Development is a category characterised by dynamism and includes not only a quantitative, but also a qualitative element. This is a process of multiplying the number of possible choices to be made by every human being. The following three factors play a fundamental role on all levels of development: providing conditions which enable long and healthy life, a full access to information, and an access to means allowing for decent standard of living. It is of crucial importance to diagnose the socio-economic, endogenous, and exogenous factors of the regional development. The following are the most important characteristics of decentralised development: good use of local resources (related to raw materials and to human resources), development based on continuation (on tradition), social bonds. However, it is difficult to unambiguously specify the above-mentioned factors, for they operate simultaneously (not with the same impact, however). The effort of the regional community's members is of extreme importance in the development of almost every region. Since the level, speed, and structure of the regional development always results from human talents, knowledge, foresight, enterprise, initiative, and own expenditures to improve living conditions. Thus, the factor called "human capital" plays a fundamental role in the development of modern society and economy. This study will constitute an analysis of the issues from the regional perspective, i.e. of Lower Silesia Voivodeship

Social policy conceived as the act of shaping life conditions and implemented by various institutions, including the state ones, requires appropriate financial resources. In the sector of public finances these resources can include budgetary as well as extra-budgetary means and these in turn can encompass the resources which are amassed and spent as state special-purpose funds. The article discusses the very nature and importance of the special-purpose funds in the fulfilment of the state functions. Four funds related to the area of social policy were selected out of those operating between 2005 and 2013: one fund refers to social insurance and three are related to the social tasks of the state. Th e study focuses on the main motives of creating and using the special-purpose funds within the scope of vital social tasks.

This paper analyses the data indicating a degree to which the female potential is used in Lower Silesia in the 21st century. The basic statistical measures illustrating the women's economic activity (economic activity rate, employment rate, unemployment rate, the reasons of excessive passivity) constitute the subject of this research. The capital and economic potential of Lower Silesian women is presented here on the basis of statistical data related to education and learning. Currently, education and the acquired knowledge as well as skills are the basic building material of "human capital", which often determines material status, which in turn allows for social advancement. That is why, education is deemed as an unquestionable value. The data on the choice of education can serve as the grounds for forecasting the situation of young women entering the Lower Silesian labour market.

This article reflects on technical and technological progress in light of society aging and on its impact on the society and economy, as well as on the states’ socio-economic development from the perspective of social science. The author also discusses the complex effects of population aging and describes the last stage of human life. The elderly face numerous limitations (especially health problems) and modern technology can provide appropriate solutions. Gerontechnology is the answer of modern science to the needs of the social class in question. The article provides examples of enhancing the quality and comfort of elderly people’s lives with the use of innovative products and services.
