The main purpose of the article is to highlight the differences between the concepts of referral and service of an administrative decision to a non-party of an administrative proceeding. In this context, it is particularly important to analyse the case law of the administrative courts, mainly the recent ones, and the views of the doctrine. The main issues relating to both concepts concerning the party of an administrative proceeding have been indicated. The article also concerns the service of a decision to a deceased person. The consequences of an improper service of an administrative decision have been discussed as well.
The purpose of this article is to review the case law of administrative courts from recent years concerned with the removal of a monument from the monuments register. This procedure should be applied with extreme caution, in accordance with the legal rules and interpretation of the administrative courts, in particular with regard to the premise of destroying a monument connected with losing its values as a monument. The study draws attention to the problem of the failure of the owner or holder of a building to fulfil his duty of care towards a monument. It can be drawn from the examined judgments, that such omissions cannot serve as a reason for the removal of a monument from the register.

Celem artykułu jest dokonanie przeglądu orzecznictwa administracyjnego z ostatnich lat, odnoszącego się do kwestii wykreślenia zabytku z rejestru zabytków. Procedura ta, zgodnie z przepisami oraz przyjętą przez sądy administracyjne interpretacją, powinna być stosowana z dużą ostrożnością, zwłaszcza w kontekście przesłanki zniszczenia zabytku implikującej utratę przez niego wartości zabytkowych. W opracowaniu zwrócono uwagę na problematykę niewywiązywania się przez właściciela lub posiadacza zabytku z obowiązku opieki nad obiektem. Wyraźnym wnioskiem płynącym z analizowanych orzeczeń jest to, że zaniedbania te nie mogą być podstawą do dokonania skreślenia zabytku z rejestru.
The article summarizes the situation related to the armed conflict in Ukraine in the context of the destruction of monuments and cultural objects as a war crime. The considerations relate to the provisions of international and European law, as well as to the positions developed by international case law. The stands of the international organization and community alongside the bodies of the European Union have been indicated. Poland’s efforts to help Ukrainian monuments are also discussed. Reference is made to the activities of the Polish Support Center for Culture in Ukraine established in Poland, within the structure of the National Heritage Institute and the Committee for Aid to Museums of Ukraine.
The article aims to discuss the main features of church particular administrative acts and compares them with administrative acts known in polish administrative law. There will be analysed important aspects of duties division and Church authority competence. Authors will approximate definition of church administrative act and examine appropriate canon law provisions. The main assumption of the article is to indicate common features of administrative acts in canon and administrative law.

Zostaną przeanalizowane ważne aspekty podziału obowiązków i kompetencji władzy kościelnej. Autorzy przybliżą definicję kościelnego aktu administracyjnego i przeanalizują odpowiednie przepisy prawa kanonicznego. Głównym założeniem artykułu jest wskazanie cech wspólnych aktów administracyjnych w prawie kanonicznym i administracyjnym.
The third edition of the National Scientific Conference of Legal Professions of Public Trust was held on January 20, 2022. The event was organized remotely, due to the current epidemic situation, and was dedicated to the topic of membership in professional self-governments. The conference was organized by the Department of Administrative Law at the Faculty of Law and Administration of Nicolaus Copernicus University in Toruń. The main topics discussed during the conference were primarily inspired by the legislative changes concerning specific legal professions of public trust and also by de lege ferenda proposals regarding memberships in professional self-governments. A total of eleven presenters delivered lectures during the conference, both representatives of academic circles of six universities, as well as practitioners – representatives of professional self-governments of attorneys-at-law, advocates and notaries.
