Artykuł dotyczy zagadnień związanych z koordynacją polityki energetycznej w regionie Dolnego Śląska. Celem jego jest identyfikacja i analiza działań niezbędnych do efektywnego wsparcia rozwoju odnawialnych źródeł energii (OZE) w powiązaniu z realizacją Strategii rozwoju energetyki na Dolnym Śląsku. W pierwszej części autorka ukazuje miejsce OZE w Strategii, w drugiej identyfikuje podmioty odgrywające kluczową rolę w realizacji strategii, a następnie analizuje powiązania między działaniami poszczególnych podmiotów ze zwróceniem uwagi na efektywność i skuteczność tychże działań. Finalną część artykułu stanowi przykład działań zintegrowanych w ramach gminnego wsparcia rozwoju odnawialnych źródeł energii.

The article concerns issues related to the coordination of energy policy in the region of Lower Silesia. Its purpose is to identify and analyze the actions necessary to effectively support the development of renewable energy sources (RES) in connection with the implementation of the Strategy for energy development in Lower Silesia. In the first part the author shows the place of RES in Strategy, the second identifies the actors play a key role in the implementation of the Strategy, and then analyzes the relationship between the actions of individual actors with a focus on efficiency and effectiveness of these actions. The final part of the article is an example of integrated actions within the framework of communal support of the development of renewable energy sources.

Miasto Heidelberg dwukrotnie otrzymało nagrodę Europejskiego Miasta Zrównoważonego. Artykuł przedstawia najnowsze badania autora (lipiec 2014) dotyczące zrównoważonego rozwoju w Heidelbergu. Celem artykułu jest analiza i ocena wdrażania zrównoważonego rozwoju w mieście. Polityczne i ekonomiczne instrumenty wdrażane na poziomie lokalnym na wczesnym etapie (lata 90) umożliwiły miastu zbudowanie ekologicznej edukacji i kształtowanie ekologicznego stylu życia. Wysoki poziom świadomości ekologicznej obywateli oraz częste uczestnictwo w decyzjach politycznych umożliwiło ukształtowanie celów zrównoważonego rozwoju miasta. Są nimi: ochrona środowiska i klimatu, wzrost efektywności energetycznej dzięki odnawialnym źródłom energii, transport ekologiczny i budownictwo pasywne.

The city of Heidelberg has won twice the price of European Sustainable City Award. The paper presents the latest author’s investigation (July 2014) about the sustainable development in the Heidelberg. The aim of the article is an analyses and assessment of the implementation of sustainable development in the city. The policy and economical instruments implemented at the local level at the very early stage (early 90s) help the city to build ecological education and shape ecological style of life.. The city citizens have a very high level of ecological awareness and very often participate in policy decisions, shaping sustainable development goals of the Heidelberg. The main local priorities for sustainable development are: climate and environment protection, rising energy efficiency by using renewable energy sources, local heat district, ecological transport and building in passive standard.

Celem artykułu jest analiza i ocena społecznych i ekonomicznych uwarunkowań transferu wiedzy w zakresie budownictwa pasywnego. Sektor budownictwa energooszczędnego jest obecnie w pierwszym stadium rozwoju, wymuszonym przez wprowadzenie w kraju ustawy o efektywności energetycznej, sektorem, którego rozwój napotyka wiele barier i trudności dotyczących transferu wiedzy i doświadczeń między podmiotami rynkowymi: inwestorem a przedsiębiorstwem. Artykuł w pierwszej części traktuje o polityczno-prawnych uwarunkowaniach rozwoju budownictwa pasywnego. Część druga dotyczy charakterystyki specyfiki sposobu wykonania budynku w standardzie pasywnym, zaś trzecia analizy uwarunkowań społeczno-ekonomicznych transferu wiedzy w tym sektorze. W części czwartej przeanalizowano uwarunkowania sprzyjające rozwojowi transferu wiedzy w sektorze.

The aim of the article is the analysis and the assessment of social and economic conditionings of knowledge transfer in passive building sector. The energy-saving building sector is in his first stage of development now, affected by the implementation of energy efficiency law. Sector at present, encounters many barriers of development relating the transfer of knowledge difficulties and the experiences between basic market subjects: investors and entities. The article in the first part treats about policy and legal conditions of passive building development. Part second concerns the rules of passive building standard. The third part draws the attention to the analysis of socio - economic conditions of knowledge transfer in this sector. The conditions increasing knowledge transfer development in the sector in part fourth were analysed.

The purpose of this article is the analysis and the prognosis of renewable energy development in Lower Silesia based on a research questionnaire. The state of development of renewable sources in the first part of the article is introduced, in the second part are the results of inquiries with complex investigation of municipal offices. The third part concerns a survey conducted among local communities and their interest in renewable installations. The final part contains the prognosis for renewable energy development on Lower Silesia.
