The vast array of responsibilities assigned to local self-government include also public security. This is all the more important as it must be ensured at every tier of administration, including in the regions. The local self-government, as the basic form of decentralised public administration, is situated closest to citizens and is therefore most responsive to their needs, with security needs being fundamental needs that must be addressed on a continuous basis. The jurisdiction of local and regional government bodies in the field of public security concerns many areas, but it is the local government which holds most of these responsibilities while the regional government is entrusted with less responsibility in this matter. This characteristic covers the institution of emergency states, crisis management, or issuing public order regulations.

The aim of the article is to analyse Russian active measures in the context of psychological warfare. Active measures are defined as the actions of political warfare conducted by Russian secret service. In case of Russian Federation they are the core of psychological operations that are tools of realising international and domestic policy priorities. Active measures include disinformation campaigns and supporting insurgency in opponent states. Regarding the context of psychological operations active measures are designed to model the mental sphere of opponent society. Active measures are aimed at weakening the unity of the European Union as well as common trust in NATO. Creating favourable atmosphere for Russian activity is the main goal of implementing active measures. Therefore active measures are considered as a great part of Russian interpretation of psychological warfare. Although active measures can support the military activity they are designed to influence the mental sphere of opponent society and are used to create opinions and interpretations that match Russian interests. Those measures are difficult to identify and therefore are threats that are not easy to counteract.

The way cyberspace is conceptualized in security discourses shapes strategies, tools and possible solutions developed within the ICT security debate. Putting forward processual ontology of cyberspace helps in apprehending the unique dynamics of this new domain arising from the intersection of ICT with social and political phenomena. Cyberspace is presented as a process of data transmission and information cognition/processing in the digital domain. It contains time as an inherent dimension and includes all subjects and objects of this process: data (codes, packets, files, texts), information (structured or operationalized data), human and computer agents (people, software) and communication environment (hardware, protocols). Processual ontology is based on the fact that ICT is a man-made realm with almost unlimited potential to expand, where physical distance is lapsed and bits are the primary matter. This theoretical stance blurs the line between human and non-human agents, dehumanizing the idea of actorness by categorizing both humans and computers as actors. Finally, processual ontology of cyberspace promotes resilience strategies both in the private sector as well as on national and international level.

The submitted document opens the debate on the future of European defence. In the present geostrategic context, it is advisable that the European Union should increase its military potential by, inter alia, reducing the number of weapon systems, strengthening cooperation regarding defence industry, increasing operational interoperability and achieving strategic autonomy. The authors point out that the implementation of these goals may be difficult due to the fact that they assume, to a lesser or greater extent, limiting t defence autonomy of member states, as well as due to the controversy that would arise around a “fair” distribution of costs and profits among individual states related to the process of integration of the European defence industry.

Electronic voting (as well as computer-aided voting) is an interesting subject for many countries around the world. The idea to implement e-voting into elections and referenda is widely discussed not only by members of parliaments and governments throughout the world but also by regular voters, IT specialists, engineers or people who work in organisations/associations supporting application of ICT in government. This idea is strengthened by the fact, that e-voting is successfully applied in Estonia and Switzerland for several years. However, in some European states (e.g. in the Netherlands, Norway and Austria) the attempts to implement that form of participation in elections fell out to be unsuccessful. This article aims at providing an answer to the question about the matters of security during implementation of electronic voting systems, which are more and more popular as an additional form of voting during elections or referenda. The theoretical context of the considerations is based on the concepts of electronic democracy (as a new paradigm of democratic power in contemporary states) and voting supported by ICT (understood as the essential tool for e-democracy). Apart from theoretical considerations on the e-voting itself, this text includes references to the most important motives that accompany e-voting implementation and then it delivers arguments on various aspects of security within the e-voting system.

The study presents information on the legislation on the cybersecurity system in selected European Union countries. The discussed laws in force in individual countries implement the NIS Directive concerning measures for a high common level of security of network and information systems across the Union. The NIS Directive specifies the institutions that should be established in all Member States; it regulates cooperation at the European level and imposes obligations in the field of network and information systems security, including the duty to adopt a national strategy on the security of network and information systems.

In the face of technological advances and, as a result, the increasing threat of the loss of growing amount of data collected by financial institutions, it seems necessary to employ effective security measures in the process of information management. The necessity to implement information security management systems (ISMS) by all institutions processing personal data is reflected in national legislation. The requirements resulting from contemporary hazards and legal provisions are concurrent with the requirements of the international standard ISO/IEC 27001, concerning the designing of the information security management system. This standard is most widely used by IT companies, however, the financial sector that collects and a processes huge amount of personal data, constitutes its significant recipient. Most of the companies certified by this standard come from the Eastern Asia and Pacific region, dominated by Japan, and from Europe, where the United Kingdom is the leader. In Poland the use of ISO/IEC 27001 is growing, yet the financial institutions that fulfill its requirements are still in a minority. It seems that from May 2018 on, national regulations imposing greater responsibility for the security of personal data on the institutions processing it, will bring the above-mentioned standard into focus.

