Domestic violence is one of the most serious social challenges. People experience it regardless of their social status, education level, age and gender. It breaches the basic freedoms of a person – the right to live without fear, the right to personal safety, and physical and mental integrity. That is why counteracting domestic violence is not only a moral duty of the society, but also a prerequisite for a state of law to operate, and for compliance with human rights. The lack of efficient fight against violence translates into an erosion of social trust in public institutions. When victims do not get adequate support, and offenders remain unpunished, the society stops believing that the basic citizens’ rights are really protected in an effective manner. The consequences of domestic violence are long-term and multidimensional – not only do they affect physical and mental health of victims, but hamper their ability to live in a society as well. Family and social links frequently break, mental problems arise, as well as addictions, self-destructive behaviours, including attempted suicide. Over the last years, the Supreme Audit Office has twice examined whether the measures taken by the entities responsible for counteracting domestic violence are appropriate and effective. In addition, an expert panel was organised in the NIK headquarters, dedicated to the issue. The results of the audit show that the quality of local programmes of domestic violence counteracting is low. Support for victims is insufficient and so are measures taken against offenders. There are no solutions available of strategic and long-term nature that would help protect victims in a better way.

W ostatnim czasie Najwyższa Izba Kontroli dwukrotnie zbadała, czy działania podejmowane przez podmioty odpowiedzialne za przeciwdziałanie przemocy domowej były prawidłowe i rzetelne. Sprawdzono 32 jednostki, w tym: regionalne ośrodki polityki społecznej, powiatowe centra pomocy rodzinie, ośrodki pomocy społecznej oraz komendy powiatowe Policji. Dodatkowo w siedzibie NIK odbył się panel ekspertów poświęcony tej tematyce. Wzięli w nim udział m.in. przedstawiciele: Ministerstwa Rodziny, Pracy i Polityki Społecznej, Rzecznika Praw Obywatelskich, Komendy Głównej Policji, a także Stowarzyszenia Sędziów Rodzinnych w Polsce. Wyniki kontroli wykazały niską jakość lokalnych programów przeciwdziałania temu zjawisku, ograniczone wsparcie zarówno dla osób doznających przemocy, jak i niewystarczające działania wobec jej sprawców oraz brak rozwiązań o charakterze strategicznym i długofalowym, które pomogłyby skuteczniej chronić ofiary.
Management of state-owned agricultural land in Poland lies with the Agricultural Property Agency (ANR) that is responsible for reasonable management of this property. Sales of agricultural land should aim simultaneously at both, interests of family farms and sustainable consolidation of agricultural land. The audit conducted by NIK at the Agricultural Property Agency in Pozna and at its branch in Pia has shown that there are numerous irregularities in the area, despite detailed legal regulations.
