The vast array of responsibilities assigned to local self-government include also public security. This is all the more important as it must be ensured at every tier of administration, including in the regions. The local self-government, as the basic form of decentralised public administration, is situated closest to citizens and is therefore most responsive to their needs, with security needs being fundamental needs that must be addressed on a continuous basis. The jurisdiction of local and regional government bodies in the field of public security concerns many areas, but it is the local government which holds most of these responsibilities while the regional government is entrusted with less responsibility in this matter. This characteristic covers the institution of emergency states, crisis management, or issuing public order regulations.

The objective of the paper is to shed light on the perspective of some new member states (NMS) of the European Union (EU) – in this case Poland – on the ambitious climate-energy endeavours undertaken at the supranational level. The economic consequences of implementing the most advanced plans would be to generate unproportionally high costs for the economy, energy production sector and, as a result, for the households’ budgets. From the Polish perspective it would be counterproductive in terms of the energy security concept agreed in the strategic documents defining climate and energy policies in the 2030 time horizon. Despite the justification and rationale of the European climate crusade, the political and economic costs for some member states are high enough that they do not hesitate to threaten to veto in the EU Council meeting. This paper answers the question as to why the Polish veto on the climate-energy package was a real threat during the EU energy summit in December 2008.

1. Objective The objective of the article is to indicate that names and surnames are essential elements of personal security. The security which is subjectively determined by both environmental (intentional and non-intentional), and internal (emotional, spiritual, psychological and mystical) factors. Through the analysis of individual cases the author tries to prove that the choice of name as well as the change of name or surname are determined not only by environmental factors (such as good associations and the need for acceptance) but also by strictly internal ones (such as religious or family aspects, or the need for respect). 2. Introduction Security is an overriding human need and as such determines other human needs and motives for actions taken. It occurs not only in a negative form, manifested by a lack of threats which determines normal social development in accordance with principles of social coexistence, but also in a positive form, which in turn is manifested by the ability to develop optimum developmental conditions which ensure the fulfilment of a wide scope of social needs. Today’s understanding of security, apart from the objective dimension, must respect the subjective measure, which implies the notion of personal security, the level of which depends on environmental factors (both intentional and non-intentional ones) and internal factors, including spiritual, psychological, emotional, intuitive, health and mystical ones. Names and surnames become one of the indicators and elements of personal security. 3. Methodology The author identifies names and surnames as elements of personal security, following views about it, and in this scope applies the intuitive method. It is also necessary to analyse individual legal acts relating to the giving of names and the changing of names or surnames, and to this end the author uses the formal and legal method. All conclusions are based to a great extent on the author’s own research conducted for the years 2012‒2015, which in turn is connected with the use of both the survey method and the interview method, as well as the statistical method. The surveys conducted concern the motives for naming children by parents, and the interviews were carried out in 84 registry offices in Poland (in the largest cities in Poland, according to the number of population). 4. Conclusions The author proves that names and surnames are an important indicator and element of personal security. The process of giving names and changing names and surnames is related to the subjective understanding of security. He concludes that both environmental factors (intentional and non-intentional) and strictly internal ones (spiritual, emotional and mystical) have a significant influence on the decisions to choose or change a name or surname. The factors often occur at the same time and constitute a specific kind of implication of interrelated causes.

The idea of community policing is contained in the statement: Police without peer social support little things happen. The project named Integrated Safety Policy is aimed at universities. Partners in the project are in addition to the police, university administrators, student governments and other external partners. The positive effects of the project based on the fact that the police no longer restrictive institution, working for the social effect is seen not only as an institution fighting the effects of different social pathology. Ad hoc solutions for improving safety are replaced by a system in which responsibility and shared care the security has become the target, and also a habit.

