation of information exchange). This implies a problem: to what extend the context shapes the way respondents and interviewers fulfill their roles, how the communication is created and definitions of situation are formed. Empirical studied conducted by the author in 1998 – 2010 in Lublin Province constitute the basic source material. The projects possessed convergent theoretical and methodological assumptions. The analysis corresponds with a current trend of empirical methodology and “good practice” in social studies.
This paper examines the profiles and work tasks of officials in central and regional administration in the Czech Republic. It analyzes data from surveys among the officials of eleven ministries in 2013 (N = 1351) and fourteen regional offices in 2012 (N = 783). First, the profile of ministerial officials (MOs) is compared with that of regional-level officials (ROs). In accordance with our hypotheses, on average it is found that MOs are, when compared to ROs, older, more educated and have spent more time in civil service. Th ere is also a higher proportion of men in ministries than in regional offices. On the other hand, ministerial work seems to be affected by higher levels of fluctuation than jobs in the regional offices. Second, we compare work tasks of MOs and ROs. As expected, MOs are more involved in analytical tasks and research than ROs. In contrast, ROs are more likely to implement policies or programs, direct and monitor programs or lower-level bodies, provide advice for political bodies of the region, negotiate with elected politicians, communicate with citizens and provide methodological guidance, train or lecture. Contrary to our theoretical expectations, we found a strong positive correlation between analytical and brokering tasks (communication and negotiation). We thus reject the hypothesis that analytical tasks are at odds with negotiating and communication. Instead, it is concluded that most officials are multitaskers, and it is especially so in regional offices. It is hypothesized that this might be caused by the fact that regional offices are smaller and have a lower capacity to specialize
Although sample surveys do not play a primary role in research, their impact has increased recently in many areas of finance and economics. At the same time, however, new difficulties have arisen in conducting surveys and making inference on the basis of sample results. These difficulties concern not only up-to-date sampling frames and proper modes of interviewing respondents, but also the rapid increase of non-response rates, which affects the quality of outcomes. In these circumstances it seems reasonable to search for external data in order to reduce the consequences of non-sampling errors. The article presents the authors’ view on the possible use of big data as supplementary information. It also discusses some of the main challenges for survey-based research in the near future. The main conclusion is that big data will support rather than overtake surveys in finance in the years ahead.

Mimo że badania próbkowe nie stanowią najczęściej podstawowego podejścia w naukach nieeksperymentalnych, to ich znaczenie w ostatnich latach rośnie zarówno w ekonomii, jak i w finansach. Jednocześnie jednak pojawiają się nieznane dotychczas trudności w prowadzeniu badań próbkowych i we wnioskowaniu, którego są podstawą. Są to nie tylko problemy z właściwym operatem losowania i skutecznym sposobem komunikowania się ankietera z respondentem, ale także szybko rosnące wskaźniki odmowy respondentów udziału w tego typu badaniach. W tych warunkach szczególnego znaczenia nabierają informacje spoza próby, mogące poprawić jakość wnioskowania. Artykuł przedstawia punkt widzenia autorów na kwestię wykorzystania możliwości big data jako zewnętrznego, wspomagającego próbę źródła informacji. Autorzy prezentują ponadto najważniejsze wyzwania, jakie stawiane są przed badaniami próbkowymi w najbliższej przyszłości. Głównym wnioskiem z rozważań jest przekonanie autorów, że w najbliższej przyszłości big data nie zdoła zastąpić badań próbkowych, ale może przyczynić się do poprawy ich jakości.
