The aim of this paper was to identify institutional determinants of the allocation of resources in Polish agriculture and its principal production segments (cultivation of field crops, cultivation of fruit and vegetables, the breeding and raising of dairy cows, the breeding and raising of pigs). On the basis of theoretical considerations and nation-wide surveys an aggregate index of the degree of institutionalisation of an agricultural farm was created, which facilitated the delimitation of farms in accordance with the intensity and structure of their ties with institutions. Next, analyses were conducted to establish whether in the identified classes of private farms - characterised by various degrees of intensity and different structure of institutional ties with the environment, the allocation of production factors in the key segments of agricultural production showed essential discrepancies attributable to the influence of institutional structure within which individual farms operated.

The article presents some possible uses of the so-called global productivity surplus account integrated with input-output balance to measure transfers of economic benefits between agriculture and its environment. Using productivity surplus account method, which separates the impact of price variables on dividing the real benefits of the producer, it is possible to define in dynamic terms the directions and scale of “surplus drainage”, that is drainage of producer's benefits from agriculture to its environment. This method also allows to identify the level and time changes of the market mechanism failure, and to characterize the development dynamics of analysed sector compared to the other sectors. Results obtained by using this method have proved that in a long-time perspective failure of market allocation mechanism is observed in agriculture, which is an argument for active agricultural policy correcting market mechanism in agricultural sector. Corrective measures consisting in, among others, budget retransfers under CAP, should aim at converging the structure of distribution of economic benefits and ownership entitlement to the resource of agricultural sector in a long time perspective, that is, taking into account at least one economic cycle.

The main objective of the paper was to attempt an analysis of links between institutions and individual agricultural holdings. Based on theoretical considerations and nation-wide questionnaire surveys, an aggregated index of the institutionalisation level of an agricultural holding was developed. It allowed for the delimitation of farms against the intensity and structure of links between agricultural farms and institutions. Then, in the identified classes of individual agricultural holdings characterised by varying intensity and structure of institutional links with the surrounding institutions, basic characteristics regarding the area of farms, its economic strength and production type were discussed.

The problem of quantifying public goods is one of the most complex problems related to public choice theory. We argue that the public goods constitute an isomorphic, socio-economic system which is not a “black box”. The central goal of the article is to develop a universal methodology for measuring the quantity and quality of public goods, and the efficiency of their provision in different sectors of the economy. The authors have applied the developed methodology to a study of the process of public goods provision in the Polish education sector. The empirical research bears out the theory that the supply of public goods in the education sector is determined by the structure of the local budgetary funds used for that purpose, and not only by the total amount of public spending.
