Publicly funded universities, like commercial organizations are obliged to ensure their efficiency This article presents a model to measure and assess the relative efficiency of technical universities. The analysis was performed using publically available data from 2011 for 18 universities using the Composite indicators method and the SBM Data Envelopment Analysis model. Fourteen indicators for efficiency were defined in the five areas of the university performance: research, teaching, scientific staff development, quality of teaching processes and public funding. inefficient units were identified, based on their calculated efficiency scores and the directions for change to allow them to reach greater efficiency were suggested. Methods used to assess efficiency allowed the combined effect of all relevant factors to be taken into account which described the basic operations of the university.

Remote teaching became one of the key topics in educational research due to the COVID-19 pandemic. Our article looks at the other side of the story, i.e., in-person education during the pandemic. This aspect of teaching excellence has been overlooked because it seemed to be thoroughly studied. However, COVID-19 has profoundly changed in-person teaching. In our study, we focus on the Polish medical and technical universities as the studies they offer include solid practical components (labs or clinical classes). Our article examines how in-person classes were administered and organised during three consecutive semesters, starting in the Spring of 2020, when teaching at Polish HEIs was mostly conducted remotely. We build our analysis on internal legal acts issued by rectors and interviews with university staff who oversaw the teaching process. The legal documents describe the procedures related to in-person teaching or frontline teaching in person. The interviews complement this image by providing the rationale behind the regulations, their reception by the students and the faculty, or the backstage of in-person teaching. The LogFrame was applied to provide a conceptual framework to understand how universities could continue providing their services.

Techniczne uczelnie wyższe powinny proponować przynajmniej dwa kursy: jeden z zakresu zarządzania innowacji i drugi z zakresu inwentyki.

The authors of the study undertook to answer the following questions: How many hours do innovation courses for future managers in technical universities take? What topics are covered during those courses? Do universities emphasize the implementation of postulates reported in the literature? Do the universities that excel at the patents granted also offer the largest number of classes on innovation? The analysis shows that the vast majority of the technical universities studied, provide for an educational program in the field of innovation. According to the authors, the proposed didactic material does not guarantee the student – the future manager, any training as regards the skills of creative thinking, the ability to influence people or adaptation in turbulent organizational conditions. Technical universities should propose at least two courses: one in the field of innovation management and the other in the field of inventics.

Publiczne uczelnie wyższe, podobnie jak organizacje komercyjne, muszą dbać o efektywność funkcjonowania. W artykule został przedstawiony model pomiaru i oceny efektywności względnej uczelni technicznych. Analizę przeprowadzono wśród 18 uczelni, wykorzystując metodę złożonych wskaźników i model SBM Data Envelopment Analysis.
