Cracow comprises the biggest urban ensemble of the historic value that exists on the territory of Poland. After the end of WWII the city, which had not been destroyed, faced the critical changes determined by fast industrialization and urbanization. The new political and economic situation had a huge impact on the future of the entire metropolis. The changes left a strong mark on the cultural heritage of the city in which the historical suburbs were left without any public interest among the political decision makers. Despite the political problems already during the 1950s, Cracow saw the first investments in monument restoration, which were run using a different methodology that was most common in other cities, e.g. in reconstructed Warsaw. The inclusion into the UNESCO World Heritage List as early as 1978 put the spotlight on the city, where already under the conditions of the previous political regime the new and modern mechanisms were implemented for the financing and management of the restoration and conservation works. The real change occurred because of the political changes of the 1989 when the city saw its opening towards the rest of the world, the huge impact of international tourism as well as many new investments in the historical center. Within the last 25 years Cracow witnessed many widely designed restoration and conservation works. At the same time the city suffered from a deep crisis in urban planning, which occurred in Poland at the beginning of the 21st century.

The paper presents the concept and functional requirements of an IT tool to assist in the development of adverse event scenarios and the location of this IT tool in the process of civil planning. In addition, the paper provides procedures: development of adverse events scenarios, determination of a decision problem and verification of safeguards proposed in response to identified threats to which the object under consideration is exposed.

W artykule przedstawiono koncepcję oraz wymagania funkcjonalne narzędzia informatycznego wspomagającego budowę scenariuszy zdarzeń niekorzystnych oraz umiejscowienie tego narzędzia w procesie planowania cywilnego. Ponadto artykuł przedstawia procedury: opracowania scenariuszy zdarzeń niekorzystnych, budowy problemu decyzyjnego oraz weryfikacji zabezpieczeń zaproponowanych w ramach reakcji na rozpoznane zagrożenia, na które podatny jest rozpatrywany obiekt.

The city of Krakow has witnessed a rapid development of tourist services within the last three decades. The rapid increase in the number of individuals visiting the city, particularly its historic core, paralleled the growth observed in the number of hotels, short-term rental accommodations, and restaurants. Moreover, the tourist facilities of Krakow were reinforced by the expansion of the cultural sector organized in the model of amusement parks. The above-mentioned phenomena led to many functional and structural changes in the historic city center. One of them has been a significant decrease in the population size and the emergence of tourist-oriented monofunctional accommodation and dining services. The article aims to present the history of the development of the processes of “Disneyfication” and overtoursim of Krakow city center as well as to analyze the effects of the subsequent changes that led to these critical conditions.

W ostatnich trzech dekadach Kraków był świadkiem gwałtownego rozwoju usług turystycznych. Szybki wzrost liczby osób odwiedzających miasto szedł w parze z równie szybkim wzrostem liczby hoteli, lokali najmu krótkoterminowego oraz lokali gastronomicznych. Turystyczne funkcje Krakowa wzmacniał rozwój sektora kultury w duchu parków rozrywki. Wymienione zjawiska doprowadziły do wielu strukturalnych zmian w przestrzeni historycznego centrum miasta. Jedna z nich to drastyczny spadek liczby mieszkańców. Celem artykułu jest analiza kolejnych zmian, które doprowadziły do takiego stanu.

This article presents a synthesis of knowledge about safety management procedures for critical infrastructure in the context of risk management theory and the provisions of the Polish law on emergency management launched on of April 26, 2007. In this paper, the inadequacy of the accepted procedures at present is highlighted, as well as their continuous improvement and adaptation to prevailing political, legal, social, and economic conditions. This paper proposes using the concept of situational management and knowledge management to develop a new method of predicting, preventing, and responding to emerging crises within critical infrastructure. The considerations presented in this paper lead to a proposed concept system supporting critical infrastructure safety management through the implementation of knowledge management methods.

Conducted on large-scale computerization of public administration generates as many opportunities and threats for the efficiency of this process. One of these risks is independent, non-standardized processes with different results, which should be identical or at least comparable. The automation of such processes leads to the fixation of their shortcomings and in the implementation of the integrated IT system causes problems and reduces the efficiency of the implementation (by extending the time and cost, and sometimes even by blocking im-plementation). The proposed solution is to conduct in-depth analysis and standardization of processes before implementing an integrated IT system. The aim of the article is to present a method of standardization of pro-cesses and to demonstrate its utility on selected examples of units of public institutions. The presented method is one of the NCBiR project products, titled: A highly specialized platform supporting civilian planning and rescue in the public administration of Poland and in organizational units National Firefighting and Rescue System.

Prowadzona na szeroką skalę informatyzacja administracji publicznej generuje tyle samo szans, co i zagrożeń dla efektywności tego procesu. Jednym z takich zagrożeń są realizowane niezależnie, niestandaryzowane procesy, których wyniki różnią się pomiędzy sobą w sytuacji, kiedy powinny być identyczne, albo co najmniej porównywalne. Automatyzacja takich procesów prowadzi do utrwalenia ich mankamentów, a w przypadku wdrażania systemu zintegrowanego powoduje problemy i zmniejsza efektywność całego wdrożenia. Proponowanym w niniejszym artykule rozwiązaniem jest przeprowadzenie wnikliwej analizy oraz standaryzacji procesów przed przystąpieniem do wdrożenia zintegrowanego systemu informatycznego. Celem artykułu jest przedstawienie metody standaryzacji procesów oraz wykazanie jej użyteczności na wybranych przykładach jednostek instytucji publicznych. Prezentowana metoda jest jednym z produktów projektu NCBiR pt. Wysoko-specjalistyczna platforma wspomagająca planowanie cywilne i ratownictwo w administracji publicznej Rzeczypospolitej Polskiej oraz w jednostkach organizacyjnych Krajowego Systemu Ratowniczo Gaśniczego.

The authors are interested in some aspects of a development project entitled “The methodology of risk assessment for the purposes of crisis management system RP (ID 193751)”. The project funded by the National Research and Development Centre under the Competition 3/2012 (security and defense). As part of the project the following items were reviewed and analyzed: materials related to the Government Security Centre, already completed and available products of the project ID 193751, and literature relating to, among other things, crisis management, critical infrastructure, business continuity, security, and threats. The basic emphasis of the article is focused on the resource-critical infrastructure interpretation of the state, whereby the state is perceived as a complex administrative structure in which, on the basis of external and internal interactions of resources, the risk of threats measurement is done.

Business Intelligence technology for over 20 years is the market leader in analytical processing of data. As numerous market researches demonstrate Business Intelligence has substantial affect on global competitiveness of enterprises and on the stability of their position in the market, which is particularly important in times of economic downturn. Although main users of this technology are large companies and corporations, software vendors are still looking for solutions that are also available for the SME (Small and Middle Enterprises) sector and non-profit enterprises. One option available recently is possibility to use Cloud Computing environment. The article considers the opportunities and risks posed by the organization of Cloud Business Intelligence system on the example of using it in SME sector.
