E-administracja - doświadczenia samorządu regionalnego w budowie systemu informatycznego - studium przypadku

The research question is: what internal and external conditions must be met for the public administration to build and manage IT systems. Theoretical literature was reviewed, then a case study (interviews, observation, document review) was used to analyse the process of building and operating the e-RPO system by the Marshal’s Office of the Malopolska Region (MOMR). Based on the SWOT/TOWS analysis the key strengths, weaknesses, opportunities and threats were defined. MOMR enhanced its strengths (e.g., e-documentation, fast communication, impact on the system, facilitation of work) to take advantage of the opportunities (e.g., technical possibilities, learning possibilities). The analysis highlights the importance of a bottom-up approach to e-Government by a public organization and its members, while pointing out the risks of this process.

Autor postawił pytanie: jakie warunki wewnętrzne i zewnętrzne muszą zaistnieć, aby administracja publiczna mogła samodzielnie budować i eksploatować systemy informatyczne? Dokonano przeglądu literatury teoretycznej, następnie wykorzystano studium przypadku (wywiady, obserwacja, przegląd dokumentów), poddając analizie proces budowy i eksploatacji systemu e-RPO przez Urząd Marszałkowski Województwa Małopolskiego (UMWM). Na podstawie analizy SWOT/TOWS zdefiniowano kluczowe mocne i słabe strony oraz szanse i zagrożenia. Ustalono, że UMWM wzmacniał swoje mocne strony (m.in. eliminacja papieru, szybka komunikacja, wpływ na system, ułatwienie pracy), aby wykorzystać szanse (m.in. możliwości techniczne, możliwość uczenia się). Analiza podkreśla pozytywne znaczenie oddolnego podejścia do e-administracji przez organizację publiczną i jej członków, jednocześnie wskazując ryzyka tego procesu.
