Consciousness, which failed to explain the earlier philosophers, is now one of thelast scientific mysteries. On the one hand there is no exaggeration to say, that weactually learned to just put the right questions about the mind. On the other hand,innovative research programs and interdisciplinary methodology, enabled a wholenew perspective on brain function and processes, that underlie the phenomena ofconsciousness. Contemporary solutions of the Binding Problem, allow to identify,inter alia, the specificity of the progress achieved in the study of consciousness.They reinforce the belief, that our cognitive limitations preclude full explanationof consciousness.

Today the theory of evolution is under attack from the point of view of Intelligent Design (ID), which remains not only intellectual position but a political movement too. In some interpretations ID is a continuation of the Creationism; in others ID is coherent with the scientific background. According to W. A. Dembski ID is best characterized by three things: 'a scientific research program that investigates the effects of intelligent causes; an intellectual movement that challenges Darwinism and its naturalistic legacy; and a way of understanding divine action'. Taking account of this situation it is extremely important to reinforce the dialogue between true science and theology. God of the New Testament remains the source of the innovation and from this perspective neither chance in nature excludes God, nor destiny in nature requires God. These and other reasons lead one to accept the position of Cardinal J. H. Newman: 'I believe in design because I believe in God, not in a God because I see design'. Cooperation between the intelligence structures of the socialist states involved in examining the activities of so-called centres of ideological diversion and neutralising them has taken on a new formalised character since the mid-1970s. The documents presented indicate an exchange of information in this regard between the Ministry of State Security of the German Democratic Republic and the Ministry of the Interior of the Hungarian People’s Republic. One of them identifies the Centre for the Study of Religion and Communism, commonly referred to as Keston College, as an anti-communist church organisation with the “greatest significance” in Anglo-Saxon countries. The centre was established in 1969 in the UK on the initiative of Michael Bourdeaux, Sir John Lawrence, Leonard Schapiro and Peter Reddaway. Through their information services, periodicals, expert opinions and book publications, as well as conferences and meetings, the staff and associates of Keston College influenced a change in the awareness of Western societies about religious freedom in the USSR and its satellite countries, and supported the activities of dissident groups emerging there. The presentation of the “voice of the voiceless” as part of these activities influenced not only the reassessment of the situation of communities living behind the Iron Curtain but also the expansion of the sphere of civil liberties in the realities of the functioning of communist states.

Współpraca struktur wywiadowczych państw socjalistycznych zajmujących się rozpoznaniem działalności tzw. ośrodków dywersji ideologicznej i jej neutralizacją od połowy lat siedemdziesiątych XX w. nabrała nowego, sformalizowanego charakteru. Prezentowane dokumenty wskazują na wymianę informacji w tym zakresie pomiędzy Ministerstwem Bezpieczeństwa Państwowego Niemieckiej Republiki Demokratycznej oraz Ministerstwem Spraw Wewnętrznych Węgierskiej Republiki Ludowej. W jednym z nich określono Centre for the Study of Religion and Communism, potocznie nazywane Keston College, jako antykomunistyczną organizację kościelną mającą „największe znaczenie” w krajach anglosaskich. Ośrodek ten został założony w 1969 r. w Wielkiej Brytanii z inicjatywy Michaela Bourdeaux, sir Johna Lawrence’a, Leonarda Schapiro i Petera Reddawaya. Pracownicy i współpracownicy Keston College za sprawą przygotowywanych serwisów informacyjnych, wydawanych periodyków, ekspertyz i wydawnictw książkowych, a także organizowanych konferencji i spotkań wpływali na zmianę świadomości społeczeństw państw zachodnich na temat wolności religijnej w ZSRS i jego krajach satelickich, a także wspierali działalność powstających tam grup dysydenckich. Prezentowanie w ramach tych działań „głosu pozbawionych głosu” wpływało nie tylko na zmianę oceny sytuacji społeczności żyjących za żelazną kurtyną, lecz także na poszerzanie sfery wolności obywatelskich w realiach funkcjonowania państw komunistycznych.

Teoria „wychowania” TW – analiza założeń

In 1984, lecturers at Zakład Teorii Pracy Operacyjnej Departamentu Szkolenia I Doskonalenia Zawodowego [the Department of Operational Work Theory of the Department of Training and Professional Development] of Ministerstwo Spraw Wewnętrznych [the Ministry of Internal Affairs] of the Polish People's Republic published four studies concerning the training, education, work organization and control of secret collaborators, the so-called TW. According to these publications, dedicated to Security Service officers, education was “the conscious, purposeful and systematic activity of an operational employee, which shapes (instills) and consolidates certain positive attitudes and personal characteristics of secret collaborators necessary – in a given political and operational situation – for effective partnership with the Security Service.” In the presented text the assumptions of this concept are analysed.

W 1984 r. wykładowcy z Zakładu Teorii Pracy Operacyjnej Departamentu Szkolenia i Doskonalenia Zawodowego Ministerstwa Spraw Wewnętrznych opublikowali cztery opracowania dotyczące szkolenia, wychowania, organizacji pracy i kontroli tajnych współpracowników. W publikacjach tych, przeznaczonych dla funkcjonariuszy Służby Bezpieczeństwa, wychowanie zostało zdefiniowane jako „świadoma, celowa i systematyczna działalność pracownika operacyjnego, która kształtuje (zaszczepia) oraz utrwala określone pozytywne postawy i cechy osobnicze [TW] niezbędne – w danej sytuacji polityczno-operacyjnej – do skutecznej współpracy z SB”. W prezentowanym tekście omawiam założenia tej koncepcji.

The management of real estate makes one of the most important aspects of the activities of local self-government units. The findings of the audit conducted in 2020 in the area of the Zachodniopomorskie Region showed that the irregularities indicated by NIK in previous audits had not been eliminated. Insufficient attention is paid to real estate recording and making plans for their use. The regulations setting forth the contents of real estate registers – as for their sale or use, as well as the place and timing of their publication – were not complied with. Frequently, the requirements on the manner of setting the price of real estate on sale were not met, as well as those related to setting rent or lease prices. Local self- government units do not always controlled whether the lessees or tenants used the properties in an appropriate manner.

Nieruchomości należą do najbardziej wartościowych składników majątku jednostek samorządu terytorialnego (JST), a ich sprzedaż jest ważnym źródłem dochodów. Gospodarowanie gminnym, powiatowym i wojewódzkim zasobem nieruchomości stanowi więc ważny element działalności samorządów. Kontrola przeprowadzona przez NIK w miejscowościach turystycznych województwa zachodniopomorskiego ujawniła, że brakuje kompleksowych, długofalowych programów i analiz uwzględniających skutki zbycia lub udostępnienia nieruchomości. Ogranicza to możliwość efektywnego wykorzystania posiadanego przez nie majątku. JST nie wyeliminowały też nieprawidłowości stwierdzonych we wcześniejszych kontrolach Izby.
