Celem artykułu jest dokonanie podsumowania w zakresie efektywności wydatkowania funduszy UE w obszarze wspierania przedsiębiorczości w województwie pomorskim zarówno w ramach Polityki Spójności, Wspólnej Polityki Rolnej, jak i Wspólnej Polityki Rybackiej. Szczególna uwaga została poświęcona instrumentom inżynierii finansowej, które w latach 2007-2013 w regionie odniosły istotne efekty we wsparciu mikro- i małych przedsiębiorstw. Odnawialny charakter zarządzanymi środkami miał bezpośrednie przełożenie na uzyskane efekty, jak i na zbudowanie nowej jakości w zarządzaniu i dystrybucji środkami UE. Porównanie skuteczności instrumentów dotacyjnych oraz instrumentów zwrotnych stanowi podstawę dla wyznaczenia kierunków i sposobów wspierania przedsiębiorczości nie tylko w województwie pomorskim.

: The aim of the article is to summarize the effectiveness of EU funds’ distribution in the area of the promotion of entrepreneurship in pomorskie region, equally in Cohesion Policy, Common Agricultural Policy and Common Fisheries Policy. Particular attention was devoted to the financial engineering instruments, which had significant effects in supporting SMEs in period 2007-2013. The sustainable character of financial instruments translates directly into increased impact on SMEs, as well as creation of the new quality of distribution and management of the EU funds. The comparison of effectiveness of grants and financial instruments is fundamental to indicate the future directions and possibilities of SMEs support, not only in pomorskie region.
