The paper presents the theoretical and methodological foundations of Ukraine's state legislation regulating the economic development of territories, in the context of budget decentralization. The study also describes the transformation of the public administration system necessitated by the above-mentioned phenomenon. The authors discuss the basic methods by which the state can regulate the activity of local self-government bodies: the legislative regulation, where the intervention of public authorities is minimized, and the administrative regulation, which provides rules and instructions which determine the relations between central and local authorities. The authors conduct and describe a methodologically consistent, systematic analysis of state regulations which support the local self-governments' activity. The paper also discusses the recent economic changes in Ukraine which demonstrate that the reform of the local self-government system and the decentralization of authority entail both prospects and problems for the country's development. As might be expected, the authors focus particularly on those problems that have not been solved yet. Additionally, statistical estimations of the phenomena relating to the process of producing state legislation regulating the economic development of territories in the context of budgetary decentralization have been provided. The authors conclude that a successful territorial development strategy requires a joint transformation of the way of the society's thinking and the modernisation of both the Ukrainian business and the state.

Interconnection of the state regulation of economy, multilateral trade agreements of global and reginal level, as well as of bilateral agreements, is studied in this paper. Essence and impact of integrative economic processes, which develop through the aforementioned agreements, on tariff and non-tariff regulative instruments is analysed. Dynamics of integrative economic processes at different geographical levels are highlighted. General trends in additional integrative processes within the framework of the WTO and in the outcomes of such are explored in detail.

The article is devoted to study of directions of improving the state regulation of the financial sphere in Ukraine. It is determined that the state regulation of the financial sphere should be carried out in the directions of ensuring the efficiency of budget funds use and providing the relationship between the authorities that carry out the state financial control. The article considers the problems in ensuring the effective state regulation of the financial sphere as a component of the mechanism of public administration and control. We have proved the importance of the state regulation of the financial sector in the current conditions of unstable and declining market economy that Ukraine is experiencing. It was noted that the issue of effective state regulation and control over the implementation of management decisions is thoroughly studied by scientists and practitioners. In practice, under the influence of these studies, more effective mechanisms and tools of the state control for the receipt and use of budget funds are being developed. The article analyzes the latest studies of domestic and foreign authors related to the issues of state regulation and management of the financial sphere The article examines the need for an active regulatory role of the state in the use and circulation of budget funds. Analyzing the state regulation of the financial sphere, it should be noted that it is an integral part of public administration of the economy as a whole. The article analyzes the advantages and disadvantages of the system of state regulation of the financial sphere in the country. There is a need for continuous improvement and increase of efficiency of state regulation and control over the circulation of budget funds.

The state plays supervising rather than regulative role on the Russian TV market, being an acting force per se on this market. The state takes care of the ideological and moral health of citizens as a missionary. In this respect the Russian State TV cannot be classified as public TV – as the social order could not be formed by society. Instead the order is dropped down from power structures, imposing state ideas of social development and providing reproduction of power elite.

The peculiarities of Ukraine’s investment climate and the main obstacles that foreign investors face during their capital investment realisation are analysed in the article. An analysis of foreign investment inflow by sectors in the Ukrainian economy during the preceding 10 years is described in the article and the per cent intertemporal changes in foreign investment inflow by sectors are formed and analysed here. It can help to determine foreign investors’ preferences in relation to industries of the Ukrainian economy. On the basis of analysis of organisational, economic and legal principles of investment climate strengthening as well as foreign investors’ motivation, the methods of improvement of the mechanisms of foreign direct investment attraction into the Ukrainian economy were offered by authors.

W artykule dokonano analizy cech klimatu inwestycyjnego na Ukrainie oraz głównych barier napotykanych przez inwestorów zagranicznych przy podejmowaniu decyzji o inwestycjach. W celu określenia preferencji inwestorów zagranicznych co do sektorów gospodarki ukraińskiej sporządzono analizy sektorowe dynamiki procentowej napływu bezpośrednich inwestycji zagranicznych na Ukrainie w ciągu ostatnich 10 lat. Autorzy na podstawie analizy organizacyjno-ekonomicznych i prawnych zasad umocnienia klimatu inwestycyjnego, a także motywacji inwestorów zagranicznych proponują metody poprawy mechanizmów ściągania bezpośrednich inwestycji zagranicznych na Ukrainę.

