The aim of the conducted research was to gather evidence in support of the application of the optimisation model for the purpose of allocation of EU structural funds destined for the development of rural areas in Poland. First, a line programming model was constructed, which made it possible to conduct a simulation of an optimum distribution of means from the 2004-2006 Rural Development Plan among four selected agricultural regions of Poland, possessing different economic potential. Next, the properties of the constructed model were used to analyse the effects of the allocation of the Plan's funds, in accordance with the assumption of increasing 'inequality' in the financing of the four regions. Average results of the evaluation of the Plan's tasks - obtained owing to questionnaires filled by 800 farmers from the four selected regions, were used in the model as coefficients of the function of aim.

The main objective of the research was to assess the allocation of funds in the Rural Development Program in Poland by using optimization methods. A set of simulations using a linear programming model of budget allocation is presented in the paper. Farmers’ and experts’ assessments of the effectiveness of structural programs were used as objective function coefficients for the model. In order to gather these assessments a survey of experts and farmers was done in four selected regions of Poland. The results of simulations of the Polish Rural Development Program budget allocation using diverse coefficient values were compared with the allocation done within that program by the Ministry of Agriculture and Rural Development.

Pytania ankietowe dotyczyły stosunku rolników i ekspertów do działań programów strukturalnych UE. W pracy przeprowadzono symulacje modelowe alokacji środków Planu Rozwoju Obszarów Wiejskich (PROW) przy zmiennych współczynnikach funkcji celu. Wyniki porównano z faktycznie dokonaną przez Ministerstwo Rolnictwa i Rozwoju Wsi alokacją środków finansowych pomiędzy działania PROW 2004-2006.

The objective of the research is to compare the importance of agribusiness in the economies of the EU countries. The results suggest that the agribusiness share in national economy and its internal structure depends on the country’s level of economic development. In the better developed countries the share index value is low, while in the less developed countries it is relatively high. The main condition for changing the situation in Poland is to generate an economic growth.
