Nový institucionalismus v pedagogice

A major educational reform of primary and lower secondary education was launched in the Czech Republic recently. Nevertheless, recent decline of TIMSS and PISA results of Czech pupils raised debates about further measures for improvement of the national school system. In this paper, the new institutionalism is outlined as a valuable theoretical framework for deeper understanding of the Czech schools and for the analysis of the problems encountered by the reform. For instance, the promotion of general key competences as the preferred goal of Czech primary school may be in conflict with the “global culture of schooling” that emphasizes academic outcomes measured by PISA or TIMSS.

The study informs about the most common forms of violation of the publication ethics. The main goal of the study is to increase the sensitivity of researchers to breaches of publication ethics and to contribute to cultivating the ublication environment in the Czech educational science and research. In the first part, the authors analyse the reasons that usually lead researchers to breach publication ethics. They also highlight the possibility that the current system of financing and evaluating science and research in the Czech Republic might represent one of the causes. Further on, following an analysis of available literature, the typical instances of inappropriate publishing behaviour are discussed. In doing so, the authors make use of the analogy with biblical Ten Commandments. The typical examples of such behaviour are: 1. data fabrication or falsification, 2. plagiarism 3. gift, honorary or ghost authorship, 4. simultaneous submission or multiple/duplicate publication, 5. salami slicing, 6. text recycling, 7. reciprocal citations, 8. Imprecise referencing/ quoting, 9. conflict of interests, and 10. copyright law breaking. In the end, the authors suggest precautions that might aid a more rigorous adherence to the ethical rules in publishing practice.

A major educational reform of the primary and lower secondary schools started in the Czech Republic in 2007. Shortly after the launch of the reform, we studied the actual picture of teaching, learning, and instructional leadership in one Czech comprehensive school, using the design research of a case study. Both qualitative and quantitative methods were used to describe the educational processes in the school – predominantly questioning, observation, and documentary analysis. Using qualitative data analysis we have sketched a narrative that highlights the role of structural factors – the small size of the school, the co-existence of primary and lower secondary schools within one organisation, as well as its unique history. The research results describe a case of schooling at the very beginning of educational reform, and guide the design of our next case studies of schools.
