The National Local Self-Government Institute (Polish: Narodowy Instytut Samorządu Terytorialnego) was established on 4th September 2015. It was supposed to perform tasks to the benefit of local self-government’s development and to improve its activities. These tasks comprised, among other things, development of expertise, opinions and evaluations related to the development of local self-government’s operations and its bodies; concepts of changes in legal acts related to self-government; publishing, promotional, educational and training activities; support with regard to management quality and institutional capacity development of local self-government units (Polish: jednostki samorządu terytorialnego – JST); implementation of programmes and projects co-financed with external funds, including the European Union, as well as promotion of civil society development and e-administration. Since its establishment, the Institute had not been evaluated by the Supreme Audit Office until last year, when NIK launched a comprehensive audit of the Institute that lasted from August 2024 to January 2025. The audit comprised the operations of the Institute over the last six years (2019–2024). The objective of the audit was to examine whether the activity of the Institute, including its financial management and performance of tasks, was appropriate.

Dekadę od utworzenia Narodowego Instytutu Samorządu Terytorialnego (NIST, Instytut) pojawiły się głosy, że nie zrealizował celów, dla których został powołany. Zgodnie ze statutem NIST powinien wspierać harmonijny rozwój samorządu, przygotowywać ekspertyzy i opinie dotyczące jego stanu, podnosić standardy działania m.in. przez aktywność badawczą i analityczną oraz edukacyjno-szkoleniową związaną z funkcjonowaniem administracji publicznej. Najwyższa Izba Kontroli podjęła kontrolę działalności Instytutu, która wykazała liczne nieprawidłowości, polegające m.in. na: wykorzystywaniu jego zasobów do prowadzenia kampanii wyborczych, organizowaniu seminariów dla osób niebędących przedstawicielami samorządu terytorialnego, podawaniu w księgach rachunkowych nierzetelnych danych.
