The article is focused on the political position of secret services in the Belarus. The author draws relations between them and the constitutional organs of state power. The President, the Government, Parliament, prosecution and courts. The thesis of article is that the secret services are fully subordinated to the President and the head of the KGB is actually the second person in the country, more important politically than the Prime Minister or the ministers.

The cult of secret services in Russia has a long tradition. Their role and importance is a subject of specific mythologization. It is particularly evident since the foundation of the Federal Security Service, when checkist ideology, adapted to the political realities of 90s, has been exploited again. With even greater force, the myth of secret services’ officers was created from the beginning of the Vladimir Putin’s career in the Kremlin. The purpose of this article is to characterize the objective phenomenon, taking into account, among others, the role of Orthodox Church and the of Russian culture creators.

Article devoted to the secret services of the independent Ukraine. The secret services of Ukraine were established in 1992, what gave the beginning of today’s structures of Ukrainian secret services. The text discusses the basic organs which form the structure of these services, among others: The Security Service of Ukraine, the Chief Directorate of Intelligence of the Ministry of Defense of Ukraine, the Foreign Intelligence Service of Ukraine, the State Bureau of Investigation, State Special Communications Service of Ukraine, National Police of Ukraine, Department of Operations and Investigation of the State Border Guard Service of Ukraine, the National Guard of Ukraine and the National Security and Defense Council of Ukraine.

The purpose of the article is to present the status of secret services in the system of national authorities in Kyrgyzstan. The authors have attempted to present the basic functions of national security system, competences of national security authorities and status of officers and soldiers serving in the special forces of the Kyrgyz Republic. The tasks and powers granted to the State National Security Committee and Main Intelligence Directorate are extensive. Social control and judicial review are highly limited. The politicization of national security authorities and a high degree of corruption block their proper functioning.

Today Soviet Union Secret Services inherits the leading role and the whole government system from their forerunners of the Union of Soviet Socialist Republics. Just like the contemporary Russia refers to the Russia-before the revolution history, the present secret services had adapted to its legacy the memory of tsarist Ochrana. At the time of political transformation, the secret services had saved the KGB-staff and operational continuity, in the opposite to most of the previous Russian organizational authorities. Despite the names, its nature was changed only a little bit. They got a new way of functioning. They became one of the most important parts of the new authority scheme. The Russian secret services are nowadays not only one of the authority tools (as the tsarist Ochrana or KGB before), but they are also a real and important creator of the country’s policy. The secret services public officials (before and current), have definitely become more important by being the new leading class of contemporary Russia. The siłowniki background creates the close and clannish group of people from whom the human resources of the financial and country management are recruited.

Motywem przewodnim prezentowanego kolejnego tomu „Studiów Politologicznych” jest ukazanie miejsca i roli służb specjalnych w państwach powstałych po rozpadzie Związku Radzieckiego. W życiu społecznym i politycznym ZSRR służby specjalne odgrywały rolę szczególną, typową dla państw o systemie totalitarnym. W doktrynie służby specjalne stanowią ważny element systemu bezpieczeństwa państwa. Ich zadaniem jest rozpoznawanie i przeciwdziałanie zjawiskom zewnętrznym oraz wewnętrznym, które zagrażają interesom kraju. Rola służb sprowadzona jest do uzyskiwania w sposób tajny oraz analizowania, przetwarzania i przekazywania właściwym organom władzy informacji, które mogą mieć istotne znaczenie dla prowadzonej przez państwo polityki bezpieczeństwa we wszystkich wymiarach, jak również na wyprzedzającym informowaniu o potencjalnych i istniejących zagrożeniach dla kraju. W systemach demokratycznych służby podlegają kontroli czynników politycznych. Nie stanowią autonomicznego obszaru nie poddanego kontroli ze strony społeczeństwa. Ich zadania ściśle wynikają z potrzeb państwa i prowadzonej przez to państwo polityki. W żadnym stopniu służby wywiadu i kontrwywiadu nie mogą ingerować w świat polityki. W systemie państw demokratycznych istnieje również groźba wymknięcia się służb specjalnych spod kontroli czynników politycznych. Zjawisko to nie ma jednak charakteru systemowego, może tylko stanowić wyjątek potwierdzający regułę, jaką jest podporządkowanie służb cywilnej kontroli ze strony konstytucyjnych organów władzy oraz opinii publicznej.

W artykule poruszono zagadnienia dotyczące systemu cywilnej i demokratycznej kontroli i nadzoru nad służbami specjalnymi w Polsce. Model tego systemu jest oparty na nadzorze sprawowanym przez przedstawicieli władzy wykonawczej, który z kolei jest poddany kontroli parlamentarnej w zakresie kreowania oraz wdrażania prawa regulującego działalność tajnych służb. Istotna rola przypada również władzy sądowniczej, której przedstawiciele nadzorują stosowanie dyskrecjonalnych metod wykorzystywanych przez służby oraz sądzą ewentualne nadużycia popełniane przez ich funkcjonariuszy. Dopełnieniem systemu jest kontrola społeczna sprawowana za pośrednictwem mediów, które przez nagłaśnianie faktów wskazujących na jego braki i niedoskonałości wyrażają presję opinii publicznej na ośrodek władzy w celu wprowadzenia rozwiązań naprawczych. Autor wskazuje na obszary zagrożeń związane z funkcjonowaniem służb specjalnych w warunkach demokratycznego państwa prawnego i w nawiązaniu do nich podejmuje próbę oceny funkcjonalności i efektywności rozwiązań zastosowanych w organizacji systemu nadzorczo-kontrolnego.

This paper discusses issues concerning the system of civil and democratic control and supervision of secret services in Poland. The model of the system is based on supervision conducted by the executive power, which in turn subjects to parliamentary control exercised by creating the law regarding secret service operations. The judiciary also performs an essential role in the system, as its representatives oversee the application of discretionary methods of the services and adjudicate upon possible abuses perpetrated by their officers. The system is complemented by social control exercised by means of mass media. Disclosure of deficiencies in its actual operation arouse public pressure upon the centre of power to implement corrective measures. The author points out risk areas regarding the operation of secret services under democratic law system and attempts to assess functionality and effectiveness of the solutions adopted in the area of the control-supervision system.
