The article looks at the meaning of “transformation unemployment” and evaluates the issue with reference to Poland. The trajectory of transformation unemployment is described, as are other important labour market issues including the structure of the country’s sectors and hiring in the Polish economy after 1990. Theoretical perspectives from the literature on the subject are also presented. The study makes use of data from the Central Statistical Office database on unemployment and hiring in Poland from 1990 to 2007. On the basis of the analysis it may be concluded that in comparison with more developed countries Poland’s level of unemployment remains too high, which in part can be attributed to the continued maintenance of structural transformation unemployment. This form of unemployment has become a lasting element in the theoretical discussion on the processes of system transformation in the countries of Central and Eastern Europe, including in Poland. In spite of numerous studies it remains difficult to point to a set of homogenous factors that account for the intensifying of this phenomenon. It would seem more appropriate to discuss specific characteristics from each country of the analysed region.

The paper is devoted to the phenomenon of unemployment in Poland and in the world as the basic problem of economic policy. The issue of unemployment itself results from the equilibrium between demand and supply on the labour market in a given economy and it has an objective character: “unemployment may be eliminated only by way of perfect competition.” This kind of competition cannot be accomplished, therefore in each economy there is a margin of unemployment. It may be regarded as normal (this means it does not call for the state’s intervention), if it results from the economic and concerns 5-6% of the unemployed. There are economies, however, and Poland is now one of them, where unemployment has a structural character and has remained at a very high level (at the moment 17-18%). Unemployment is also structural in the majority of UE countries, but at a lower level. The paper depicts numerous comparative tables of the state and dynamism of unemployment in Poland and UE countries, including a discussion of the main factors that are conducive to unemployment, focusing especially on the situation in Poland. The author analyses the prospects of unemployment in Poland and puts forward a hypothesis that owing to its profoundly structural unemployment this state of affairs will remain for several years. The rate of unemployment, which is likely to fall, will not be higher than 1-1.5 per cent annually. It follows from this fact that the battle against unemployment must be indirect and directed above all at the factors which make this state of affairs linger on, whereas demand for jobs is small.

Metoda przepływów na rynku pracy w połączeniu z szacowaniem poziomu bezrobocia równowagi oraz wielomianowa analiza logitowa mogą posłużyć do rozwinięcia i uzupełnienia wnioskowania prowadzonego na podstawie klasycznych charakterystyk aktywności ekonomicznej ludności. Ich zastosowanie pozwala na dekompozycję zasobów pracy ze względu na wybrane cechy demograficzne i społeczno-ekonomiczne w odniesieniu do możliwości zmiany stanu aktywności ekonomicznej ludności oraz na określenie udziału składnika strukturalnego i cyklicznego w bezrobociu. Celem artykułu jest prezentacja możliwości wykorzystania metody przepływów na rynku pracy (IOA) i wielomianowej analizy logitowej do badania aktywności ekonomicznej ludności.

Inflow-Outflow Analysis (IOA) combined with estimation of equilibrium unemployment and multinomial logistic regression can be used to develop and complete inference conducted on the basis of the classic characteristics of economic activity of population. Application of these methods let us decompose the labour resources according to the selected socio-economic traits in terms of possible changes in the state of economic activity of population, as well as assess the shares of structural and cyclical component of unemployment. The aim of the paper is to present the possibilities of using the Inflow-Outflow Analysis (IOA) and multinomial logistic regression in the research of economic activity of population.
