Artykuł przedstawia propozycję zadań doskonalących obszary edukacyjno-zawodowe w systemie edukacji i na rynku pracy. W artykule wskazano, że w procesie przygotowania zawodowego osób z niepełnosprawnością należałoby uwzględnić potrzebę utworzenia kompleksowego systemu specjalistycznego, który zwiększyłby wskaźnik zatrudnienia i aktywności zawodowej na otwartym rynku pracy. Wskazuje, że wprowadzenie zmian oraz doskonalenie obecnych rozwiązań w zakresie zatrudnienia i rehabilitacji zawodowej oznacza większy udział osób niepełnosprawnych w życiu zawodowym, jak i społecznym. Aktywność zawodowa osób niepełnosprawnych rozwiązuje podstawowe problemy środowiskowe, integrację i odbiór niepełnosprawności w życiu społeczno-zawodowym. Zaprezentowane w artykule zagadnienia przedstawiają rozwiązania doskonalące system wsparcia osób z niepełnosprawnością, a także potrzebę przystosowania systemu edukacji zawodowej do otwartego i elastycznego rynku pracy. W artykule wskazano na dysfunkcję systemu w zakresie przygotowania zawodowego osób z niepełnosprawnością oraz potrzebę współpracy wielu podmiotów lub utworzenia ośrodka wsparcia, który na zasadzie zadań pomocowych wspierałby osoby z niepełnosprawnością w procesie edukacji, rehabilitacji zawodowej, zatrudnienia i aktywności na rynku.

The article addresses the problems related to vocational preparation, which is the crucial factor of professional activity of people with disabilities. It shows that professional activity of disabled people depends upon qualifications obtained during the process of vocational preparation, and in particular upon skills and professional interests. It also depends on commitment and motivation for work as well as cooperation of disabled people and the community. The article suggests tasks improving educational and vocational areas in the education system and in the labour market. It is also shown that in the process of vocational preparation of people with disabilities, the need to create a comprehensive specialist system, which would increase the rate of employment and professional activity in the open labour market should be taken into account. It is pointed out that introducing changes and improving existing solutions in terms of employment and vocational rehabilitation means a larger participation of disabled people in working and social life. Professional activity of disabled people solves basic community-related problems such as integration and reception of disability in working and social life. Theoretical issues presented in the article show solutions improving the system of support of people with disabilities as well as the need to adjust education system to the open and flexible labour market. It is important to improve the process of vocational training as it will make the situation of disabled people better thanks to acquired knowledge and skills, which are in demand in the local labour market. It will make it easier for people with disabilities to find a job, stay in the structure of employment and increase their motivation for professional development and active job searching. The article points out a dysfunction of the system in terms of employment of disabled people in the adjusted labour market. It also indicates the need for cooperation of several entities or to create a support centre, which will offer assistance, and therefore, increase the number of employed disabled people in the open labour market, and on the other hand, enhance their motivation for professional development and active job searching.

W artykule przedstawiono istotę i potrzebę wsparcia osób z niepełnosprawnością na drodze ich życia. Wskazano, że w celu dostosowania wsparcia do indywidualnych potrzeb osób z niepełnosprawnością konieczne jest wprowadzenie elementów doskonalących system pomocy. Zaprezentowano obowiązujące rozwiązania ustawodawcze, które mają na celu wsparcie oraz zintegrowanie osób z niepełnosprawnością i ich rodzin ze środowiskiem. Celem szczególnym jest wyrównywanie szans w życiu społecznym i zawodowym osób z niepełnosprawnością. Dodatkowo omówiono znaczenie wsparcia aktywności zawodowej i zatrudnienia na rynku pracy. Podjęto próbę oceny czynników decydujących o skuteczność systemu przy uwzględnieniu wdrażanych programów pomocowych, dofinansowań, świadczeń oraz zadań organizacji i instytucji wspierających osoby niepełnosprawne w życiu społecznym i zawodowym. Przedstawiono znaczenie integracji, wsparcia rodzinnego, wsparcia otoczenia, jak również przystosowanie systemu do potrzeby osób niepełnosprawnych. Wśród przedstawionych czynników odnoszących się do osób z niepełnosprawnością przedstawiono znaczenie przygotowania, doskonalenia zawodowego i przystosowania zawodowego do otwartego rynku pracy. Szczególne znaczenie ma także społeczny odbiór niepełnosprawności, który, odpowiednio ukształtowany, może wpłynąć na zmniejszenie problemu funkcjonowania osób niepełnosprawnych w życiu społecznym i zawodowym. Osoby z niepełnosprawnością w różny sposób odczuwają potrzebę bezpieczeństwa, niezależności czy dostępności do infrastruktury społecznej. To zróżnicowanie zależne jest to od wsparcia rodzin osób niepełnosprawnych, ich opiekunów oraz instytucji i organizacji pomocowych, w tym świadczących usługi w obszarze rehabilitacji i aktywności zawodowej.

