Contemporary migration is a major challenge for the international community. Migration is not only a change of the demographic character of the region or the increase of cheap labour. Migration is primarily a tragedy of millions of people who are deprived of the homes, are forced by human and natural factors to seek better social conditions of living. The Church created the canonical structure of the pastoral care of migrants. These structures operate on three levels: universal, national and diocesan. A major achievement was the creation of the Pastoral Care of Migrants. However, these structures which are closest to the migrants embody the ideas of pastoral care of migrants the most. Very important elements of this structure are: personal parish for migrants and chaplain of migrants. The main aim of these structures is to create an atmosphere of mutual understanding between the world of migrants and the local community and to facilitating the integration. However, the most important thing is the activity of individual believers who in everyday life implement Christian values. Proper adoption and solidarity with world of migrants should be the determinant attitude of Christians towards people who have left their homeland.

The phenomenon of migration is accompanied by rapid and profound changes that gradually shape the present period of history. The phenomenon of migration is a very intensive process, which state authorities are forced to conform to specific regulations. Globalisation has affected the shape and extent of the migration of the population. The effect of globalization has become a phenomenon revive ethnic and cross-cultural migrations. Religious and cultural changes taking place on the European continent, and caused the migration of the population, are comparable to those which were the result of the Reformation in the sixteenth century. Currently, a large part of immigrants come from such different cultures that their integration in European society is extremely difficult. Europeans contact with people from other cultures causes interesting effects on the border law enforcement and preserving traditions inherited from their ancestors. The ideology of multiculturalism has suffered a crisis in many EU countries. Therefore, the EU legislator is forced to develop a new perspective on the integration process of migrants. The right to family reunification is an essential element of this process. It should be noted that a well-designed and effectively complied with the law in this area can contribute to the effective elimination of pathologies that are often an expression of overinterpretation of old tribal customs.

Migration is a mass phenomenon of our time, a permanent phenomenon which takes many forms, affects all continents and all countries. This phenomenon is one of the most important social and international issues of the modern world. In this context, the Russian Federation is not free from problems arising from migration processes. Migration policy of the Russian Federation is a very important part of that country’s geopolitical game. Location Russia between the European Union and China creates considerable scope to influence the shape of migration processes not only regional but also global. Russia has become a country of immigration. There are two very important aspects in the migration policy of Russia: the internal and external aspects. The internal aspect relates to such phenomena as the fight against the demographic crisis and related deficits in the labor market, national and religious revival of ethnic groups living in Russia, the low level of social integration of immigrants. In terms of external migration policy is treated as an instrument of pressure on the countries of the former Soviet Union, a way of shaping relations with China and the element of national security. Russian migration policy is an active instrument for solving problems within the country, as well as a very important foreign policy wizard. Pejorative side of this policy is that it is planned from above, without taking into account the needs and nature of various Russian regions.
