In this article I have shown various aspects of dystopic discourse, which refer not only to the ways of constructing space and depicted world, but also to the identity of the characters. In the initial parts of the text, I have defined the concept of dystopia and I refer it to the experience of modernity, noting its various components (positive and negative, its utopian and dystopian potential) and specificity in Central and Eastern Europe. Then, I have analysed selected novels by Stefan Żeromski and Joseph Conrad for the presence of these elements of dystopic discourse. Within the framework of the presented analysis and interpretation of the Beauty of Life and Under Western Eyes I have put special emphasis on the relationship between the specificity of modern reality in its dystopic variant and the dynamic, decaying identity of the characters.

Niniejszy artykuł stanowi analizę zagadnień związanych z realizacją przedsięwzięć w ramach partnerstwa publiczno-prywatnego. W okresie funkcjonowania ustawy o partnerstwie publiczno-prywatnym zawarto w Polsce zaledwie 135 umów. Wśród parterów prywatnych realizujących przedsięwzięcia PPP dominuje sektor mikro-, małych i średnich przedsiębiorców. MŚP mogą znacznie przyczynić się do atrakcyjności realizowanych projektów dzięki prostej strukturze organizacyjnej, a także koncentracji wszystkich zasobów firmy na jednym konkretnym działaniu. W świetle niniejszych rozważań rozwój PPP bezpośrednio związany jest z sektorem MŚP, a wzrost zainteresowania przedsiębiorców tego sektora rynkiem PPP z całą pewnością przełoży się na wzrost liczby przedsięwzięć realizowanych w tej formule.

The article is an analysis of issues related to the implementation of projects as part of a public–private partnership. During the period of operation of the act about PPP, only 135 agreements have been concluded in Poland. The micro, small and medium entrepreneurs sector dominates among private partners implementing PPP projects. SMEs can significantly contribute to the attractiveness of implemented projects thanks to a simple organisational structure, as well as the concentration of all company resources on one specific activity. The analysis shows that the development of PPP is directly related to the SME sector, and the increased interest of entrepreneurs in this sector in the PPP market will certainly lead to an increase in the number of projects implemented in this formula.

The most numerous group of beneficiaries applying for grants from EU funds are entities of the public finance sector obliged to obey the regulationsof the PPL. The implementation of EU funds is connected with a number of legal regulations, both at the EU and Member State level, and the effective absorption of EU funds is inextricably linked to public procurement law procedures. This article presents the absorption of EU funds from the largest operational program in the context of public procurement law procedures, as well as issues related to irregularities identified in the co-financed procurement process.

Najliczniejszą grupę beneficjentów ubiegających się o przyznanie dotacji ze środków unijnych stanowią jednostki sektora finansów publicznych zobligowane do stosowania przepisów Prawa zamówień publicznych. Wdrażanie funduszy unijnych związane jest z wieloma uregulowaniami prawnymi na szczeblu zarówno UE, jak i danego kraju członkowskiego, efektywna absorpcja środków unijnych nierozerwalnie związana jest zaś z procedurami prawa zamówień publicznych. Niniejszy artykuł prezentuje absorpcje środków unijnych największego programu operacyjnego w kontekście procedur prawa zamówień publicznych, a także zagadnienia dotyczące nieprawidłowości identyfikowanych w procesie udzielania zamówień współfinansowanych.
