Przez ostatnie lata obserwujemy wyraźny spadek znaczenia kolei w polskim systemie transportowym. Nie można, nie zauważyć, że kraj, który ze względów geopolitycznych posiada jedną z najgęstszych sieci kolejowych w Europie, przeszedł w ostatnim dwudziestoleciu transformację systemową, która w naturalny sposób spowodowała, szczególnie w latach dziewięćdziesiątych, dynamiczny spadek udziału kolei w realizacji usług transportowych względem szybko rozwijającego się transportu drogowego. Spowodowało to największy w Europie stopień likwidacji i degradacji liniowej infrastruktury kolejowej. Aby temu procesowi zapobiec muszą być podjęte radykalne kroki, które przyczynią się do rozwoju transportu kolejowego, jako jednego z ważniejszych determinantów wzrostu społeczno -gospodarczego.

Over the last years we can see a clear decline in the importance of the Polish railway transport system. It can not be noticed that a country with such a geopolitical position has one of the densest railway networks in Europe, passed inthe last two decades of systemic transformation, which naturally caused, especially in the nineties, the dynamic decrease in rail transport in terms of service delivery quickly developing road transport. This resulted in Europe’s biggest stage elimination and degradation of linear infrastructure. To prevent this process must be taken radical steps that will contribute to the development of rail transport as one of the most important determinants of socio–economic development.

The joint with international co-operation of states working and the organization in range fightingthe terrorism, it can in future contribute to considerable set - back of expansion this dangerous phenomenon even if after this, to the terrorism did not stand the most dangerous “plague XXI in.”
