The study presents that a local government is as a decentralising reality, opposite of the globalisation processes. In the realisation of a local government, an important role is played by the political and construction of citizenship processes. In shaping the face of a local government in Poland, a force of tradition and post-modernisation value collide (including negating heritage of the past, the authority of the people of a cultural life). The process of political and economic transition reveal trends to getting acquainted with foreign designs (Anglo-Saxon) of a cultural life; in this situation, localism becomes a particular value. The level of development of a local government is a measure of the socio-political life, including its democracy.

Celem artykułu jest ogólna ocena przemian gospodarczych, społecznych i politycznych w Polsce w latach 1989–2017 oraz identyfikacja ważniejszych współczesnych wyzwań w krótkim horyzoncie czasu. Do jej sformułowania wykorzystane zostaną wskaźniki: transformacji (The Heritage Foundation i "The Wall Street Journal"), wolności gospodarczej (European Bank of Reconstruction and Development) oraz wzrostu gospodarczego (PKB, PKB per capita). Na podstawie przedstawionych w artykule wyników elementarnych analiz, w tym zestawień z Francją, Rumunią, Niemcami, USA i krajami Grupy Wyszehradzkiej, uznano, że bilans ten jest pozytywny, a omawiany okres w historii III Rzeczypospolitej może być porównywany z "chwalebnym trzydziestoleciem" w powojennej historii Europy Zachodniej. W zakończeniu stwierdzono, że dalszy rozwój Polski w krótkim i średnim okresie zależy przede wszystkim od poprawy jakości porządku instytucjonalnego, respektowania prawa i zasad demokracji oraz uniknięcia pułapki średniego dochodu.

The aim of this article is to give a general overview of the political, economic and social changes in Poland between 1989 and 2017 and to identify the main short and medium term challenges for Poland. Its formulation will be based on the following indicators: transformations (Washington Heritage Foundation and Wall Street Journal), economic freedom (European Bank for Reconstruction and Development) and economic growth (GDP and GDP p.c.). The analyses presented in this article, in particular comparisons with France, Romania, Germany, the USA and the countries of the Visegrad group show that this period of the history of the Third Republic of Poland being discussed can be compared to the Glorious Thirty years which took place in the post war history of the Western Europe. In conclusion it was stated that the further development of Poland, in a short and middle time perspective, primarily depends on improving the quality of the institutional order, respect for the law and the principles of democracy as well as avoiding the middle income trap.
