The article describes a crisis of the State Treasury of Poland that occurred in the 1660s and 1670s. The State’s revenues and expenditures are discussed, as well as institutional problems of the Polish Republic, such as: decentralization of the fiscal apparatus and the State’s fiscal planning. The study presents the background of the introduction of: general poll and excise taxes. Also, an attempt is made to point out the causes of the economic crisis in the Treasury.

Opracowanie opisuje kryzys finansów publicznych, jakiego doświadczyła Polska w latach sześćdziesiątych i siedemdziesiątych XVII w. Analizie zostają poddane wpływy oraz wydatki skarbu państwa. Artykuł opisuje problemy instytucjonalne Rzeczypospolitej, m.in.: decentralizację administracji podatkowej i decentralizację planowania finansowego państwa. Opracowanie przedstawia okoliczności wprowadzenia podatków: powszechnego pogłównego oraz akcyzy. W artykule podjęto także próbę wykazania przyczyn kryzysu skarbowości.

The paper describes the crisis of the treasury of Poland in the sixties and the seventies of the 17th century. The paper provides the analysis of the government revenue and spending. The article describes the institutional problems of the Polish Commonwealth, such as: the decentralization of the fiscal apparatus and the fiscal managing and planning. The paper depicts the circumstances of the introduction of the: “powszechne pogłówne” and “akcyza” taxes. The article also attempts to point out the causes of the economic crisis of the treasury.
