After the Red Army reoccupied the eastern territories of the Polish Republic (1918-1939), the Soviets began the restitution of their power in the territories they had seized earlier in the years (1944) 1939-1941. What this meant was the failure of the „Tempest” plan and the consent of Poland’s western allies for the new annexation of part of its territory. The new conspiracy, for the most part based on members of the independence underground, had to decide on the character and scale of military operations. The fight against the Soviet occupant posed a threat of total annihilation, therefore the leadership of the NIE organization decided to practically abandon partisan activity in favor of sabotage and combat patrols, operating mainly in the cities and performing well-aimed strikes against the enemy.

Po ponownym zajęciu w 1944 roku ziem wschodnich II Rzeczypospolitej Polskiej przez Armię Czerwoną Sowieci rozpoczęli restytucję swojej władzy na terenach, które były przez nich okupowane w latach 1939 – -1941. Oznaczało to fiasko planu „Burza” i przyzwolenie zachodnich aliantów Polski na ponowny zabór części jej terytoriów. Nowa konspiracja, oparta w większości na członkach poprzedniego podziemia, stanęła przed koniecznością podjęcia decyzji odnośnie do charakteru i skali działań zbrojnych. Otwarta walka z sowieckim okupantem groziła całkowitą zagładą, dlatego kierownictwo organizacji NIE zdecydowało się niemal całkowicie zrezygnować z działalności partyzanckiej na rzecz patroli bojowych, operujących głównie w miastach i wykonujących „chirurgiczne” uderzenia likwidacyjne i dywersyjne
