The healthcare industry is a growth driver. However, the health system is facing a crisis, affected by the financial development in Europe. An almost completely regulated market is just as little use, as a largely deregulated market such as in the U.S.A. Both lead to gaps in the sustainable and comprehensive patient care. Based on the German Healthcare System, an analysis is performed. Currently, the German health care system is in a transformation process. Traditional forms of health care services provision and the existing governance system are coming to their limits. The current health care system no longer meets the requirements for ensuring accessible and affordable health care services. As new players on the German hospital market, commercial hospital groups have emerged. To get more informed on the effects at the regional level, a scenario analysis was performed. A trend scenario which shows a clear trend toward a substantial increase of regional imbalances was developed. On one hand, there are highly profitable regions with excellent medical service provision by commercial hospital groups, and on the other hand, there are peripheral regions with a second-rate medicine, which are left to the public sector. The paper derives first ideas about a new structure of the healthcare system for ensuring accessible and affordable health care services for the citizens. The paper shows first ideas about the transformation of healthcare as an opportunity for growth.

The aim of the article is to present possible scenarios on maintaining democracy in the EU, while assuming different hypothetical directions in which it could develop as a federation, empire and Europe à la carte. Selected mechanisms, norms and values of the EU system that are crucial for the functioning of democracy in the European Union are the subject of this research. The abovementioned objective of scenario development is achieved through distinguishing the notions of policy, politics and polity in the research. In the analysis of the state of democracy in the European Union both the process (politics) and the normative approach (policy) have been adopted. The characterised norms, structures, values and democratic procedures in force in the EU will become a reference point for the projected scenarios. The projection refers to a situation when the existing polity transforms into a federation, empire or Europe à la carte. The article is to serve as a projection and is a part of a wider discussion on the future of the basis on which the European Union is build.

Futurologię zdają się charakteryzować dwa główne paradygmaty: historyczno-literacki, który podkreśla znaczenie wyobraźni i talentu artystycznego, oraz techniczno-naukowy, który sprzyja rygorystycznej analizie danych i precyzji prognoz. Artykuł ten pokrótce przedstawia ewolucję tych dwóch paradygmatów i pokazuje, w jaki sposób znalazły one syntezę we współczesnych „analizach scenariuszy”, których inicjatorem jest Herman Kahn. Co więcej, pokazuje, że ten trzeci sposób analizy może zyskać większą świadomość teoretyczną dzięki koncepcji „współczynnika wyobraźni”. Autor rozwija tę koncepcję, biorąc pod uwagę analityczne rozróżnienie historii i poezji wprowadzone w Poetyce Arystotelesa, rolę wyobraźni w nauce podkreślaną przez filozofa Karla Poppera i chemika Jacobusa Henricusa van't Hoffa oraz dwie dobrze znane zasady metodologiczne socjologii , a mianowicie „współczynnik humanistyczny” opracowany przez polskiego socjologa Floriana Znanieckiego i „wyobraźnię socjologiczną” teoretyzowaną przez Charlesa Wrighta Millsa.

This article reconstructs the historical circumstances that led to the emergence of futurology, as a distinct field of research, and of Herman Kahn’s scenario analysis, as an investigative tool alternative to trend analysis. Two main paradigms characterized prospective thinking up to the mid-20th century, a historico-literary one that emphasized the importance of imagination and artistic talent, and a technical-scientific one that favored the rigorous analysis of data and precision of forecasts. After the Second World War, these two paradigms found a virtuous synthesis in scenario analysis, a halfway approach between literary arts and science. The author argues that the use of imagination and creativity does not undermine the scientific status of futurology, just as it does not put in jeopardy that of other sciences. He also introduces the term imaginative coefficient to indicate a fundamental ingredient of prospective thinking and provides the theoretical basis of this concept.

Głównym celem artykułu jest projekcja scenariuszy dotyczących zachowania demokracji w UE zakładająca hipotetyczne kierunki jej rozwoju jako federacji, imperium i Europy à la carte. Przedmiotem badania są wybrane mechanizmy, normy i wartości systemu Unii Europejskiej mające decydujące znaczenie dla funkcjonowania demokracji w UE. Powyżej wskazany cel opracowania scenariuszy zostanie zrealizowany poprzez zaadoptowanie do badania trzech płaszczyzn analizy pojęcia polityka: policy, politics oraz polity. Stan demokracji w Unii Europejskiej będzie analizowany zarówno w ujęciu procesowym (politics), jak i normatywnym (policy). Scharakteryzowane stałe normy, struktury, wartości, procedury demokratyczne obowiązujące w UE staną się punktem odniesienia dla projektowanych scenariuszy. Projekcja będzie dotyczyć sytuacji, gdy dotychczasowy model funkcjonowania UE (polity) przekształci się w federację, imperium, bądź Europę à la carte. Artykuł ma charakter prognostyczny i przyłącza się do nurtu dyskusji wokół zagadnienia przyszłości konstrukcji Unii Europejskiej.
