In this paper the author has analyzed Rothbard’s views in terms of social and eco-nomic issues in anarcho-capitalism. Market failures in the libertarian view were consid-ered as state failures (e.g. external effects, monopoly). The author has also considered opinions of critics of libertarian thought. On the ground of textual criticism this paper has demonstrated the controversy of Rothbard’s thesis and their inspirational power.

Celem artykułu jest przedstawienie działań podejmowanych przez państwo i ich wpływ na sektor turystyki w okresie pandemii spowodowanej COVID-19. Jest nim również ukazanie skutków, jakie przyniosły one dla branży turystycznej, w tym korzystających z usług turystycznych i rekreacyjnych. Podstawową metodą wykorzystaną podczas przygotowania artykułu była przede wszystkim analiza aktów prawnych, dokumentów i wytycznych wydawanych przez organy państwowe w okresie pandemii oraz danych statystycznych. Treść zasadnicza artykułu składa się z trzech części. W pierwszej przedstawiono sytuację branży turystycznej w okresie pandemii. W części drugiej dokonano analizy działań administracyjno-prawnych organów państwowych dotyczących branży turystycznej. Z kolei w części trzeciej przybliżono przykłady reakcji klientów i przedsiębiorców na zakazy i ograniczenia wprowadzane przez organy państwowe. W związku z przeprowadzonymi badaniami stwierdzono między innymi, że „państwo powinno podjąć działania umożliwiające funkcjonowanie gospodarki w tym sektora turystyki w okresie pandemii i innych ewentualnych kryzysowych sytuacjach, które pojawią się zapewne w przyszłości”.

The purpose of the article is to present the actions taken by the state and their impact on the tourism sector during the COVID-19 pandemic. It is also to show the effects that they have brought for the tourism industry, including those using tourist and recreational services. The basic method used in the preparation of the article was primarily the analysis of legal acts, documents and guidelines issued by state authorities during the pandemic and statistical data. The main content of the article consists of three parts. The first presents the situation of the tourism industry during the pandemic. The second part analyzes the administrative and legal activities of state authorities in the tourism industry. In turn, the third part presents examples of clients ‚and entrepreneurs’ reactions to bans and restrictions introduced by state authorities. In connection with the research carried out, it was stated, inter alia, that „the state should take measures to enable the functioning of the economy in this tourism sector in the period of a pandemic and other possible crisis situations that will probably arise in the future”.
