Public Administration in the Third Greek Republic in the Context of the Economic Inefficiency of the StateIn his article, the author raises a variety of issues related to the Greek public adminis- tration. The characteristics of the Greek administrative model are presented taking into account the distribution of the national and local government. Later in the article, the author points to the relationship between the poorly construct- ed (and dysfunctional) Greek model of public administration and the economic prob- lems of the state. On the basis of empirical research in the form of in-depth interviews and analysis of existing data, the author offers some conclusions concerning the Greek government, dealing with a major disability in its functioning. It also identifies various pathological phenomena that have occurred, or are taking place in the Greek govern- ment, for example: overstaffing in the public sector, excessive bureaucracy, corruption, or irresponsible financial policy. In the final part of the article, the author raised the issue of the challenges for the Greek model of public administration, from the point of view of the organisation and man- agement of this administration. In addition, the author points to the indispensability of these challenges, taking into account the efficient functioning of public administration in the future.
The paper is devoted to the theoretical and practical aspects of local self-government institutions in non-democratic countries. Generally, such countries persistently avoid decentralisation and the strengthening of local authorities. Nevertheless, they make efforts that aim to reform and reshape these institutions. In the paper, theoretical establishments are confronted with the case of the Republic of Belarus. After becoming an independent state, the government undertook efforts to introduce local self-government; however, shortly after the President of Belarus election, Alexander Lukashenko reversed this trend. In the following years, Belarus evidenced re-centralisation and optimisation of the weak local governments. The main goal of these changes was to include local bodies in the policy of central authorities. The paper also presents general conclusions and recommendations concerning possible future decentralisation.

Artykuł poświęcony jest teoretycznym i praktycznym aspektom funkcjonowania instytucji samorządu lokalnego w państwach niedemokratycznych. Co do zasady państwa takie unikają decentralizacji i rozwoju samorządności. Mimo to podejmują one rozmaite działania reformujące i zmieniające te instytucje. Artykuł wieńczą wnioski i rekomendacje odnośnie do kierunku ewentualnych reform decentralizacyjnych.
It is more than two years since the „centralization law” entered into force. As a consequence, local governments had to integrate their VAT settlements with organizational units. To this day, local governments have problems with the correct settlement of tax. The following article discusses selected disputes, including the current case law of administrative courts.

The article undertake the problem of centralization of business. Centralisation is also a factor contributing to the reduction of its regional character. Conditions of centralization and decentralization, as well as their possible consequences were presented. This gave rise to the analysis of centralization of banks operating on the Polish market and to draw conclusions.

For Poland, the turn of the 1980s and 1990s for Poland was the beginning of a profound systemic change dubbed transformation. As the result of multifaceted alterations, a new political system was shaped based on the patterns, standards and principles on which democratic states and societies base their organization and functioning. The principle of decentralization determined the direction and nature of changes in the construction of the administrative apparatus of the state, so that its bodies and institutions could perform the assigned tasks and functions in a practical manner. Local governments became a significant component of the new structure of public authorities, and they were entrusted with the implementation of the part of public tasks which directly concerned local and regional communities. And although Polish local governments were not free from defects, and the implementation of tasks caused tensions between the state and local governments, until 2015 the principle of decentralization was respected by those in power. However, the elections in 2015 brought a change, and the new ruling party revealed its actual attitude to state governance, including all forms of local government.

