Malopolska voivodeship is one of the most diverse regions in Poland with a view to level of economical development. It is on the 5 th place in the country, even though it has significant social and economical potential (7,2% of gross domestic product). Relatively strong position in economy of the country is the result of big participation in global production, which is being selled for industry and construction industry, activity in a field of the housing industry and low level of unemployment. However negative tendency is observed, for instance: traditional economy with very low level of competitiveness is dominating in many branches of industry in Malopolska voivodeship. This paper is an attempt to judge development of Malopolska voivodeship in dynamic order, in years 1999 – 2007. Comparative analysis has been carried out; development of Malopolska voivodeship was compared with other Polish regions. Accepted methodology of research needs to find the right synthetic development indicator in the scope of selected components, which are; demography, human recourses, labour market, industrial potential, agriculture, technical infrastructure, conditions of live, healthcare and social care, education and upbringing, present state of environment and it’s protection. From the point of view of the carried out research it seems very positive, that Polish regions noticed growth of development potential in the tested period. It is especially important to pay attention on Slaskie voivodeship potential (in years 1999 – 2006 this voivodeship had the highest synthetic development indicators) and Lodzkie voivodeship (the highest development potential in 2007). Development of Malopolskie voivodeship must be positively judged too. In the tested period this region had the highest development dynamics; thanks to this fact it was on the 7 th place in the ranking of all Polish voivodeships.

A role of innovations and competitiveness in regional development is obvious. In contemporary world economy competitiveness is a basic development mechanism and innovation is a key factor of competitiveness. Competitiveness based on innovativeness and continual technological progress is the challenge for Polish economy and for economies of Polish regions. Regional Innovation System (RIS) is a key element to build regional innovative potential. Its eff ectiveness depends without doubt on its subsystems: innovation and technology transfer; international and country institutions and organizations; central, regional and local governments and other organizations that support business and entrepreneurship. But institutional aspect of Regional Innovation System is not the only one possible. The spatial structure of it – how these elements are spread in regional space – is also of the great importance. The spatial structure of RIS and its impact on regional innovativeness is a main subject of the paper. There are certain reasons to undertake research in that direction. First, the spatial aspects of Regional Innovation Systems are very oft en omitted. Including spatial aspects of RIS functioning to analysis can deepen our knowledge on RIS’ nature – it can helps us to design lower-cost and more eff ective networks between elements of the whole system. Second, lack of knowledge in subregional structure of innovative potential of the country can lead to wrong decisions and failures in interregional policy. Third, not only institutional structure but also “reasonable” spatial deconcentration decide on meaning of Regional Innovation Systems in socio-economic development stimulation. Presented empirical analysis can help to defi ne this “reasonability” and its connections with other determinants of Regional Innovation Systems’ eff ectiveness. In many elaborations innovativeness is treated without taking into consideration its spatial aspects. In this paper, on the basis of Regional Innovation System of Małopolskie Region (Voivodship), an unique attempt of undertaking spatial subregional analysis of innovation system is presented.

The study refers to assessing cross-border cooperation between Poland and Slovakia and sets out the assumptions of the prospect of this cooperation, going beyond the period of research included in the article. The scope of considerations included, in particular, the historical approach to the development of relations between the cross-border areas of these countries from their beginning, to the previously implemented programs: Operational Program of Cross-Border Cooperation Poland-Slovakia 2007-2013 and Cross-Border Cooperation Program Interreg V-A Poland – Slovakia 2014-2020. The research carried out in the article included a descriptive analysis of quantitative data, obtained on the basis of the indicated documents, including their priority axes, investment priorities, as well as detailed objectives, along with the assessment of the financial perspective 2007-2013. Initially, the effects of cooperation in the current programming period were also reviewed. The results of the analysis allowed to conclude that in the current programming period, the role of the Priority Axis I and II was strengthened in the co-financing structure. Less emphasis was placed on Priority Axis III. The assessment of partial information from the implementation of the Cross-Border Cooperation Program in the current programming period shows a great interest in the implementation of projects in the field of cross-border policy. The positive effects of the implementation of the Cross-Border Cooperation Program Interreg V-A Poland-Slovakia 2014-2020 are noticeable even before its final evaluation.

W opracowaniu podjęto próbę oceny współpracy transgranicznej Polski i Słowacji oraz określono założenia perspektywy tej współpracy, wykraczającej poza ujęty w artykule okres badań. Zakres rozważań obejmował w szczególności ujęcie historyczne rozwoju relacji pomiędzy obszarami przygranicznymi tych państw od ich początku, po realizowane dotychczas programy: Program Operacyjny Współpracy Transgranicznej Polska-Słowacja 2007-2013 oraz Program Współpracy Transgranicznej Interreg V-A Polska – Słowacja 2014-2020. Badania przeprowadzone w artykule obejmowały analizę opisową danych ilościowych, pozyskanych na podstawie wskazanych dokumentów, z uwzględnieniem ich osi priorytetowych, priorytetów inwestycyjnych, a także celów szczegółowych, wraz z oceną perspektywy finansowej 2007-2013. Wstępnie dokonano również przeglądu efektów współpracy w obecnym okresie programowania. Wyniki analizy pozwoliły stwierdzić, że w obecnym okresie programowania wzmocniono w strukturze dofinansowania rolę Osi Priorytetowej I i II. Mniejszy nacisk położono natomiast na Oś Priorytetową III. Ocena informacji cząstkowych z realizacji Programu Współpracy Transgranicznej w obecnym okresie programowania świadczy o dużym zainteresowaniu realizacją przedsięwzięć w zakresie prowadzonej polityki transgranicznej. Pozytywne zaś efekty realizacji Programu Współpracy Transgranicznej Interreg V-A Polska-Słowacja 2014-2020 są zauważalne jeszcze przed dokonaniem jego końcowej ewaluacji.