Before I proceed to further detailed and developed arguments, I would like to present the main research problem involving the following question: how did the Border Protection Forces evolve in the years 1945–1965 from the perspective of the legal system and the constitutional law in particular. The constitution referred to above is not the basic law “as such”, in common parlance, but it is the constitution present in the course of the evolution of the legal status of the Frontier Protection Forces. This article is mainly focused on this constitution, although, apart from that, it contains the spectrum of legal and constitutional schemes adopted in different periods of the functioning of the Border Guard Forces in their constitutions. It is therefore immanent to present the process of the functioning of the Border Guard Forces – the origin and evolution of legal norms in the light of the constitution and the whole system of law, as well as the changes taking place in the system of law in the time-space between 1945 and 1965. Taking into account the defined objectives, it turned out to be necessary to present the work from a historical perspective. The chronology of facts is important for the discussed subject matter, as it helps to systematize the deliberations. The structure of the work has been adapted to the above principles of this publication. It begins with a legal-historical part introducing the subject of the tradition of constitutionalism in Poland. It presents the reasons for the creation and the process of subordination of border formations to various institutional solutions, and systematizes the legal and organizational transformation of the Border Protection Forces created in 1945 as a separate type of troops by the Ministry of Public Security and the Ministry of Internal Affairs as part of the People's Army of Poland. The Border Protection Forces repeatedly revised its structural-bureaucratic subordination from the Ministry of National Defence through the Ministry of Public Security to the Ministry of the Interior and vice versa. The general research method became a legal-historical method to reconstruct the past state of affairs, the evolution of the legal status of the Border Protection Forces.

This paper combines a review of the strategic security of European countries in 2017, and the creation – on the basis of the international scenario method – of short-, medium- and longterm forecasts. The authors address both the nature of armed conflicts (including the so-called ‘frozen conflicts’) and the escalation of terrorist acts. Also, the issue of the immigration crisis has been highlighted as causing both the rise of radical public sentiments and being a ‘source’ of the smuggling of people (including terrorists) and goods (including weapons which are later used in attacks).

The article presents and analyzes selected basic problems coinciding with the issues of the inclusion and integration of population into the domain of social security, and it answers the research question: what is the proper, complete and exact meaning of the notions of security, social security, and social welfare? Critical semantical analysis of many works and statements, from classical to modern to newest ones, is the principal research method. According to the central conclusion, the most proper definition of social security identifies it with care, protection and control and not mainly with the absence of threats. The author underscores that leading publications identify social security with protecting the existential foundations of human lives and assuring the fulfillment of individual needs (material and spiritual) and aspirations through the creation of conditions facilitating work and education, and through healthcare and pension guarantees. Part One of the article focuses on the etymology of the definition of security, and on the conventional understanding of security. Part Two is devoted to the natural definition of security, especially social security. Part Three provides information on the topic of social security, considered from the angle of protection and control of people’s living standards.

Author analyzed the programs of all Czech political parties which have their representatives in the Chamber of Deputies in the parliamentary term 2013–2017, assuming that political programs are a reflection of the public discourse, and of the public eye. Security is one of the most important categories in the programs of Czech political parties, in some literally the most important, however, this importance is determined through quantitative, not qualitative, perspective. Diagnosis and solutions are similar in all cases, what allows to conclude that security is not a factor differentiating the Czech political scene.

The purpose of this paper is to verify the hypothesis that bilateral relations with Turkey will be in the near future a fundamental factor for the security of the European Union, especially in the context of the migration crisis that the European Union has been facing since 2014. Although the escalation of influx of migrants and refugees is a serious challenge both for Turkey and the EU, the final destination for hundreds of thousands of people coming from North Africa and Middle East is indeed the European Union, which naturally makes it more interested in stopping the uncontrolled stream of irregular migrants. But it is Turkey who holds the key to solving the problem, as its territory is one the most popular trails to Europe. Turkish authorities being aware of their own significance play a well thought-out diplomatic game focused on strengthening Turkey’s position towards the EU which has until today treated Turkey as an eternal candidate to membership, ready to implement ever far-reaching requirements in return for a hazy vision of future accession. The migration crisis and related risk of deep destabilization of the whole EU seems to have become a factor of change of Turkey’s position from a petitioner to a decision-maker with actual impact on European security. In order to verify this hypothesis the following methods have been applied in the research: examination of documents, institutional-legal analysis and analysis of the decision-making process. Moreover, to ensure that the analysis is comprehensive, both English and Turkish language sources have been examined.

This article makes a contribution to the ongoing paradigmatic debate concerning management science, aiming to define more precisely its constructs. At present, within this field there is a lack of definition, of a universally accepted way of seeing reality, which results in a clear deficit in pedagogical identity. Our proposal for a new paradigm is based on three descriptors or constructs (prisms): organization, knowledge, and safety (OKS); in this model, the leading role is played by human. The “organization” prism, in the classic sense, concerns the organization with an emphasis on the implementation of the personalistic vision of human. The “knowledge” prism includes the technical, social, and economic aspects of the collection, processing, and use of knowledge. The “security” prism is an aspect related to the identification and prevention of crises and threats to the functioning of the OKS triad as a whole.

For several years, the European Union (EU) has been increasing its international presence and moving into the role of a global security actor. To support the goal of greater crisis management capabilities, European security integration (ESI) has been deepening. This article therefore examines an Ell operation - the European Union Training Mission in Mali (EUTM Mali) - with the aim of gauging the success of the EU's efforts at ESI. To determine the success of EUTM Mali and thus of ESI, three propositions are examined: if EUTM Mali is a security operation showing successful security integration, there will be evidence of (i) broad participation, (ii) financial burden-sharing and (iii) the successful incorporation of troops and equipment. The first and third propositions are supported whereas the second does not receive as much support. Overall, EUTM Mali shows considerable success and bodes well for further ESI.

The article discusses the complex national, economic, and cultural relations in the north- -Caucasian republic as well as evaluates the consequences of the Russian politics towards Chechnya since the end of the second intervention until now. It is a picture full of contradictions. The success of rebuilding the infrastructure of the republic and ensuring safety to its citizens was paid with authoritarian regime of Ramzan Kadyrov. The republic is becoming an Islamic enclave in the area of Orthodox Russia. It gives rise to concerns about the territorial integrity of the Russian Federation. Thus, the price that Russians are paying for winning the war against separatists is high and still difficult to define in its final political and economic reckoning.
