Federacja Rosyjska (Rosja) wypracowywała rozwiązania prawno-organizacyjne pozwalające uregulować strumienie migracyjne tak, by minimalizować obszar nielegalnej imigracji i związanych z tym zagrożeń. Szereg problemów natury innej aniżeli migracja, z jakimi boryka się Rosja, sprawiały, że walka z nielegalną imigracją nie była priorytetem, więc i skuteczność walki ze zjawiskiem nie była najwyższa. A przecież Federacja Rosyjska jest krajem nie tylko zasilającym kanały nielegalnej imigracji w Europie. Jest ona, tuż po USA, krajem, który posiada na swoim terytorium największą ilość nielegalnych imigrantów. Problem migracji, w tym nielegalnej, istnieje. Rozwiązania w zakresie walki z nią są z punktu widzenia poznawczego interesujące. Okoliczności te legły u podstaw niniejszego opracowania.

The Russian Federation (Russia) has developed legal and organizational solutions to regulate migration flows so as to minimize the size of illegal immigration and the associated threats. Given the number of other problems of different nature Nielegalna migracja w Rosji 104 than migration faced by Russia, the fight against illegal immigration was not a priority, so the effectiveness of fighting the phenomenon was not high. The Russian Federation is a country supplying illegal immigration channels both in Europe and outside it. It follows the USA, the country with the largest number of immigrants on its territory. The problem of migration, including the illegal one, still exists. From a cognitive point of view, the solutions which can be implemented to fight it appear to be interesting. These circumstances constitute the bases of this study.

W niniejszym artykule poruszono problemy związane z charakterystyką współczesnych organizacji terrorystycznych oraz regułami ich działania. Prezentowane poglądy oparto na analizie różnic i podobieństw przeprowadzonych zamachów terrorystycznych, uwzględniając ich cel oraz zastosowane narzędzia, a przede wszystkim cechy działań terrorystycznych, tj. zaskoczenie, dynamikę, celowość działania oraz manewrowość. Pozwoliło to przedstawić charakterystykę metod działań terrorystów. Dało jednocześnie podwaliny pod rozważania w tym zakresie, które wieńczy prezentacja zagadnień odnoszących się do zakresu oddziaływania organizacji terrorystycznych w wymiarze lokalnym, regionalnym i globalnym oraz przeciwdziałania temu zjawisku

This article addresses the problems related to characteristics of contemporary terrorist organizations and the rules of their operation. The views presented here are based on an analysis of the differences and similarities of terrorist attacks carried out so far, taking into account their purpose and the tools used, and, above all, the traits of terrorist activities, such as surprise, dynamism, purposefulness and maneuverability. This allows the author to present the characteristics of methods applied by terrorists. At the same time, it provides the foundations for reflection in that respect. Finally, it presents the issues related to the impact of terrorist organizations on the local, regional and global scale as well as discussing the possible ways of counteracting this phenomenon.

The paper discusses the main issues concerning the problem of combating terrorism. The analysis was prepared due to the fact that over the years, a threat has emerged which is extremely difficult to detect andneutralise. This threat is terrorism. The perpetrators do not act in a conventional way, often abandoning their previous methods for innovative and unexpected solutions. Thus, there appears a threat that is extremely grave, since it is invisible and unpredictable in its both influence and further development. The last two decades prove that terrorism is not a local phenomenon. On the contrary, it is global and it has consequences affecting national security. In this context, it is necessary to emphasise that this phenomenon is so widespread that it affects individual people, local communities, countries, regions and almost all continents. This is why combating terrorism, oriented towards the present and the future, is an undertaking that is complex, difficult and multidimensional.

Niniejszy artykuł jest próbą odniesienia się do problemu złożoności terminologicznej w kontekście bezpieczeństwa indywidualnego człowieka jak i w wymiarze bardziej złożonym, a więc społecznym. Security, which constitutes one of the most complex areas of human existence, is a term which still lacks a uniformly developed definition. Undoubtedly, the increasingly complicated living environment of the modern human does not facilitate this task. This paper attempts to address the problem of terminological complexity in the context of individual security of a person and in a more complex and therefore social dimension. It is primarily security in the social dimension that determines the formation of the state security plane and the creation and improvement of the mechanisms of the state security system.

W niniejszym artykule przedstawiono zasadnicze zagadnienia dotyczące procesu identyfikacyjnego pojęcia „zagrożenie” oraz jego związków z wyzwaniem i ryzykiem. W oparciu o wnioski z przeglądu literatury dotyczącej przedmiotu rozważań przedstawiono podział zagrożeń oraz ich źródła i negatywne konsekwencje. Opracowanie prezentuje również cechy charakterystyczne zagrożeń. Praca przedstawia także poglądy autorów w zakresie kategoryzowania zagrożeń oraz syntetycznego przedstawienia zagadnień „nowych zagrożeń”. Prezentacja rozważań odbywa się w trzech klasycznych perspektywach, a mianowicie zagrożeń: jednostki, społeczeństwa i państwa

This paper presents some basic issues related to the identification process of the concept of ‘threat’ and its connection to challenge and risk. Based on the conclusions drawn from literature on the subject, the classification of threats as well as their sources and negative consequences have been presented. The study also focuses on the characteristics of threats. It presents the views expressed by authors in the field on categorizing threats and presenting ‘new threats’ in a synthetic way. The presentation of the aforementioned considerations takes place in three classical perspectives, namely threats related to the individual, society and state.