The COVID-19 pandemic posed unprecedented challenges to global health systems, revealing significant disparities in public health management across countries. This study investigates the divergent health outcomes observed in Poland and Sweden, focusing on the implications of their differing healthcare governance models – centralisation in Poland versus decentralisation in Sweden. The primary objective is to explore how these governance structures and the respective data collection strategies influenced COVID-19 outcomes, including infection rates, mortality and vaccination availability. A comparative analysis of national and regional epidemiological data from 2020 to 2023 was conducted, employing statistical validation techniques to ensure robustness. The findings indicate that Poland’s centralised approach, characterised by strict enforcement of health policies, resulted in higher morbidity and mortality rates, with over 6.55 million reported cases and an excess mortality rate of +18%. In contrast, Sweden’s decentralised model, which integrated socio-economic factors into health responses, reported 2.73 million cases and +6% excess mortality rate. The study highlights the impact of socio-economic determinants on health outcomes, revealing that immigrant populations in Sweden faced a mortality rate three times higher than that of native Swedes. The analysis underscores the need for coherent health policies within the European Union, advocating for regulatory reforms that enhance the capacity of the European Centre for Disease Prevention and Control (ECDC) and promote equitable health standards across member states. Ultimately, this research contributes to a deeper understanding of the consequences of divergent healthcare governance models and offers insights for developing more effective public health policies in the EU, emphasising the importance of resilience and equity in future health crises.
In the early 90’s public authorities in Poland considered all kinds of planning as a remaining of the socialist economy, unnecessary under the free-market rules. As a consequence, the chaos became a dominant characteristics of the Polish space at the beginning of the XXI century. This applies also to the situation in Warsaw Metropolitan Area, that exists as a real system of functional relations, but not as an administrative or planning unit. In effect, we observe the “wild urbanization” of the suburbs, and lack of development in the central part of the city. Recent centralization of local government in Warsaw has made the situation even worse, by blocking the investment and planning decisions. All these processes may lead to further marginalization of Warsaw as an European metropolis.

Widoczna centralizacja władzy samorządowej doprowadziła tu do zatorów decyzyjnych i zahamowania inwestycji. Zjawiska te mogą prowadzić do marginalizacji Warszawy jako metropolii europejskiej.
The problem of centralization and decentralization is very interesting and important in management science, political science, sociology, political economy, economics and regional sciences. The discussion over the centralization versus decentralization is a never-ending one. It is an age-old battle of standardization versus autonomy, corporate efficiency versus local effectiveness and pressure on costs and resources versus accommodation of specific local needs. The advantages of each model are, in essence, the disadvantages of the other. Decisions to decentralize or centralize must be derived from a careful cost–benefit analysis. The debate over whether to centralize or decentralize is not so much over which type of strategy is more effective but the degree to which each strategy is used in combination with one another.

Decentralization was one of the strategic mottos of system transformation in Poland after the fall of communism In 1989. These transformation processes encompassed also the sector of culture. Now, this strong trend towards decentralization has been mitigated or even reversed in various areas. The aim of the article is discourse analysis of centralization/ decentralization of cultural Policy based on declarations of election programs of the Civic Platform (before elections in 2007 and 2011) and Law and Justice before elections in 2014. The key research axis was the way of managing culture and the understanding of values, which state-based culture has to support.

The centralization, depoliticization and empowerment of judges in the French counter-terrorism system is an effective measure against terrorism, despite the fact, that it is controversial. The article will discuss the powers of the leading judicial bodies in the fight against terrorism, their advantages and disadvantages. The article emphasizes the thesis of the effectiveness of the anti-terrorism system in France, even though it is based on complex principles.
The concept of decentralization has fixed content and the scope of meaning. At present, defining decentralization only through the lack of hierarchical dependence would be incorrect. One can speak of the external and internal limits of decentralization. The internal limits of decentralization are political or legal determinants of decentralization. The external limits of decentralization are those which closely interact with centralization – as an opposite category, but complementary to decentralization. Outside of decentralization and centralization, there is a place for autonomy. Autonomy is in contradiction with the state’s unitarian character.
The aim of this study is to present the main features of the reform process in the Hungarian education system after 2010 and comparing it to the Polish education reform started in 2015. The analyzed education systems had common characteristics but since the fall of Communism they have developed differently. Nevertheless, we can observe several significant similarities in comparing the two recent reforms, the most prominent among them are the ways in which the reforms were prepared and implemented. In both cases, a dominant group with sufficient political powers decided to form the national education system in order to correspond to their worldview and political needs.