The paper presents the essence and needs of support in the lives of people with disabilities. It shows that in order to adapt support to the individual needs of people with disabilities it is necessary to introduce elements improving the aid system. It indicates the tasks and importance of factors of the system supporting people with disabilities individually and in the social and professional environment. The paper proposes solutions to improve the system of equalisation of opportunities in social and professional life of disabled people. The importance of supporting professional activity and employment in the labour market was discussed. An attempt was made to assess the factors determining the effectiveness of the system, taking into account the implemented aid programmes, grants, benefits and tasks of organisations and institutions supporting people with disabilities in social and professional life. The importance of integration, family support, support of the environment as well as adaptation of the system to the needs of people with disabilities was presented. Among the listed factors relating to people with disabilities, the importance of preparation, professional development and adaptation to the open labour market was presented. The social perception of disability is also of particular importance, which, if properly shaped, can reduce the problem of functioning of people with disabilities in social and professional life. People with disabilities show differing levels of need for safety, independence or accessibility to social infrastructure. This diversity depends on the support of families of people with disabilities, their carers and aid institutions and organisations, including those providing education, rehabilitation and vocational activity services.

Wskazano, że na zatrudnienie i aktywność na rynku pracy osób z niepełnosprawnościami zdecydowanie wpływa integracja i społeczny odbiór niepełnosprawności. Przygotowanie i doskonalenie zawodowe absolwentów niepełnosprawnych jest czynnikiem współdecydującym o efektywnym wykonywania zadań zawodowych. W oparciu o badania własne podjęto próbę oceny czynników decydujących o skuteczność działań wspierających, służących zwiększeniu aktywności zawodowej osób niepełnosprawnych. Wśród przedstawionych czynników odnoszących się do osób niepełnosprawnych przedstawiono znaczenie doskonalenia zawodowego i przystosowania zawodowego do otwartego rynku pracy.

The article focuses on problems of professional work. The article also presents ideas on how to activate the disabled’s professional activity. Moreover,based on my own research, an attempt has been made to point out the factors influencing the disabled’s activity. The reasearch findings, based on results from secondary schools in Lubuskie Voivodeship,have shown the need for creating a flexible support system which would be accessible not only to the disabled but also their families.

Artykuł porusza problemy aktywności zawodowej i wsparcia osób z niepełnosprawnościami na rynku pracy. Na aktywność zawodową osób z niepełnosprawnościami wpływają kompetencje zawodowe, uzyskane w procesie kształcenia zawodowego skorelowanego z rynkiem pracy. W artykule przedstawiono zadania doskonalące aktywność zawodową osób z niepełnosprawnościami. Ponadto w oparciu o badania własne podjęto próbę oceny czynników decydujących o aktywności zawodowej i wsparcia osób z niepełnosprawnościami. Uzyskane wyniki badań przeprowadzone w szkołach ponadpodstawowych województwa lubuskiego wskazały potrzebę stworzenia systemu elastycznego, pomocowego dostępnego nie tylko dla osób z niepełnosprawnościami, ale również ich rodzin.