Autor bada współzależności między rozwojem teorii i praktyki badań reprezentacyjnych w Polsce w ciągu ponad 60 lat. Rozpoczyna od klasycznej pracy Neymana (Neyman, 1934), która dała teoretyczne podstawy probabilistycznego podejścia wyboru próbki umożliwiające wnioskowanie z badań reprezentacyjnych. Główne idee tej pracy były najpierw opublikowane po polsku w 1933 r. (Neyman, 1933) i miały istotny wpływ na a praktykę badań reprezentacyjnych Polsce przed i po II Wojnie Światowej. Badania reprezentacyjne prowadzone w latach 1950-tych i 1960-tych były konsultowane z J. Neymanem w czasie jego wiz w Polsce w latach 1950 i 1958 (Fisz, 1950; Zasępa, 1958). Praktyczne problemy występujące przy planowaniu i analizie badań reprezentacyjnych Polsce były częściowo rozwiązywane przez Komisję Matematyczną GUS powołaną w końcu 1949 r. jako organ doradczy i opiniodawczy Prezesa GUS. Komisja ta składała się ze specjalistów zarówno z GUS jak i ośrodków naukowo-badawczych w kraju (Kordos, 2012a). Komisja działała do 1993 r. i wpływała w istotny sposób na praktykę badań reprezentacyjnych Polsce. Specjalną uwagę poświęcono wpływowi teorii badań próbkowych na świecie i w Polsce na praktykę badań reprezentacyjnych w Polsce, a w szczególności na plany i schematy losowania i metody estymacji w badaniach prowadzonych w czasie, a głównie metodzie rotacyjnej (Greń, 1969; Kordos, 1967, 2012b; Kowalczyk, 2004; Kowalski, 2006; Lednicki, 1982; Popiński, 2006; Wesołowski, 2010); lokalizacji próby (Bracha et al.,2004b, Greń, 1964, 1966; Lednicki, 1979, 1989; Lednicki i Wesołowski, 1994;), metodom estymacji (Bracha, 1996, 1998; Greń, 1970; Kordos, 1982; Lednicki, 1979, 1987, Wesołowski, 2004, Zasępa, 1962, 1972), jakości danych (Kordos, 1973, 1988; Zasępa, 1993) oraz metodom estymacji dla małych obszarów (Bracha, 1994, 2003; Bracha et al., 2004b; Dehnel, 2010; Domański, Pruska, 2001; Golata, 2004ab, 2012; Kalton et al., 1993; Kordos, 1991, 2000b; Kordos, Paradysz, 2000; Niemiro, Wesołowski, 2012; Paradysz, 1998; Wesołowski, 2004). The author examines interplay between sample survey theory and practice in Poland over the past 60 years or so. He begins with the Neymans’s (1934) classic landmark paper which laid theoretical foundations to the probability sampling (or design—based) approach to inference from survey samples. Main ideas of that paper were first published in Polish in 1933 (Neyman, 1933) and had a significant impact on sampling practice in Poland before and after the World War II. Sample surveys conducted in 1950s and 1960s were consulted with J. Neyman during his visits in Poland in 1950 and 1958 (Fisz, 1950a; Zasepa, 1958). Some practical problems encountered in the design and analysis of sample surveys were partly solved by the Mathematical Commission of the CSO which was established in 1949, as an advisory and opinion—making body to the CSO President in the field of sample surveys. The Commission concentrated specialists in the sampling methods both from the CSO and research centres in the country (Kordos, 2012a). The Commission had a significant impact on sampling practice in Poland and was active till 1993. Special attention is devoted to the impact of sampling theory on sampling practice in Poland, and particularly on sample designs and estimation methods in: sampling in time and rotation methods (Kordos, 1967, 2012b; Kowalczyk, 2004; Kowalski, 2006; Wesołowski, 2010); sample allocation and estimation methods (Bracha, 1994, 1996, 2003; Greń, 1964, 1966, 1969, 1970; Kordos, 1969, 1973, 1982; Wesołowski, 2004, Zasępa, 1962, 1972, 1993 ); data quality (Kordos, 1973, 1988); estimation methods for small areas (Dehnel, 2010; Domański, Pruska, 2001; Golata, 2004ab, 2012; Kalton et al., 1993; Kordos, 1991, 2000b, 2004; Kordos, Paradysz, 2000; Niemiro, Wesołowski, 2012; Paradysz, 1998; Wesołowski, 2004).
