In real applications of data envelopment analysis (DEA), there are cases in which undesirable outputs are produced along with desirable outputs in such a way that the total sum of the produced undesirable outputs over the production units must be fixed and constant. In this case, a trade-off between the decision-making units (DMUs) is needed to balance the production of undesirable outputs. In a rational sight, this trade-off is done in such a way that all DMUs improve their relative performances. In this paper, a single DEA-based model is proposed to model fixed and variable-sum undesirable outputs in production processes. A common equilibrium efficient frontier is constructed and after reallocating the input/output factors, all decision-making units (DMUs) prevail as efficient. A real case of 32 paper mills in China is given. The results of the analysis demonstrated that some economically developed paper mills have better performance than less developed paper mills; in particular, all efficient paper mills are the developed ones

A method has been proposed to select one of several project implementation variants in the context of sustainable project management. The method should be applied in the phase of the project definition. The projects are viewed across the entire lifecycle of the project and its product. In all the phases, the sustainability aspects should be addressed in a balanced way. The sustainability context implies that different stakeholders will have conflicting opinions on the weights of different variables. The proposed approach is based on network Data Envelopment Analysis that does not require the weights of individual variables as input. Consequently, the proposed method is the first approach allowing users to select a project implementation variant in the context of sustainability and the entire project and product lifecycle, without imposing the weights of individual variables. The proposal is designed for organisations using project sustainable management.

In order to deal with undesirable products in models of performance analysis, we need to replace the assumption of free disposability by weak disposability and this assumption has been used to model undesirable products as outputs. The traditional axiom of weak disposability of Shephard (1970) is given in a multiplier form and, in this sense, the level of bad outputs is equal to zero if and only if the level of the desirable outputs is equal to zero. An alternative definition of the weak disposability of outputs in additive form has been proposed. An axiomatic foundation has been introduced to construct a new production technology space in the presence of undesirable outputs. The model is illustrated using real data from 92 coal fired power plants.