The aim of the article is to discuss the close relationship between the centralization of the state system and the maintenance of power — based on the research presented in the excellent work of Alexis de Tocqueville, The Old Regime and the Revolution. Tocqueville skilfully combined two aspects perceived in the discussion about the genesis of supervision over territorial self-government: the aspect of protection of human and civil rights and the aspect of the Revolution, that took over most of the changes that strengthened the centralism with which the monarchy built up the structure of maintaining power. The aim of the considerations discussed here is to recall the relatively rarely mentioned passages of the texts, that justify the decisive assessments with which Tocqueville closed the analysis of the systemic practice of the monarchy in various fields, showing the timeless role of centralization in strengthening absolute power. Among the several described situations, the importance of independent courts in the protection of individual rights should be emphasized. The article is closed with the summary of the phases of systemic transformation of supervision over the department’s self-government in France.

The paper’s aim is to explore the federal-regional model of relations as far asinternational activities of regions is concerned. A persistent centralization tendency, applied to the federal-regional model of relations and started under Vladimir Putin’s presidency, has created an unusual concept of centralist coordination concerning the international activity of regions. Despite the federal dominance over regions, the concept is far from being consolidated, since the Kremlin lacks the resources, mainly human, to fully control the political situation in the regions. Yet, this evolving centralist concept seems to be detrimental not only to regions’ interest, but also questions the strength of Putin’s model of an authoritarian regime in the long term.
Przedmiot opracowania dotyczy konstytucyjnych i ustawowych podstaw działalności gospodarczej jednostek samorządu terytorialnego.

The subject of the study concerns the constitutional and statutory basis for the economic activity of local government units. According to the Constitution, they are not entitled to the attribute of economic freedom, and therefore they should focus their economic activity on satisfying, in accordance with the laws, the needs of a given community of residents, avoiding economic risk and going beyond their own tasks. The insufficient level of local government’s own revenues was criticized, especially after 2015, which is inconsistent with the constitutional assumptions and causes financial crises, drastically limits expenses in many local governments, making it difficult to adequately meet the needs of residents.
Z jednej strony interwencja państwa łagodzi niedomagania rynku i prowadzi do sprawiedliwszej redystrybucji dochodów. Z drugiej zaś rynek elastycznie i efektywnie koryguje błędy rządu. Przy okazji uwypuklił on wszelkie złe wrodzone cechy kapitalizmu: rząd i rynek wspólnie pracują nad uczynieniem nierówności w dochodach jeszcze mniej sprawiedliwymi i działają ramię w ramię nad kreowaniem trwałego masowego bezrobocia.

According to the author, a radical change has occurred in the political structure of the Hungarian state: it is not a democracy any more, but an autocracy. In close relation to this, the article views the damage done to societal and state institutions. The author does not call for any changes of emphasis - he is still convinced that the main problem lies in the replacement of democracy by autocracy - but he views his previous conclusions from a different angle: the tendency to centralize. The author claims that in most countries, the state and the capitalist market economy coexist in some way. In fact, the relation can be very beneficial in some cases, despite frictions. On the one hand, state intervention cushions the market's failures and makes income distribution fairer. On the other, the market flexibly and effectively corrects the government's mistakes. But these fortunate cases do not refute the general observation that state and market are two different kinds of organism, alien to each other: their coexistence is not easy. Over the last two years, the Hungarian government's measures have alternated between elements of socialism and capitalism, centralization and decentralization, and state and market activity. As a result, the Hungarian modus operandi fails to profit from the capitalist system: the propensity for innovation, dynamism, initiative and a spirit of enterprise. At the same time it brings out all the drawbacks inherent in capitalism. The government and the market work together to make the income distribution still more unjust; they operate side by side to produce and sustain mass unemployment.

The aim of this article is to present the analysis of the EU constitutionalism development in the first decades of the 21st century, i.e. after the failure of the Treaty establishing a Constitution for Europe. During the period of permanent crises in the European Union, this was the main method of developing European integration. The EU constitutionalism departed from the traditional formula of adopting treaties by unanimous consent of the Member States. Instead, it was based on the creative making of new constitutional principles in Europe. The research goal is to examine both this unconventional method and the new constitutional principles, as well as systemic directions in the Union. The author put forward the hypothesis that this constitutionalism transformed the Union into a juristocracy, thereby increasing the democratic deficit in Europe. The basis of the study is the scientific concept of competence creep and the postfunctional theory in European studies. The study is focused on the analysis of the actions of EU institutions during the pandemic COVID-19 and the response to these actions in selected Member States, primarily in Poland.
