In the article, there are analysis of the sources of the law binding at present in Poland (Polish and European Union regulations) having in mind the law regulations related to institutional public support for small and medium enterprises is presented. Moreover, review of the forms of institutional public support for small and medium enterprises sectors is done. The new proposals of changes in the law binding at present in Poland are formulated. These proposals make possible the growth of the important sector of the Polish economy.

W niniejszym artykule dokonano analizy źródeł prawa powszechnie obowiązującego w Polsce (prawo polskie i Unii Europejskiej) pod kątem uregulowań dotyczących instytucjonalnego wsparcia państwa dla sektora małych i średnich przedsiębiorstw. Ponadto przedstawiono przegląd form instytucjonalnej pomocy państwa dla sektora małych i średnich przedsiębiorstw, a także propozycje zmian w aktualnie obowiązującym prawie w Polsce, które przyczyniłyby się do rozwoju tego sektora, ważnego z punktu widzenia polskiej gospodarki.

Zdolność pozyskiwania, kreowania innowacji jest kluczowym czynnikiem rozwoju przedsiębiorstw. Celem prowadzonych rozważań jest określenie czynników innowacyjności przedsiębiorstw w kontekście ich rozwoju.

Many small-business owners are highly innovative in Poland. Therefore companies with up to 250 staff are awarded in grants for conducting products and market research and prototyping in Lublin Region. The budget for the small business R&D grants in LAWP (Regional Development Agency in Lublin) allowed to award 16 small companies since its inception of the grant in 2008. Small companies may still receive public backing for research and development projects in precisely described strategic areas of the Lublin Region.

W artykule przeanalizowano podstawowe definicje społecznej odpowiedzialności biznesu (CSR) oraz kontrowersje dotyczące tego pojęcia. Przedstawiono wyniki badań dotyczących zastosowania zasady społecznej odpowiedzialności biznesu w skali lokalnej (małe i średnie firmy) oraz w skali międzynarodowej (wielkie korporacje). Społeczna odpowiedzialność biznesu jest uważana za taką działalność, która ułatwia osiągnięcie lepszej pozycji konkurencyjnej, a to zaś stoi w sprzeczności z istotą CSR. Nauki o rozwoju, w tym zwłaszcza ekonomia rozwoju, traktują społeczną odpowiedzialność biznesu jako działanie o charakterze redystrybucyjnym, uzupełniającym działalność państwa w tym zakresie. Ma to na celu lepsze zaspokojenie potrzeb słabszych grup społecznych.

This article discusses the chances and vulnerabilities of corporate social responsibility (CSR) on two main levels: the small and medium sector at a local level; and big corporations at the macro and international levels. The modern understanding of the definition of CSR is also analyzed. This concept in the management sciences is often misunderstood because it is usually seen as one means in the struggle to achieve a better competitive position. On the other hand, for the development sciences CSR is an effective instrument of income redistribution and as an addition to state support for the underprivileged social groups.

The article is devoted to the problems of development small innovative enterprises – start-ups. The most successful experience of the creation and development of start-up companies in Poland, Slovenia and Czechia, including the programs of their support are investigated. It was concluded on expediency of the creation of similar mechanisms of organization and development of start-ups, taking into account Ukrainian realities.

W artykule przeanalizowano efektywność tworzenia podobnych mechanizmów organizacji i rozwoju nowych przedsiębiorstw przy uwzględnieniu realiów ukraińskich.