Having a comprehensive construction concept in respect of computer simulation techniques used in simulators — systemsfor the training of security forces using technologically advanced trainers — is an unquestionable requirement in the current eraof technological development. Such concepts provide a basic compendium of knowledge which is particularly useful for those whoare not involved in simulation on a daily basis, but are planning to build similar systems. The authors present a range of solutionsthat may be used in the creation of an integrated simulation system for training security forces. The platform presented, whichis a federation of the simulation systems used by professionals responsible for security, will enable many participants to be trainedin interacting with each other. The solutions developed for the exchange of information, and the interoperability of the platform,ensure that it has the capacity to adapt to future requirements. The developers needed to meet the requirements in termsof quantity of data exchanged between the federation components involved (termed “federates” within the system) which resultfrom the special characteristics of the systems of training for security services. The integrated solutions ranging from small scalesimulation systems for training operators of pyrotechnical robots using a vehicle simulator through to simulation systems fortraining activities at a tactical and strategic level, that enable the simulation and visualization of crowds of many thousands,demanded the expansion of existing standards and an innovative approach to the issue. This study can be regarded as a conceptfor building simulators matching the desired outcomes, especially those that depend on modeling large numbers of independentagencies and forces along with the resources of relevant services. Particular emphasis is given to the practical aspects of creatingintegrated simulation systems and the universality of the study, and this may be of interest not only to academics and thoseworking on various aspects of simulators, but also to practitioners who want rapidly to reach a desired outcome through selectionof the indirect solutions available.

The subject of this article is the issue of the social climate of the institution as one of the determinants of security in the perspective of Police research. In the literature on the issue of the social climate of the institution the reality is that it is difficult to find references to this concept in respect of the police. It seems that this is conditioned by the specific nature of the current form of the functioning of the Police and its organisational structure. The subject of the study is a proposal for research into the social climate in the Police. Based on the literature on the subject the phenomenon of social climate is described along with its influence on the sense of comfort and satisfaction of the employees. A good social climate contributes to the co-operation of employees, as well as stimulates a sense of loyalty to the group and responsibility for its success. Further on in the article remarks on the study of a social climate scale by R H Moss are presented, along with an indication of the division of the statements contained in this scale, taking into account the content of the messages. This approach to the scale of social climate is justified in the third part of the article, which presents the concept of research on the social climate of the institution as one of the determinants of security in the perspective of the police research which will be carried out by the Authors of the article.

In this paper, we will discuss the advantages and disadvantages of the different systems, as well as their potential dangers.

Internal security is today an intensively explored area of national security. This is hardly surprising. It is this area that is mainly concerned with emerging threats. Hence, new scientifically justified solutions are being sought to counteract them and minimise the effects of their occurrence. Given the above, the research has been conducted, and its results are presented in this paper. It addresses the main problems relating to internal security through the prism of identification criteria, essence, and systemic approach. That has made it possible to present the assumptions of the project in question. The research aimed to diagnose the functioning of the state’s internal security system, and the participation of academic centres dealing with security issues. One of such centres is the Police Academy, which is implementing a project entitled “Vacuum chamber for revealing fingerprints with organic compounds in the gas phase’, No DOB-BIO9/03/01/2018. It was financed by the National Centre for Research and Development under call for proposals No 9/2018 for the execution and financing of projects in the field of scientific research or development work for the benefit of national defence and security. After they were implemented, it was stated that the constant changes in the internal security environment, and the limited potential of state institutions designated to care for this security entail the need to continually search for practical solutions to ensure the undisturbed existence and development opportunities of each entity. These searches are conducted by scientific institutions, which with their knowledge and experience serve to improve the tools used in the practice of institutions responsible for internal security.

The achieved status of coexistence has not been accepted by all states. Russia cannot accept the fact that it has sustained substantial losses, especially in the global dimension, after the collapse of the USSR. Vladimir Putin’s team has been striving to rebuild the power of their country. Russian society, which is accustomed to sacrifices for its homeland, is actively involved in the activities undertaken. Much effort is put into the development of the armaments sector. The structures, command and mobilization condition of the Armed Forces are improved. The Russian Armed Forces is modernized and the percentage of modern equipment is constantly increasing. The Armed Forces of the RF are preparing for any possible armed conflict. Various types of exercise are being performed and frequently maneuvers are carried out in close proximity to the borders of NATO member states. However, it must be hoped that Russia’s leadership remains in the sphere of ‘dreams of power’, though the analysis of question marks emerging in the East should be a kind of basis for conclusions.

