Artykuł poświęcony jest e-usługom publicznym. Omówiono w nim ewolucję idei e-administracji na świecie i w Polsce, przywołano modele dojrzałości usług świadczonych przez e-administrację oraz scharakteryzowano stan zaawansowania e-usług publicznych. Podstawą analiz oprócz literatury przedmiotu były informacje zgromadzone na stronach internetowych Ministerstwa Administracji i Cyfryzacji oraz urzędów gmin i starostw powiatowych. Stan zaawansowania e-usług publicznych w Polsce uznano za niezadowalający. Po czternastu latach od podjęcia działań na rzecz wdrożenia e-usług zrealizowano około 39% zaplanowanych usług, a dysproporcje pomiędzy poszczególnymi obszarami ich świadczenia są duże, np. stopień zaawansowania e-usług wymiaru sprawiedliwości i sądownictwa wynosi 73%, podczas gdy w ochronie zdrowia wynosi on 11%. Ten stan jest najprawdopodobniej konsekwencją braku kompleksowego, wielowymiarowego i perspektywicznego podejścia do e-usług publicznych. Podjęto decyzje o wdrożeniu licznych rozwiązań dziedzinowych, obsługujących poszczególne obszary działania administracji publicznej, funkcjonujących w praktycznej izolacji od systemów, które wymagają współpracy.

This article is devoted to public e-services. This paper discusses the evolution of the e-government concept in Poland and the world . Models of the maturity of services delivered by e-government, and were characterized as well as the progress of public e-services., The basis for this analysis were literature on this subject and other information gathered from the websites of the Ministry of Administration and Digitization and of the commune and dis-trict offices. The state of advancement of public e-services in Poland was assessed as unsatisfactory. After fourteen years of work towards the implementation of e-services only about 39% of planned services were realized and disparities between different areas of the service are large -for example in the judicial system it is 73%, while for health care 11%. This state is probably the result of a lack of a comprehensive, multidimensional and long-range approach to public e-services. Decisions were taken to implement numerous solutions, supporting particular areas of public government activity functioning in practical isolation of systems that require cooperation.
