Zjawisko niepełnosprawności to jeden z najpoważniejszych problemów społecznych z jakim zmaga się współczesna cywilizacja. Stale powiększająca się liczba osób o niepełnej sprawności stawia przed nami wszystkimi, a w szczególności przed rządami poszczególnych państw, organizacjami międzynarodowymi ale również przed stowarzyszeniami, fundacjami i środowiskiem naukowym, cele i zadania związane z możliwie pełnym włączeniem tej grupy społecznej we wszystkie przejawy aktywności, w tym aktywności społecznej i zawodowej. Osoby niepełnosprawne zaliczają się do tej części populacji, która jest narażona, jak żadna inna, na marginalizację. Jednym z najistotniejszych skutków tej sytuacji jest wskaźnik zatrudnienia, który w naszym kraju należy do najniższych w Europie. W ostatnich latach osoby o niepełnej sprawności i ich sytuacja stały się jednymi z głównych celów polityk tak poszczególnych państw, jak i organizacji międzynarodowych w tym Unii Europejskiej oraz obszarem zainteresowań badawczych szerokiego spektrum naukowców od nauk medycznych, przez psychologię, socjologię, prawo, po ekonomię, organizację i zarządzanie czy kulturę fizyczną.

The Institute of Tourism and Recreation of the State College of Pope John Paul II in Biała Podlaska, in 2009, in the frames of the research project „Determinants of professional activity of disabled people living in rural areas”, financed by the National Fund for the Rehabilitation of Disabled People, organized a scientific conference on the subject of: „The state of research concerning professional activity of the disabled, with special regard to rural areas”. The phenomenon of disability is one of the most serious social problems faced by contemporary civilization. An ever-increasing number of people of incomplete abilities poses before us all, and especially before the governments of particular countries, international organizations but also associations, funds and scientific world goals and tasks connected with possibly full inclusion of this social group in all the areas of activity, including social and professional activity. Disabled people belong to this part of the population which is, more than any other group, in threat of marginalization. One of the most essential effects of this situation is the employment index, which in our country belongs to the lowest in Europe. In recent years, persons of incomplete abilities and their situation have become one of the main targets of politics both of particular states and international organizations, including the European Union, and the area of research interest of a wide range of scientists, from medical sciences, through psychology, sociology, law, economy, organization and management or physical culture.

Przedmiot i cel pracy: Określenie dostępności oraz wykorzystania komputerów osobistych oraz Internetu przez osoby z niepełnosprawnością zamieszkujące obszary wiejskie na terenie Polski. Materiały i metody: Badania ankietowe na próbie 5000 osób z niepełnosprawnością zamieszkałych na terenie gmin wiejskich i miejsko-wiejskich w całej Polsce przeprowadzono w okresie od czerwca 2010 roku do czerwca 2011 roku. Wyniki: Ponad połowa badanych zamieszkujących obszary wiejskie nie korzysta z komputera, ani nie potrafi go obsługiwać. Ponad połowa gospodarstw domowych respondentów nie posiada dostępu do Internetu. Tylko 19,58% osób z niepełnosprawnością, które nie potrafią obsługiwać komputera chciałoby nabyć taką umiejętność. Wnioski: W związku z dynamicznym rozwojem technologii teleinformatycznych w tym Internetu i Social Mediów konieczne są działania, które będą przeciwdziałać wykluczeniu cyfrowemu niepełnosprawnych. Powinny one dotyczyć poprawy dostępności osób z niepełnosprawnością do sprzętu komputerowego oraz Internetu, zwiększenia świadomości, jakie korzyści może przynieść korzystanie z nowoczesnych rozwiązań teleinformatycznych, a także potrzeb tej grupy społecznej do nauki obsługi sprzętu komputerowego.

The subject and aim of the article: Determining the accessibility and usability of personal computers and the Internet by people with disabilities residing in rural areas of Poland. Materials and methods: Survey conducted among 5000 people with disabilities residing in rural and urban-rural communes of Poland in the period from June 2010 to June 2011. Results: More than half of the respondents residing in rural areas do not use computers nor do they know how to use them. Over half of the respondents’ households do not have access to the Internet. Only 19.58% of people with disabilities who are unable to use computers would like to acquire such a skill. Conclusion: Due to the dynamic development of ICT technologies, including the Internet and social media, it is necessary to implement measures which will counteract digital exclusion of the disabled. These measures should be aimed at: improving the accessibility of people with disabilities to computer equipment and the Internet, increasing awareness of the benefits that the use of modern communication solutions may bring, and the need of this social group to learn how to use computer equipment.

Wyniki, jakie uzyskano w badaniach przeprowadzonych na próbie 5 000 osób niepełnosprawnych, mieszkających na terenach wiejskich w Polsce, wskazują na problemy, które występują w funkcjonowaniu osób niepełnosprawnych i na bariery w uzyskaniu wsparcia w ich rozwiązywaniu. Część wyników była analizowana w porównaniu z danymi ogólnopolskimi dotyczącymi sytuacji osób z niepełnosprawnością. Pozwoliło to na ocenę, w jakim stopniu osoby niepełnosprawne z obszarów wiejskich mają możliwość uzyskać wsparcie na tym samym poziomie, na jaki wskazują dane ogólnopolskie. Podjęto również próbę określenia, jak respondenci oceniają aktywność poszczególnych gminnych instytucji i formy działań podejmowane na ich rzecz przez gminy, w których zamieszkują i czy, w związku z tym, można mówić o wsparciu czy ekskluzji osób z niepełnosprawnością na terenach wiejskich.

The results that were obtained in a study conducted on a sample of 5,000 persons with disabilities living in rural areas in Poland indicate problems that occur in the functioning of persons with disabilities and barriers to obtaining support in solving them. Part of the results was analyzed in comparison with nationwide data on the situation of persons with disabilities. This enabled an assessment to what extent persons with disabilities in rural areas can receive support at the same level, at which nationwide data show. An attempt was also made to determine how respondents evaluate the activity of individual communal institutions and forms of actions taken on their behalf by the communes in which they live and therefore, whether we can talk about the support or the exclusion of persons with disabilities in rural areas.
