The paper is the second part of a study regarding the significance of cultural phenomena in developing the state’s defensive and competitive capabilities. The author portrays national culture against the background of the state’s defensive capability and competitiveness. Moreover, the paper discusses factors that might improve or weaken the state’s current defensive capability and competitiveness. Thirdly, there is presented a suggested course of action for policymakers and governmental authorities whose aim is to build firm foundations in the future for the defensive capability and competitiveness of the state.

The paper consists of two parts and is theoretical and empirical in character. This part shows national culture as society’s main force in the struggle to maintain its continuity and integrity by building up the competitive and defensive capabilities of the state. The study is mainly focused on presenting theoretical and legal premises regarding the issue of the state’s defensive capability linked to its competitiveness on the cultural plane. The discussed premises stem from the long history of societies that function within the framework of market economy and that base their economic competitiveness and defensive capabilities on a highly developed culture of trust. This type of culture fulfils a number of defensive functions and is also projected to be used in the European defensive policy.

W opracowaniu podjęto rozważania dotyczące założeń do transformacji kulturowej polskiej Policji na rzecz dalszego uspołeczniania jej działalności. Za punkt odniesienia w niniejszym opracowaniu przyjęto założenia partnerskiej kultury policji preferowanej w kulturze Zachodu i opartej głównie na regułach moralnych. Opisu partnerskiej kultury policji dokonano także w relacji do klasycznej kultury policji. Na podstawie zaprezentowanych badań empirycznych opisano lukę kompetencji moralnych ocenianych decydentów w wersji wariantowej, która występuje między zidentyfikowanym poziomem rozwoju kompetencji moralnych, a postulowanym przez założenia partnerskiej kultury policji, w układzie całej próby badawczej oraz z uwzględnieniem jej podziału na decydentów z jednostek terenowych i wyższego szczebla dowodzenia. Wyniki badań ukazały, nieakceptowane społecznie w sferze bezpieczeństwa ludzi, rozbieżności między stanem zidentyfikowanym a postulowanym w kontekście wymagań partnerskiej kultury policji, a także wyższy poziom rozwoju kompetencji moralnych decydentów z terenowych jednostek Policji w relacji do decydentów z komend wojewódzkich Policji i Komendy Głównej Policji.

The study considers the assumptions for the cultural transformation of the Polish Police for the benefit of further socialization of its activities. The point of reference in this study was the assumptions of a partnership police culture preferred in Western culture and based mainly on moral rules. The description of the police partnership culture was also made in relation to the classic police culture. On the basis of the presented empirical research, the gap in moral competences of the assessed decision-makers was described in a variant version, which occurs between the identified level of development of moral competences and the one postulated by the assumptions of the police partnership culture, in the structure of the entire research sample and taking into account its division into decision-makers from local and higher-level units command. The results of the research showed, socially unacceptable in the sphere of human safety, discrepancies between the identified and postulated state in the context of the requirements of a police partnership culture, as well as a higher level of development of moral competences of decision-makers from local Police units in relation to decision-makers from provincial Police headquarters and the Police Headquarters.

W artykule przedstawiono analizę postulowanych i zidentyfikowanych postaw moralnych decydentów z krajowych instytucji administracji rządowej i samorządowej w aspekcie oddziaływania tych postaw na poziom rozwoju klimatu moralnego badanych instytucji publicznych. Siłę i kierunek oddziaływania moralnych postaw kierowników w ww. kontekście określono za pomocą statystyki Spearmana. W niniejszym opracowaniu opisano także postawy urzędników odnośnie do wykonywania społecznej misji związanej z administracją publiczną, funkcjonujących w warunkach określonego poziomu kompetencji moralnych decydentów i rozwoju klimatu moralnego.

The paper presents an analysis of the postulated and identified moral attitudes of decision makers from national state administration and local government institutions and the impact of these attitudes on the development of the moral climate in the public institutions surveyed. The strength and direction of the impact of moral attitudes of these managers on moral climate was described using Spearman's statistics. The present study also shows the attitudes of officials in the performance of their social mission related to public administration, where a certain level of moral competence of decision makers is expected, and moral climate is supposed to develop.
