W artykule zaprezentowano przemiany, jakie zaszły w prawie i praktyce ustrojowej państw w wyniku przeciwdziałania kryzysowi związanemu z pandemią Covid-19. Autor wskazując na wyzwania pandemiczne jak i na działania podejmowane przez rządy wybranych państw należących do Rady Europy, wskazał iż swoiste tępo zmian najbardziej można było dostrzec w ramach konstruowania i wprowadzania w życie przepisów dotyczących stanów nadzwyczajnych. Ostrożniej podchodzono natomiast do kwestii modyfikacji konstytucji.

The article presents the changes that have taken place in the laws and systemic practice of states as a result of counteracting the crisis related to the Covid-19 pandemic. The author, pointing to pandemic challenges as well as actions taken by governments of states belonging to the Council of Europe, pointed out that the peculiar bluntness of changes could be most noticed in the construction and implementation of regulations on states of emergency. On the other hand, the issue of modifying the constitution was approached more carefully.

W artykule skupiono się na roli i znaczeniu działalności samorządów lokalnych w procesie rozwoju gospodarczego państw członkowskich Rady Europy, biorąc pod uwagę specyficzną rolę Kongresu Władz Lokalnych i Regionalnych Europy. Artykuł opiera się na studiach przypadków i analizie praktyk samorządów wybranych państw członkowskich Rady Europy, ze szczególnym uwzględnieniem roli Kongresu Władz Lokalnych i Regionalnych Europy. W kontekście światowych trendów artykuł wskazuje na znaczenie Kongresu jako platformy umożliwiającej wymianę doświadczeń, koordynację działań i reprezentację interesów samorządów na poziomie europejskim. Przedstawia także narzędzia i instrumenty, które Kongres może wykorzystać do wspierania i stymulowania aktywności samorządów, takich jak: inicjowanie dialogu międzysektorowego, promowanie współpracy międzynarodowej oraz promowanie standardów dobrych praktyk w zarządzaniu lokalnym. Analizuje także wyzwania stojące przed Kongresem w kontekście zwiększania efektywności jego działań.

The article focuses on the role and importance of the activity of local governments in the economic development process of the Council of Europe member states, taking into account the specific role of the Congress of Local and Regional Authorities of Europe. In the context of contemporary economic and social challenges, the effectiveness of actions taken by local governments is analysed, taking into account the specific impact of the Congress on shaping regional policy. The article is based on case studies and an analysis of the practices of local governments from selected member states of the Council of Europe, with particular emphasis on the role of the Congress of Local and Regional Authorities of Europe. In the context of global trends, the article points to the importance of the Congress as a platform to exchange experiences, coordinate activities and represent the interests of local governments at the European level. It also presents tools and instruments that the Congress can use to support and stimulate the activity of local governments, such as initiating inter-sectoral dialogue, promoting international cooperation and promoting standards of good practice in local management. In addition, it analyses the challenges faced by the Congress in the context of increasing the effectiveness of its activities.
