Poland and especially its poorly developed regions are facing a challenge of modernization with the aim of building modern and competitive, knowledge-based economies. The purpose behind this orientation of socio-economic development is to transform countries and regions into advanced information societies. The author of the article presents how the development of information society in Poland’s underdeveloped regions can be supported through the implementation of one particular investment project, whose role for the growth is fundamental. This is the project named "Broadband Network of Eastern Poland", which is co-financed by the EU Structural Funds. This study presents, among others, the theoretical foundations of the concept of information society, the state of information infrastructure in Poland, technical and organizational conditions of the development of broadband networks and the importance of the European Union Cohesion Policy for building information society in 2007-2013. The analyses included in the article are rooted in the Community’s, national and regional documents and strategies for economic development, as well as in statistical research undertaken by the European Commission, the Statistical Office of the European Union (Eurostat), Poland’s Central Statistical Office (GUS), along with Polish and foreign studies related to the issues discussed in the article.

Dążąc do uzyskania pozycji światowego lidera w wymiarze politycznym i gospodarczym, Unia Europejska od blisko dwóch dekad stara się realizować politykę rozwoju opartą na rozwoju społeczeństwa informacyjnego, budowie innowacyjnej Gospodarki Opartej na Wiedzy oraz ochronie środowiska naturalnego i jego zasobów. Rozwój oraz modernizacja Unii Europejskiej i jej państw członkowskich zależą obecnie od efektów wdrażania realizowanej od 2010 r. strategii rozwoju społeczno-gospodarczego Europa 2020. Przedmiotem zainteresowania autora pracy są perspektywy wdrażania strategii Europa 2020. Analizując stopień realizacji wybranych wskaźników strategii oraz społeczno-gospodarcze uwarunkowania rozwoju Unii Europejskiej i jej państw członkowskich, autor opracowania próbuje rozstrzygnąć kwestię możliwości pełnego wdrożenia interesującej go strategii do roku 2020.

Striving to become a world leader in political and economic terms, the European Union has been pursuing development policy based on the development of information society, building an innovative knowledge economy and protecting the environment and its resources for nearly two decades. The development and modernisation of the European Union and its Member States are currently dependent on the effects of the implementation of the Europe 2020 socio-economic development strategy realised since 2010. The author of the work is interested in the prospects for the implementation of the Europe 2020 Strategy. Analysing the degree of the realisation of selected indicators of the strategy and socio-economic determinants of the development of the European Union and its Member States the author attempt to resolve the issue of the possibility of full implementation of the strategy by 2020.

Jedną z najważniejszych inicjatyw wspierających demokratyczne przemiany w Europie Środkowo-Wschodniej oraz transformację polityczną i gospodarczą krajów tego regionu był program bezzwrotnej pomocowy finansowej PHARE, dedykowany pierwotnie krajom przodującym w reformach, tj. Polsce i Węgrom (Poland and Hungary: Assistance for Restructuring their Economies). Był on nakierowany nie tylko na doraźne wsparcie pogrążonych w kryzysie państw wschodnioeuropejskich, ale także na budowanie w nich stabilnych struktur demokratycznego, wolnorynkowego państwa prawa. Przedmiotem zainteresowania autora opracowania jest wsparcie, jakie otrzymała Polska na etapie właściwych przygotowań do członkostwa w UE w latach 1998-2003 w ramach programu wsparcia instytucjonalnego PHARE IB (Institution Building). Autor opracowania pragnie ukazać znaczenie oraz rezultaty projektów wsparcia programu PHARE IB na końcowym etapie przygotowań Polski do członkostwa w UE.

One of the most important initiatives supporting democratic changes in Central and Eastern Europe and the political and economic transformation of countries in the region was a PHARE programme of non-refundable financial aid dedicated primarily to countries most advanced in the reforms, i.e. Hungary and Poland (Poland and Hungary: Assistance for Restructuring their Economies). It was aimed not only at the immediate support for the crisis-ridden Eastern European countries, but also at building stable structures of democratic, free-market rule of law in them. The author of the study focuses on the support that Poland received at the stage of proper preparations for membership in the EU in 1998-2003 as part of the institutional support of the PHARE IB (Institution Building) programme. The author of the study wants to show the importance and results of support projects of the PHARE IB programme at the final stage of Poland’s preparations for the membership in the EU.