The article concerns operational and reconnaissance activities. Described were services eligible to perform such actions, as well as an objective scope of operational activities. For there is a lack of statutory definition of appointed activities. Presented were controversies related to operational and reconnaissance activities, that is a conflict of the right to security with the right to freedom. Signalized was also a necessity of providing legal security to officers, who perform operational activities.

Illegal migration in Europe means that an ever-increasing number of people are leaving their homes to live in better countries. Migration carries risks that affect individuals and groups of people, sometimes society as a whole, and therefore states decide to intervene in migration processes. The causes of current irregular migration are quite diverse, but the common feature is that migrants had to leave their countries of origin because they could not live a normal life there. Illegal migrants are increasingly nationals of economically underdeveloped countries, who do not have financial resources, are socially deprived, and because of all these facts are involved in committing criminal anti-social activities. In countries where the number of migrants has risen sharply, the racial, ethnic and religious structure of the population composition may change. The escalating tensions between the indigenous peoples and immigrants accelerate racism (bilaterally), radicalism in politics, socio-economic problems, crime, and other risk factors. It is in the European Community’s interest to take all possible legal and effective measures to eliminate the risks of irregular migration and to ensure a safe environment for the population. The paper characterizes migration and analyzes its causes and consequences, including crime associated with illegal migration.

The main focus is on the problems of education and threats to mankind. The article consists of an introduction outlining the significance of the subject. The most typical threats to man`s security and how Security Education could prevent them are described later.

Subjectivity in education is not a new issue. It defines the position and role of participants in educational processes (teacher, students). However, education combined with problems of security may raise some doubts in interpretation. It is about identifying the subjects of security. If you adopt the premise that a set of security subjects is not restricted to man and social groups, then security education should also consider other subjects. Moreover, the hazard society, as a product of the postmodern era involves the need for scientific research and public discussion about man as the subject in the process of education and social relations in general.

Objectives: The purpose of this article is to show the role of the Polish Border Guard in the area of Poland’s national security. This paper investigates the threat of cyber attacks in urban conurbations. The first section attempts to define cyberspace and to identify potential objects of attack in the city. The second section analyses the history of past cyber attacks, and the final section gives an overview of activities performed by states and organisations with a view to countering and eliminating cyber threats.

Security and infrastructure are two closely related terms, which is why they are so often referred to at the same time. In today’s world, infrastructure is essential to ensure broadly understood security, and a lack of security will not fulfi l its basic role. Today, identifi ed threats and challenges to national security, and thus to the security of the state, evoke the need to participate in preparing all components of the defence system of the state. The management of state defence is a very complex process, requiring a properly prepared system to function reliably in times of peace, but also in times of crisis and war. Its role is to integrate individual elements of the defence system into a uniform and efficient whole. Effective defence activities and ensuring the security of its citizens and all its assets are the core activities of the state. The defence area of the state is now comprehensive in nature and is of interest to the entire apparatus of state power. The aim of the article is to present the role of the defence infrastructure in the life of the state, its relation to national security and an attempt to identify the defence infrastructure of the state, taking into account the key state infrastructure.

National defence training of public administration personnel can be broadly defined as a set of activities undertaken at all levels of public administration, aimed at preparing staff to perform offi cial duties concerned with state defence. This paper opens with the presentation of essential areas of national defence training. The subsequent section provides an overview of implementations of national defence training at various levels of public administration and at Higher Universities. The final part of this analysis describes the assumptions of a new didactic framework of courses in defence for public administration and national authorities at the Faculty of National Security of War Studies University in Warsaw.
