Fundusz sołecki jako prawna forma partycypacji społecznej w polskich samorządach na podstawie projektów funduszy sołeckich gmin powiatu jasielskiego na 2021 rok

The solecki fund is one of the forms of local-level participation regulated by Polish legislation. Its implementation requires mutual cooperation between the inhabitants of the sołectwo and the commune authorities. The financial resources allocated to the sołectwa do not constitute a separate budget but are part of the municipal budget. Decisions on the distribution of these funds are made by the inhabitants of the subsidiary units. This study examines the solecki funds by analyzing the legislation and the draft sołecki funds prepared for 2021 in Jasło County. The funds are evaluated in the context of the opportunities and challenges they present for fostering social participation in basic territorial divisions.

Fundusz sołecki stanowi jedną z form partycypacji na poziomie lokalnym uregulowaną w polskim prawodawstwie. Realizacja funduszu wymaga wzajemnej współpracy mieszkańców sołectw oraz organów gminy. Środki finansowe przekazywane sołectwom nie stają się odrębnym budżetem a stanowią część budżetu gminny. O dystrybucji puli decydują mieszkańcy jednostek pomocniczych. W opracowaniu omówiono fundusze sołeckie poprzez dokonanie analizy ustawy i projektów funduszy sołeckich przygotowanych w sołectwach powiatu jasielskiego na 2021 rok. Fundusze zostały poddane analizie w kontekście szans i zagrożeń jakie wnoszą dla partycypacji społecznej w podstawowych jednostkach podziału terytorialnego.
