An inspiration for the analyses included in the article are anthropologists’ experiences in the execution of a project focused on activities which constituted an offer of direct support for migrants living in Poznań. The article includes a discussion of the speciﬁ city of the cooperation between project executors and institutions which played a key role in both the stage of the project’s preparation and implementation. On the one hand, the text reﬂ ects on the EU and the ‘semantic’ inﬂ uence of EU grant programs on the perception of immigrants who are included in the category of individuals “endangered by social exclusion”. On the other hand, the article considers to the speciﬁ city of the anthropologists’ cooperation with regional and local government institutions and their representatives. I focus on the aim of this cooperation on the dilemmas connected with the involvement in practical actions and forming local policy, and on the ways in which anthropology as a discipline might beneﬁt from contact and cooperation with local governments.

Artykuł dotyczy aktualnych reakcji na migrację i imigrantów obecnych w lokalnym kontekście Poznania. Po przedstawieniu sytuacji cudzoziemców w mieście i dostępnej im oferty wsparcia oraz opisu stanowiska poznańskiego ośrodka badawczego zajmującego się migracjami, autorka przechodzi do omówienia i analizy dyskursu reprezentowanego przez radnych miasta, dociekając, jakie czynniki wpływają na (nie)podejmowane w mieście działania dotyczące cudzoziemskich mieszkańców. Wypowiedzi radnych wskazują, że ich zdaniem nie ma potrzeby przygotowania przez miasto oferty skierowanej specjalnie do imigrantów. Okazuje się, że większość cudzoziemskich mieszkańców jest dla radnych niewidzialna, a ci, których dostrzegają i którzy się wyraźnie wyodrębniają „dobrze sobie radzą i nie potrzebują wsparcia”. Opinie wyrażane przez radnych pokazują współwystępowanie i wzajemne oddziaływanie różnych dyskursów. Największy wpływ na dyskurs samorządowców ma dominujący dyskurs medialno-rządowy, którego oddziaływanie najsilniej ujawnia się w ciągłym odwoływaniu się do uchodźców, wręcz sprowadzaniu całego tematu cudzoziemców do kwestii uchodźców.

The article tackles the current reactions to migration and immigrants present in the local context of Poznan. After having presented the situation of foreigners in the city and the means of support available to them, as well as the stance of Centre for Migration Studies in Poznan, the author moves to the discussion and analysis of the discourse represented by city councillors in order to ascertain the factors which influence the city’s (in)action towards foreign inhabitants. Councillors statements’ point to their conviction that there is no need for the city to take action in support of immigrants. It turns out the that majority of foreigners in the city are invisible to the councillors, and those councillors who do perceive them are of the opinion that “they are doing well and don’t need support.” The opinions projected by city councillors point to the co-existence and interaction of various discourses. The most important factor influencing the opinions of councillors is the dominant media-government discourse, which manifests itself in the constant reference to refugees, effectively drawing all the issues of migration to that of refugees.
