The study is devoted to analysis of attitude of the United Germany against contemporary military conflicts. There is analyzed the military dimension of German engagement in favour of upholding the peace and preventing the military conflicts in the world. In the paper there is introduced the synthetical description of German services participation in peace operations under the UN auspices, NATO Pact and the other international organizations. There is described the selection of military conflicts existed between 1990 and 2007 in the world. The analysis permitted to indicate the three-staged process of attitude development of the Federal Republic of Germany to use the force in favour of upholding the peace in global dimension. In the first period (1993–1996) the engagement of German forces was limited to support logistically the forces of other countries. The second stage (1996–1999) characterizes the obtainment by Bundeswehr soldiers the right to use the force in favour of upholding the peace. However, in the third stage the German forces took part in NATO’s hostilities during the war in Kosovo (1999). The paper creates the basis to research precisely on military role of the Federal Republic of Germany in the present world.

The paper presents the progress of use of state funds allocated to the Polish-German borderland within the framework of Objective 3 of the European regional policy. It de- scribes main priorities of three Operational Programmes of the European Territorial Cooperation, which are performed on the German side by Saxony, Brandenburg and Mecklenburg-Western Pomerania, and on the Polish side by the voivodships: Lower Sile- sian, Lubuskie and West Pomeranian. A particular emphasis was placed on the analysis of the effects of the EU funds use by Lubuskie voivodship whose territory is covered by the intervention of two such programmes. What is more, the article presents the overview of the main activities realized through the use of this funding source. It is also enriched by the data originating from the Managing Authorities of Operational Programmes of the European Territorial Cooperation on the level of resource allocation of European Regional Development Fund (ERDF), and their actual use for the first quarter of 2012.

Artykuł ten przedstawia stan zaawansowania wykorzystania środków przeznaczonych dla pogranicza polsko-niemieckiego w ramach celu 3 europejskiej polityki regionalnej. Opisowi poddano główne priorytety trzech PO-EWT, które wykonywane są ze strony niemieckiej przez Saksonię, Brandenburgię i Meklemburgię-Pomorze Przednie oraz ze strony polskiej przez województwa dolnośląskie, lubuskie i zachodniopomorskie. Szczególny nacisk położony został na analizę efektów wykorzystania środków europejskich przez województwo lubuskie, którego terytorium objęte jest interwencją dwóch tego typu programów. Ponadto dokonany został przegląd głównych działań realizowanych dzięki wykorzystaniu tego źródła finansowania. Artykuł wzbogacony został również danymi pochodzącymi od Instytucji Zarządzających PO-EWT na temat poziomu alokacji środków Europejskiego Funduszu Rozwoju Regionalnego (EFRR), a także ich rzeczywistego wykorzystania za pierwszy kwartał roku 2012.
