Bezpieczeństwo żywnościowe w procesie globalizacji sektora rolnego

This paper presents the state of world food security and the impact on the security of the processes of agribusiness sector globalization. It was stated that the processes of globalization occurring in agriculture and the food economy have various multidirectional impact on the global food security. On the one hand they contribute to the growth of global production which can result in greater access to food. On the other hand, these processes can cause deterioration of food security, mainly due to the move away from sustainable to large-farming, industrialized agriculture, in which large agricultural corporations take over more value-added links and leads to oligopolization of global agribusiness space. This causes a loss of profits by the current owners and the deterioration of their affordability. Lowest affordable price of food and thus the worst food security is located in sub-Saharan Africa.

W artykule przedstawiono stan światowego bezpieczeństwa żywnościowego oraz wpływ na to bezpieczeństwo procesów globalizacji sektora agrobiznesu. Stwierdzono, że procesy globalizacji zachodzące w rolnictwie i gospodarce żywnościowej mają wieloraki i wielokierunkowy wpływ na stan globalnego bezpieczeństwa żywnościowego. Z jednej strony przyczyniają się do wzrostu globalnej produkcji, czego efektem może być lepszy dostęp do żywności. Z drugiej zaś strony procesy te mogą powodować pogorszenie bezpieczeństwa żywnościowego, przede wszystkim na skutek od- chodzenia od rolnictwa zrównoważonego na rzecz rolnictwa wielkopowierzchniowego, uprzemysłowionego, w którym duże koncerny rolne przejmują kolejne ogniwa wartości dodanej i oligopolizują globalną przestrzeń agrobiznesu. Powoduje to utratę zysków przez dotychczasowych właścicieli i pogorszenie ich osiągalności cenowej. Najniższą osiągalnością cenową żywności, a co za tym idzie – najgorszym bezpieczeństwem żywnościowym charakteryzują się kraje Afryki Subsaharyjskiej.

The introduction to the article points out the purpose of discussion, the time period and taken research methods and sources, used by the authors. Then the discussion focuses on the analysis of the structures and dynamics of the national income of the agricultural budget, both at the central level, also with its division into four main sections (agriculture, rural development, agricultural and fisheries markets), as well as the budgets of provincial governors. Subsequently, in the same convention the adopted budget expenditure in financial period 2007-2013 has been analysed. Decreases and increases in real detailed budget titles in an attempt to evaluate these phenomena are taken into considerations. Conclusions were brought, both for requests for changes that have occurred during the period primarily in the direction and dynamics of the expenditure.

We wstępie artykułu wskazano na cel rozważań, ich zakres czasowy oraz przyjęte metody badawcze, a także źródła, z których korzystali autorzy. Rozważania skoncentrowano na analizie struktur i dynamiki dochodów krajowego budżetu rolnego, zarówno na poziomie centralnym, także z podziałem na cztery jego główne części (rolnictwo, rozwój wsi, rynki rolne oraz rybołówstwo), jak i budżetów wojewodów. Kolejno, w tej samej konwencji, zostały przebadane wydatki budżetowe w przyjętym okresie finansowania 2007-2013. Zidentyfikowano również realne spadki i wzrosty jego szczegółowych tytułów budżetowych, podejmując próbę oceny tych zjawisk. Konkluzje dotyczą zmian, które zaszły w badanym czasie w zakresie kierunków i dynamiki wydatkowanych środków oraz ich oceny i perspektywy.

Przedmiotem artykułu jest analiza w ujęciu jakościowym wybranych problemów w rozwoju obszarów wiejskich i rolnictwa oraz diagnoza ich specyficznych uwarunkowań na Ukrainie w kierunku budowania konkurencyjności. Płaszczyzną do przeprowadzenia analizy są warunki oraz potrzeby gospodarki Ukrainy związane z dalszym rozwojem obszarów wiejskich w kontekście jej aspiracji europejskich. We wnioskach autorka prezentuje rekomendacje dotyczące dalszych strategicznych kierunków rozwoju.

The subject of the article is a qualitative analysis of selected problems in the development of rural areas and agriculture and the diagnosis of their specific conditions in Ukraine in the direction to competitiveness. The basis for the analysis are the conditions and needs of the Ukrainian economy related to the further development of rural areas in the context of its European aspirations. In the conclusions, the author presents recommendations regarding further strategic directions of development.