В статье провели анализ свойств инвестиционного климата в Украине, а также основных барьеров, с которыми сталкиваются зарубежные инвесторы при принятии решений об инвестициях. Для определения предпочтений зарубежных инвесторов в отношении секторов украинской экономики провели секторные анализы выраженной в процентах динамики притока прямых зарубежных инвестиций в Украине в течение последних 10 лет. Авторы на основе анализа организационно-экономических и правовых принципов укрепления инвестиционного климата, а также мотиваций зарубежных инвесторов предлагают методы улучшения механизмов привлечения прямых зарубежных инвестиций в Украину.

Opracowano kierunki kształtowania regulacji państwowej w zakresie procesu rozwoju potencjału pracowniczego poprzez wprowadzenie różnorakich stymulatorów o charakterze prawnym, administracyjnym, ekonomicznym i programowo-docelowym, ukierunkowanych na zawodową orientacją systemu kształcenia ogólnoszkolnego i pozaszkolnego, sprofilowanie systemu kształcenia zawodowego zgodnie z potrzebami gospodarki i rozwoju innowacyjnego, modelowanie systemu ciągłego dokształcania w czasie całego życia zawodowego.

This article argued that the state is the main governing entity of formation of labor potential, and should provide the flexibility of public policy and its focus on innovative model of development in the current circumstances. The ways of improvement of state regulation of the process of formation of labor potential through the introduction of legal, administrative, economic and program-target levers of influence, aimed at coverage of the professional orientation of the system of total formal and informal education, the focus of the system of professional education in accordance to the needs of the economy and innovation development, the formation of the system of continuing education during working life was developed.

В статье аргументировано, что в современных условиях государство остается основным регулирующим субъектом формирования трудового потенциала и должно обеспечивать гибкость государственной политики и ее нацеленность на инновационную модель развития. Разработаны направления совершенствования государственного регулирования процесса формирования трудового потенциала путем внедрения правовых, административных, экономических и программно-целевых рычагов воздействия, направленных на охват профессиональной ориентацией системы общего школьного и внешкольного образования, нацеленность системы профессионального образования в соответствии с потребностями экономики и инновационного развития, формирования системы непрерывного образования в течение трудовой жизни.

The article analyzes result of implementation of Bologna decisions and recommendations into national legislation of Latvia, Lithuania and Estonia. Explored such socially important and mandatory for participant countries Bologna declaration positions as: 1) accessibility of higher education; 2) quality of higher education; 3) higher educational establishments autonomy and academic freedoms; 4) previous education recognition. Evaluation of implementation results was carried out through assessment of the national legislation promotion of intellectual potential development.

W artykule zbadano problem kształtowania się konkurencyjności na Ukrainie. Została przeanalizowana dynamika poziomu konkurencyjnego w gospodarce jako całości i w poszczególnych branżach. Dokonano także analizy porównawczej poziomu konkurencyjnego na rynkach towarowych z dynamiką wydatków inwestycyjnych podmiotów gospodarczych. Na podstawie tej analizy stwierdzono, że poziom konkurencyjny zależy odzmian w dynamice. Udowodniono, że charakter problemów, które ograniczają rozwój konkurencyjny, wynika z niedoskonałości instytucjonalnej systemu ochrony konkurencji, będącej w gestii Komitetu Antymonopolowego Ukrainy.

The article investigates the problem of competitive environment formation in Ukraine, analyzes the dynamics of the level of competition in the economy as a whole and separately by industry. Also, a comparative analysis of the level of competition in commodity markets with the dynamics of investment expenditures of business entities was made. On the basis of this analysis it was concluded that the first is related to the changes in the second. It is proved that the nature of the problems that limit the development of the competitive environment lies in the plane of the institutional imperfection of the competition protection system, which is carried out by the Antimonopoly Committee of Ukraine.

В статье рассмотрена проблема становления конкурентной среды в Украине, проанализирована динамика уровня конкуренции в целом по экономике и отдельно по отраслям. Также был осуществлен сравнительный анализ уровня конкуренции на товарных рынках с динамикой инвестиционных расходов субъектов хозяйствования, на основе которого был сделан вывод о зависимости первого относительно изменений второго. Доказано, что характер проблем, которые ограничивают развитие конкурентной среды, лежат в плоскости институционального несовершенства системы защиты конкуренции, которая осуществляется Антимонопольным комитетом Украины.
