Działalność podmiotów rynku turystycznego determinują czynniki płynące z otoczenia zewnętrznego: kulturowo-społecznego, polityczno-prawnego, makroekonomicznego, technologicznego, związanego ze zmianami w strukturze podaży i konsumpcji. Utrudnia to podejmowanie decyzji biznesowych, zwłaszcza w krótkim, średnim i długim horyzoncie czasowym.

The activity of tourism market entities determines the factors flowing from the external environment: cultural and social, political and legal, macroeconomic, technological, related to changes in the structure of supply and demand. Particularly because the most difficult predictable factor for the functioning of tourism business are also crisis phenomena (natural disasters, terrorism, industrial disasters, epidemics and pandemics), taking place in various regions of the world (tourist destinations), and affecting the activities of tourism enterprises in the tourist emission countries. Nowadays, tourist business is exposed to more and more frequent changes resulting from these groups of conditions. This makes it difficult to make business decisions, especially in the short, medium and long term. An important group of issues for tourism market entities are legal issues related to the change of the regulatory system, for example from July 2018 changes in the regulation of the touroperator market in the European Union. The purpose of the article is to classify external factors (macro-environment) determining the functioning of tourism enterprises along with an attempt to assess the direction of their changes on selected aspects of the company’s operations and their impact on the operational, tactical and strategic activities.

Czynniki produkcji to środki uczestniczące w procesach produkcji zarówno dóbr rzeczowych, jak i usług. W klasycznej teorii czynnikami produkcji są praca, ziemia, kapitał. Uzupełniane są one we współczesnym ujęciu tzw. czwartym czynnikiem, który obejmuje postęp techniczno-organizacyjny, informację, innowacje i wiedzę. Czynniki produkcji stanowią także moc sprawczą funkcjonowania gospodarki turystycznej. W opracowaniu zostaną przedstawione zagadnienia teoretyczne dotyczące roli czynnika pracy w szeroko rozumianej gospodarce turystycznej.

Obok instytucji publicznych: rządowych i samorządowych, istotną rolę w kształtowaniu i realizacji polityki turystycznej na szczeblach: krajowym, regionalnym i lokalnym posiadają turystyczne organizacje pozarządowe, a zwłaszcza podmioty samorządu gospodarczego hotelarstwa, biur podróży i agroturystyki.

W artykule podjęte zagadnienia polityki turystycznej Unii Europejskiej i wybranych krajów w zakresie upowszechnienia mobilności turystycznej obywateli UE, a zwłaszcza wybranych grup społecznych.
